III. Agenda was approved.
IV. Approval of the October 11, 2003 11:00am Minutes approved with amendments
and conditions that reports be added in later.
V. Campus Reports
A. Baraboo- Held spirit games to encourage campus involvement this was a
two day event.
B. Fond du lac- Complete turn over from last year reorganization is under
way. Have filled all committees on campus.
C. Fox Valley-Full Senate in years. Gallery committee added to insure
student input on art exhibits. Issues committee for Multicultural and
LGBTQ issues.
D. Manitiwoc- New Dean is groovy. Setting up a trip to Chicago.
E. Marinette-Strong Senate this year. Add a Regent work passing resolution.
They are in John Gard’s District. UC Referendum is coming. Senate
educating campus on UC. Dean will be retiring. Fund Raising in the
community would like in put. Fall Convocation was held, Campus wide
Class Room, International Peace and Justice.
F. Marshfield-Full Executive Board, flip of the coin instead of a run off.
Annual fall pick nick 300 students. Using campus eateries to encourage
involvement. Senate working hard beginning to pass resolution. Passed
UC Resolution and Referendum. Looking forward to the new direction.
G. Rock-Convocation Theme Inner-being had an event with computer parts
and where they originated from. Working with Niguarga Sister City.
Filled Executive Board last week. Determined and motivated .
Committee with out Faculty Majority.
H. Waukesha-Senator Renolds came for a lunch; he was invited by TRIO.
Theatre doing The Laramie Project in November; Town Hall meeting will
be help prior to the play. A family movie showing of Finding Nemo will
be Held on Friday to get more non-traditional students involved. Working
on campus gift; renovation of the TV Lounge into a student lounge with
better lighting, TV/DVD combos and available hookups for Play station.
Passed legislation in support of the Add a Regent Bills and have been
making phone calls.
VI. Special Orders
A. Special Session for Elections
1. Accept Nominations for:
a. Vice President Melinda thanks for coming and I will do a good
job won’t be afraid ask when I need help. Call me any time
with any issues.
b. Executive Director – LeAnne does a good job. Vote for me!
c. Budget Senator-Steve from Marinette. Marinette will be here
and on time.
d. Diversity Director-Claudine from Baraboo was nominated by
Baraboo and seconded by Manitowoc. Richard-she would be
very good if she chooses to except.
e. 1 IIT Director-Steve withdrew. Erik-Hope I can do what I can
to make things run smoothly.
f. Women’s Initiatives Director-Tiffany-Will support men and
women on the issues.
g. United Council Two-year Campuses Vice President-Jennie
Johnson was nominated by Rock
Jennie-Has wanted to run since May didn’t run because it may be a
conflict of interest. But it is not. Unite the issues, big fan of UC
every event since
Erik-Does have experience with UC and SGC can best represent
the three entities.
VII. Old Business
A. Wisconsin Personal Protection Bill Resolution Jennie has decided to with
Draw resolution. Marshfield seconded. Vote passed Officially withdrawn
B. In Appreciation of President Katharine Lyall
WHEREAS, The UW-System President Katharine Lyall was instrumental in securing
the UW-Colleges two student positions on the Board of Regents study, “Charting
a New Course for the UW System,”
WHEREAS, Without President Lyall’s successful efforts, the study would have
involved no female, non-regent, students,
WHEREAS, President Lyall made every effort to include student governance of the
UW-Colleges in the actual selection of the students to speak on our behalf,
THEREFORE BE IT RESOLVED, That the students of the UW-Colleges are greatly
indebted to President Lyall for her dedicated advocacy of the student voice.
Introduced by Marshfield seconded by Rock Waukesha called question Jennie
seconded. Vote passed unanimously.
