Title of Position: City Recorder
This employee is responsible for a broad range of administrative, accounting, and support
services under the general supervision of the mayor and city governing body. Instructions
to the employee are general and the employee must routinely use independent judgment
when performing tasks. The employee must occasionally consider different courses of
action, or deviate from standard operating procedures, in order to complete tasks.
Equipment
The employee will operate a computer, typewriter, fax machine, copier and other modern
office equipment.
The employee typically works indoors in an office environment and may be exposed to
tobacco smoke. The employee may be required to lift objects such as journals and
reports.
Essential Functions of the Job
Prepares the agenda for governing body meetings, keeps minutes and maintains records
of the proceedings of such meetings.
Prepares resolutions and ordinances for consideration by the governing body.
Prepares annual budget for all funds, including estimates, recommendations, and the
appropriation ordinance.
Supervises the work of subordinate office personnel.
Makes recommendations regarding the hiring and termination of subordinate employees.
Responsible for accounting and financial records of all funds. This includes reconciling
bank statements and invoices, bond payments, drafting checks, accounts payable, etc.
Responsible for maintaining all types of insurance coverage such as health, property,
liability, workers compensation, etc.
Examples of Work Performed
Deposits city receipts at the bank.
Receipts money from revenues, fees, etc.
Responsible for issuing licenses and keeping a variety of records such as property tax
relief vouchers and business tax licenses.
Prepares statements and makes a variety of reports for solid waste collection, workers
compensation claims, annual audit, and certain State agencies.
Provides office support such as typing of correspondence, preparation of notices, and
purchase of supplies.
Performs related work as required.
Required Knowledge and Abilities
Knowledge of the application of accounting principles to municipal finance.
Knowledge of the laws, rules and regulations pertaining to the office of city recorder and
the city governing body.
Knowledge of city ordinances and State laws.
Knowledge of modern office procedures.
Ability to establish and maintain effective working relationships with the public,
subordinates and other employees. Contact with the public and media, in a variety of
situations, is frequent.
Ability to plan and direct the work of subordinate personnel.
Qualifications
Graduation from an accredited high school, preferably with course work in
business/public administration, accounting or finance.
At least 3 to 5 years experience in accounting, finance, or advanced clerical work
including experience in the supervision of others.
Must have an ability to be bonded. Must obtain certification as a City Recorder within
three years and maintain certification while serving as City Recorder.
Title of Position: Assistant City Recorder

Knowledge and Abilities Required to Perform Job
Employee must be proficient with modern office equipment, including computer,
calculator, copy machine, and radio. Must have the ability to work with the public. Must
have knowledge of bookkeeping and issuing and processing various licenses and permits
issued by the city. Employee must understand ordinances passed by the board, zoning
regulations, and personnel policies and regulations. Employee must have ability to work
with co-workers, employees outside the Recorder’s office, and the general public.
Qualifications Required to Perform Job
Minimum High School Diploma or GED.

Employees in this position receive detailed and specific instructions covering all aspects
of work performed. Work varies slightly and seldom requires new or unusual approaches
in completing work. Employee answers the telephone, processes work orders, balances
cash drawer, and waits on customers at the counter. Supervisor spot checks completed
work.

Employees in this position are required to use computer, adding machine, telephone,
copy machine, radio to contact utility workers in the field.

Essential Functions of the Job

Minimum of High School Diploma or GED; Grade Three Water Treatment License, one
year on the job training and work experience, valid Tennessee Driver’s License

Title of Position: Wastewater Plant Operator
This employee is required to operate the wastewater plant, and perform maintenance on
equipment. Employee in this position receives general instructions, and sometimes
specific directions from supervisor. Must also use independent judgment. Work varies
slightly, and employee is seldom required to take different, new, or unusual approaches in
completing work. Supervisor reviews most of completed work.

Knowledge and Abilities Required to Perform Job
Knowledge and ability to perform lab tests in accordance with EPA and State rules and
regulations for wastewater plant discharge. Must have knowledge of Federal and State
regulations for examination of water and wastewater. Must have ability to work with coworkers, utility operations consultants, Federal and State regulators, sales representatives,
and elected officials.
Qualifications Required to Perform Job
Minimum High School Diploma or GED. Math and science skills. Minimum two years
experience. Valid Tennessee Driver’s license appropriate for the vehicle or equipment
used is required.
Title of Position: Wastewater Plant Supervisor
Employee in this position is responsible for the management and operation of the
wastewater plant and is required to make recommendations that significantly influence
departmental policy decisions. Employee receives instructions that are somewhat
general; however, many aspects of the work are covered specifically. The employee is
required to exercise independent judgment as required by the demands of the job.
Employee is frequently required to refine existing work methods and develop new
techniques, concepts, or programs within established limits or policies. The employee’s
supervisor rarely reviews work performed.

Employee uses lawn tractor, tanker truck, weed eater, rake, shovels, drills, hammers,
wrenches, manure spreader, volt meter, lab equipment, and a computer.

Knowledge of EPA and State rules and regulations governing sewer plant discharges.
Knowledge and understanding of National Pollution Discharge Elimination System
(NPDES) Permit, Title 40 Code of Federal Regulations, Parts 122, 136, 503 Standard
methods of examination of water and wastewater. Ability to perform physical labor.
Qualifications Required to Perform Job
High School Diploma or GED. State license in sewer plant and collection for Grade 3
wastewater license and Grade 1 collection. Valid Tennessee Driver’s License appropriate
for the vehicle or equipment used. A minimum of four years experience is required.
Title of Position: Street Department Manager
Employee in this position performs work with general instructions and must use
independent judgment most of the time. Employee is required to occasionally consider
different courses of action or deviate from normal operating procedures. This employee
supervises the work of other employees in performing street maintenance, locating and
re-locating utility lines, operates equipment, and performs maintenance. The employee’s
supervisor reviews most of work completed.
