Executive Summary
Target Groups
The Student Equity Plan at Sacramento City College seeks to advocate on a college-wide basis
for the advancement of programs, services, and initiatives that impact targeted groups of students
throughout their collegiate experience at the college. Multiple college offices and campus
departments play a critical role in preserving and enhancing the diversity and equity of students.
These divisions include, but are not limited to the Office of the President, the Office of the Vice
President for Instruction, the Office of the Vice President of Student Services, and the Office of
the Vice President of Administration. Programs and departments within these offices directly or
indirectly provide support and coordination to enhance student equity. Some programs and
departments are more closely involved than others in the provision of these efforts.
For the specific purpose of this Student Equity Plan the identified target groups include
American Indians or Alaskan Natives, Asian or Pacific Islanders, Blacks, Hispanics, Whites,
men, women, and persons with disabilities. These are the same groups that the Office of The
Chancellor has recognized as participants in Student Equity Plans.
Goals
Student Equity goals and activities are consistent, realistic, and in keeping with the overall
advancement of Student Equity efforts. Sacramento City College aims to create a supportive and
dynamic campus environment that contributes to the overall growth and development of
students. The Student Equity Committee collaborated with academic divisions and student
support services in fulfilling the goals as stated in the Campus Based Research Section. The
Student Equity goals are communicated campus wide through minutes distribution and
committee members working as liaisons to all college constituencies.
Activities
The Student Equity Committee meets monthly to discuss student equity issues. In the meantime,
the committee also works with the Planning, Research, and Institutional Effectiveness Office to
conduct research and collect data related to student equity issues. Presentations of the student
equity data will be made to the campus community to educate and inform the campus of the
latest developments and work that has been done by the committee. In addition, various forums
have been planned to involve the campus addressing concerns and discussing potential strategies
regarding student equity issues.

Resources Budgeted

Institutional Involvement
Multiple college programs and departments within all divisions impact and promote
Student Equity functions by design. Just as all programs and departments can
significantly effect recruitment and retention initiatives, so do these units advance and
advocate for an equitable student equity support system. Engaging discussions and
recommendations take place in multiple settings including, but not limited to college
standing committees such as Student Equity Committee, Matriculation Committee,
Curriculum Committee, etc.


Overview
In the spring of 2002, the Student Equity Committee reviewed current data that measured student
access, course completion rates, ESL and Basic Skills completion rates, degree and certificate
completion rates, and transfer rates. The committee identified barriers to success, reviewed and
updated the goals and activities of the 2000 plan and continued to promote the inclusion of the
Student Equity accountability measures in the campus processes for program review, program
unit planning, campus research cycle, and overall campus planning. In the meantime, the
committee has focused on the prior commitment and continues to support the campus’ on-going
efforts, reinforce current planning and current efforts, and devise additional ways the committee
can support individual efforts to meet equity goals.
Indicator Definitions and Data
Success Indicators: “means a statistical measure which may be utilized to determine areas for
which target population groups may or may not achieve equal education access or success.
Access: The percentage that each group is enrolled compared to its representation in the adult
population within the community served.
Course Completion: Ratio of the number of credit courses successfully completed by the end of
the term compared to the number of courses enrolled on the census day of the term.
ESL and Basic Skills Completion: Ratio of those who complete a degree-applicable course
after having completed the final ESL or basic skills course.
Degree and Certificate Completion: Ratio of receipt of degree or certificate to the number of
students with the same informed matriculation goal.
Transfer: Ratio of those who earn six or more transferable units during the first college year and
who also stated at entry their intent to transfer, to those who transfer after one or more (up to
eight) years.

data for the year 2000 from these zip codes are used in the rest of the tables of this section for
comparison.

Table 2 shows that the population of Sacramento City College very closely represents the
college’s service area. The widest disparity is that of white students – 41%% of Fall 2000
enrollment as compared to 57% for the college’s service area. The data show that the percentage
of white students has been dropping since Fall 2002.

COURSE COMPLETION.
Ratio of the number of credit courses that students by population group actually complete
by the end of the term compared to the number of courses in which students in that group
are enrolled on the census day of the term. “Course Completion” means the successful
completion of a credit course for which a student receives a recorded grade of A, B, C, or
Credit.
“Each population group of students” means American Indians or Alaskan natives, Asian
or Pacific Islanders, Blacks, Hispanics, Whites, men, women, and persons with
disabilities (Title 5, 54220(d)).
All Courses
During the 2002-2003 academic year successful completion rates for students in all courses by
ethnicity from 51.44% for Blacks, 56.66% for Native Americans, 60.99% for Hispanics, 65.24%
for Other, 65.62% for Filipinos, 70.01% for Asians, to 70.99% for Whites. Successful
completion rates for students in all courses by gender were 64.32% for males compared to
67.06% for females. Students with disabilities had a 65.58% successful completion rate in all
courses, compared to a rate of 65.90% for non-DSPS students.
In the 2002-2003 academic year, Black students had the lowest completion rates among all levels
of courses, with the lowest rate (44.66%) in basic skills courses. However, this rate has
improved over the 1997-1998 data, when the rate was 37.92%. Their completion of vocational
education courses dropped from 66.03% in 1997-1998 to 58.11% in 2002-2003. Regarding the
completion of transfer courses, the rate has increased from 52.08% in 1997-1998, to 53.15% in
2002-2003.
During the academic year of 2002-2003, Native American students had the next to lowest
completion rates among all levels of courses, with the lowest rate (44.96%) in basic skills
courses. However, this rate has improved over the 1997-1998 data, when the rate was 36.11%.
In 2002-2003, they had the best success (66.13%) with completion of vocational education
courses. This rate has decreased – in 1997-1998 it was 87.50%. Regarding the completion of
transfer courses, the rate has decreased from 61.68% in 1997-1998, to 58.79% in 2002-03.
Hispanic students had the third lowest completion rates (60.99%) among all levels of courses.
However, this rate has improved over the 1997-1998 data, when the rate was 57.49%. This
group’s rate of completion of vocational educational courses was 73.52% in the academic year of
2002-2003. This rate has decreased slightly – in 1997-1998 it was 86.85%. Regarding the
completion of transfer courses, the rate has increased from 60.38% in 1997-1998, to 62.54% in
2002-2003.

