Title: Engineer 3 Salary: $34.20 - $50.76 hourly $2,736.23 - $4,060.92 biweekly $5,928.50 - $8,798.67 monthly $71,142.00 - $105,584.00 annually Description: Plans, coordinates, supervises, and performs activities involved in development of all plans, specifications, construction, and cost estimates for comprehensive county-wide municipal construction projects or installation and maintenance of equipment, facilities, or various control systems. Employees in this classification may serve as specialist in a recognized branch of engineering, and are responsible for handling, in a largely independent manner, all complexities and facets of their assigned work, including providing answers to sensitive and controversial issues involving media relations. May serve as Chief traffic engineer for Metropolitan Traffic and Parking Commission. Performs related duties as required. Job Description: MAJOR JOB RESPONSIBILITIES May supervise employees. Assigns duties to employees. Ensures employees perform work in a correct and efficient manner. Evaluates employee performance and productivity. Corrects employees as needed. Trains employees. May oversee administrative operations of more complex functions within Engineering Division. Assists with developing short and long range goals. Evaluates efficiency and cost effectiveness of goals. Prepares, assists, and advises in preparation and review of Capital Improvement Budget and the division budget. Oversees and participates in selection and assignment of employees. Interprets and enforces local, state, and federal regulations affecting municipal projects. Prepares or oversees preparation of various reports. Reviews all federal grant applications. May oversee any grant monies received. Represents department at various meetings as needed. May serve as recognized specialist in a recognized branch of engineering. Develops standards, criteria, policies, and overall long-range plans for specialized area of engineering. Provides advice and problem-solving expertise on especially difficult and novel engineering problems in area of specialty. Provides information to Public Works Director or designee on sensitive or controversial issues which may involve media coverage. Performs complex engineering duties. Recommends solutions to complex design problems or systems modifications. Directs design and construction of municipal projects or various control systems. Approves acquisition and easements of property for municipal projects. Confers with contractors on project progress. Oversees field construction inspections. Coordinates activities of consulting engineers in development and implementation of construction programs including right-of-way requirements. Supervises or provides in-house contract administration services from initial approvals, right-of-way acquisitions, and advertisements through final inspection and closeout. Keeps abreast of current trends in the engineering area. SUPERVISION EXERCISED/SUPERVISION RECEIVED May supervise work of all professional and sub-professional engineering personnel. Receives general direction and reports to Assistant Director - Engineering, who informs the Engineer 3 of projects needing to be done and/or overall goals for the department. Employees in this classification are expected to work independently and exercise discretion and judgment. Employees in these classifications who are in supervisory positions must register for Metro Human Resources Supervisory Training Program prior to completion of the work test and must complete all coursework within a 12-month period. WORKING ENVIRONMENT/PHYSICAL DEMANDS Work involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, etc. Work area is adequately lighted, heated, and ventilated. Employee works primarily in an office setting under generally favorable working conditions; however, some positions may be required to perform tasks in the field. There may be some walking, standing, bending, carrying light items, etc. No special physical demands are required to perform the work. Employment Standards: EDUCATION AND EXPERIENCE Bachelor's Degree* in Engineering from an accredited college or university and eight (8) years of progressively responsible post degree engineering experience, including four (4) years as a licensed Professional Engineer. OR Professional Engineering License and eight (8) years of engineering experience, including two (2) years as a professional engineer. *For the position serving as chief traffic engineer, Bachelor’s Degree must have been in traffic engineering. For supervisory positions, two (2) years of lead or supervisory experience is required. Employees in supervisory positions must complete the in-service supervisory training prior to completion of the work test. PERFORMANCE STANDARDS Thorough knowledge of the current practices used in the area of specialization such as, the design and maintenance of landfills, municipal facilities, streets, bridges, or electrical, mechanical, or traffic control systems. Thorough knowledge of legal terminology used in construction documents. Thorough knowledge of estimating and surveying procedures. Thorough knowledge of construction contract administration.