C. Wisconsin Defense of Marriage Bill Resolution
WHEREAS the Student Governance Council (SGC), is the official voice of the students
at the University of Wisconsin Colleges,
WHEREAS the Wisconsin Defense of Marriage Act Bill (WI DOMA), AB 475/SB
233, could directly affect the lives of University of Wisconsin College students,
WHEREAS the WI DOMA is drafted after the Defense of Marriage Act (1996) which
already prohibits federal recognition of same-sex marriage, and allows states to
not recognize same-sex marriages from other states,
WHEREAS AB 475/SB 233 changes the definition of marriage from “a husband and a
wife” to “one man and one woman”,
WHEREAS the institution of marriage has never been understood as anything but
between one man and one woman,
WHEREAS the drafted legislation would effectively change nothing, and is perceived
as an attack on Lesbian, Gay, Bisexual, Transgender (LGBT) families, regardless
of intent,
WHEREAS the legislation is mean spirited and is being used to further marginalize the
LGBT community,
WHEREAS under the 14th Amendment of the U.S. Constitution, the government has
the responsibility to treat all its citizens equally,
WHEREAS United Council, of which individual colleges participate in, has already
passed a resolution in opposition to this bill,
THEREFORE BE IT RESOLVED that SGC recognize that their constituents are
affected by this legislation,
BE IT FINALLY RESOLVED that SGC, as the official voice of the students, take an
official stance against AB 475/SB 233.
Introduced by Aidan and Crystal seconded by Marshfield. Motion to call the question
by Waukesha seconded by Jennie, and Acclimation was called. Vote passed with
four abstentions.
D. Wisconsin Resident Tuition for Non-legal residents Bill Resolution
WHEREAS, the Student Governance Council is the official voice of the University of
Wisconsin Colleges;
WHEREAS, the Colleges believe they are “The best start for the life you want;”
WHEREAS, the Colleges have made a commitment to diversity through Plan 2008;
WHEREAS, the Student Governance Council believes that education is a right;
WHEREAS, talented students are unable to access higher education due to immigration
status;
WHEREAS, Assembly Bill 95 was introduced to make higher education accessible for
immigrant students;
WHEREAS, AB 95 is a bi-partisan bill that would make immigrant students who have
been in Wisconsin for at least one year and who graduate from a Wisconsin high
school or receive their GED in Wisconsin eligible for in-state tuition;
WHEREAS, AB 95 would maximize the benefits of public investments in K-12
education and enhance the UW System’s efforts to increase diversity;
THEREFORE be it resolved, that Student Governance Council supports AB 95;
BE IT FURTHER RESOLVED, that Student Governance Council recommends that
Chancellor Messner take a public position in support of AB 95;
BE IT FURTHER RESOLVED, that Student Governance Council recommends that the
Board of Regents change their position from neutral to in support of AB 95;
BE IT FURTHER RESOLVED, that Student Governance Council urges the Assembly
Committee on Operations and Spending Limitations to vote in favor of AB 95;
BE IT FURTHER RESOLVED, that Student Governance Council urges both houses to
vote in favor of AB 95 and Governor Jim Doyle to sign it in to law;
BE IT FINALLY RESOLVED, that upon passage a copy of this resolution shall be
forwarded to Chancellor Messner, the Board of Regents, and Chair of the
Assembly Committee on Operations and Spending Limitations, Representative
Frank Lasee, Representative Steve Foti, and Governor Jim Doyle.
Aidan seconded by Crystal.
Jennie spoke on this possibly being a ploy on getting more money.
Marshfield-Students getting an education in our system will put more money
in our economy.
Fond du Lac- Resident and non-resident issue- Resident students do pay taxes
and therefore get a cheaper college rate. Who is to say they are going to stay.
Fond du Lac- you pay taxes from each pay check we pay for public schools
and understand these people deserve to get an education but this is odd.
Baraboo- Yielded to Bethany- clarified legal immigrants. Paying taxes just do
not have citizenship.
Marshfield- asked for clarified undocumented- visa and in process is included.
Crystal-some families could be struggling to get documentation.
Waukesha- working in Wisconsin means you pay taxes. Fair and valid bill
think we should pass it.
Aidan-Clarified the wording of the bill in the area of how they could attend
school including Texas’s and California’s Bill.
Fond du Lac-does this include Illegal? Clarified that this may be difficult.
Fond du Lac- Financial aid? How do they fit in? Not eligible for financial
aid.
Fond du Lac-May this change financial aid? Not until they are citizens.
Erik AC-this would support not call to activism.
Marshfield- This is not taking any thing from any one. Called the Question
Jennie seconded. Motion passed with opposition
Motion to suspend rules to strike the Marshfield seconded until Aidan.