The completion rates for Asian and White students were similar across courses. In 2002-2003
Asian and White students had their lowest completion rates (62.76% and 66.93%) in basic skills
courses, and the most successful completion rates (79.95% and 81.28%) in vocational education
courses. Regarding the completion of transfer courses, during 2002-2003, Asians had a slightly
lower completion rate (70.78%) than Whites (71.38%). This rate has decreased from 72.56% in
1997-98, when Asians had a slightly higher completion rate in transfer courses than Whites
(71.58%).
During the 2002-2003 academic year, female students had higher completion rates than male
students across courses. Their highest completion rates were in vocational education courses,
with 77.62% female to 73.60% male. Next was completion of transfer courses, with 67.56%
female to 65.69% male. Lowest completion rates were in basic skills courses, 61.82% female to
50.85% male, this course type having the greatest difference. The completion rates for all
courses between female and male students have not changed significantly between 1997-1998
and 2002-2003.
Non-DSPS students in 2002-2003 had higher completion rates in basic skills courses, 58.18%,
than students with disabilities, with 56.35%. Non-DSPS students also had higher completion
rates in vocational education courses, 76.19%, than students with disabilities, at 72.41%, this
course type having the greatest difference. Students with disabilities had a higher completion
rate in transfer courses, 69.25%, than non-DSPS students with 66.63%. These data trends were
consistent with 1997-1998, with the exception of basic skills courses. In 1997-1998 students
with disabilities had a much higher completion rate in basic skills courses, 62.00%, than nonDSPS students with 51.55%.
Basic Skills Courses
During the 2002-2003 academic year successful completion rates for students in basic skills
courses by ethnicity ranged from 44.66% for Blacks, 44.96% for Native Americans, 50.99% for
Hispanics, 57.09% for Other, 57.97% for Filipinos, 62.76% for Asians, to 66.93% for Whites.
Successful completion rates for students in basic skills courses by gender were 50.85% for males
compared to 61.82% for females. Students with disabilities had a 56.35% successful completion
rate in basic skills courses, compared to a rate of 58.18% for non-DSPS students.
Transfer Courses
During the 2002-2003 academic year successful completion rates for students in transfer courses
by ethnicity ranged from 53.15% Blacks, 58.79% for Native Americans, 62.54% for Hispanics,
65.17% for Filipinos, 65.77 % for Others, 70.78 for Asians, to 71.38% for Whites. Successful
completion rates for students in transfer courses by gender were 65.69% for males compared to
67.56% for females. Students with disabilities had a 69.25% successful completion rate in
transfer courses, compared to a rate of 66.63% for non-DSPS students.

As stated in the Goals and Activities section, the most immediate research need is for the precise
data requested by the Chancellor’s Office, which is the number of students by population group
who complete a degree-applicable course after having completed the final basic skills course.
The goals and activities that this report presents are for basic skills completion rates, based on
the data available.

The total degree and certificate awards for the 2003-2004 academic year are 1,248. Degrees and
certificates awarded to female students were 824 (66%). Degrees and certificates awarded to
males were 424 (36%). Among the Black, Hispanic, and Native American students, Native
Americans have the lowest rate (0.7%) of being awarded degrees and certificates. Asian and
White students have the highest number of degrees and certificates awarded (289 and 553).

and have attempted a transfer level course in mathematics or English to the number of
students in that group who actually transfer after one or more (up to six) years.
From the data on the following pages, a total of 942 students transferred to UC and CSU in
2002-2003. Among these students, 12 are Native Americans, 101 are Hispanic/Latino and 53 are
African American. Comparing these data in 1998-1999, the total number of students transferring
to UC/CSU decreased by 42 students (4%), however, the total number of minority students
decreased by only 2%. There was a slight increase for Hispanic/Latino students (from 95
students to 101). The number of Asian transfer students remained the same (279 students). The
number of African American transfer students decreased to 69 to 53 and the number of Native
American transfer students decreased from 13 to 12.
The rate of students in the 1993-1994 cohort who transferred by spring 1999 was 47.4%
compared to an expected rate (using the state formula) of 42.1%. In this year, SCC ranked 16th
out of 107 community colleges in achieving a higher than expected transfer rate. The following
year, SCC ranked 11th in the state, and by fall 95, SCC ranked first in the state in transferring
more students than would be expected, given the demographics of the students who attend SCC.
In 1998-1999, 46.3% of the transfer directed students (N=1,882) became transfer ready,
compared to the statewide transfer ready rate of 38.6%. In 2002-2003, 45.4% of the transfer
directed students (N=1,618) became transfer ready, compared to the statewide transfer ready rate
of 37%. SCC consistently prepared a higher percentage of students for transfer than the
statewide average.
