December 6, 2010 PASSED BY VOICE VOTE 29-0-0 54-R-15 UNIVERSITY OF WISCONSIN-EAU CLAIRE STUDENT SENATE RESOLUTION IN SUPPORT OF CONTINUING THE STUDENT REPRESENTATIVES AND UNITED COUNCIL MERGER NEGOTIATIONS 1 2 3 4 5 WHEREAS, the UW System Student Representatives is the group of the top two student representatives at each UW campus; and WHEREAS, this group currently operates without any formal structure or authority; and WHEREAS, over the past two years the Student 6 Representatives has been considering a constitution to formalize 7 the group; and 8 9 WHEREAS, United Council is the Statewide Student Association for UW students; and 10 WHEREAS, the Student Representatives, in discussions with 11 United Council, has sought to merge the two groups through this 12 constitution; and 13 WHEREAS, Council the by constitution would the Representatives, Student provide oversight including over 14 United the 15 powers to reject or amend the United Council budget, hire and 16 fire its executive director, and set its legislative agenda; and 17 WHEREAS, the constitution in its current draft would, after 18 ratification of two-thirds of campuses, would require mandatory 19 membership; and WHEREAS, 20 UW-River Falls Student Senate has drafted a 21 resolution to “condemn” the constitution and opposes this and 22 any future draft; and WHEREAS, UW-River Falls Student Senate forwarded the motion 23 24 to 25 group, and their entire student body; and 26 27 28 29 UW System President Reilly, the Student Representatives WHEREAS, UW-Eau Claire’s Student Representatives have been heavily involved in the creation of this constitution; and WHEREAS, UW-Eau Claire, since it joined United Council, has never left the institution; and 30 WHEREAS, while UW-Eau Claire students have been paying for 31 lobbying and organizing on behalf of students statewide and in 32 Madison, other campuses have fluctuated in their membership; and 33 WHEREAS, this provides a free-rider issue, where UW-Eau 34 Claire students are subsidizing the benefits for all UW schools, 35 even those who are not members of United Council; and 36 WHEREAS, rejecting the constitution before a final draft is 37 even adopted by UW System and the Student Representatives is 38 premature; BE IT THEREFORE RESOLVED that the Student Senate, on behalf 39 40 of 41 support 42 regarding the potential merger of United Council and the Student 43 Representatives group; and students the of the University continuation of these of Wisconsin-Eau negotiations and Claire talks BE IT FURTHER RESOLVED that the UW System should not allow 44 45 the one campus to dictate policy for all member schools; and BE IT FINALLY RESOLVED that upon passage President Jambrek 46 47 transmit 48 Stankevich, 49 Chancellor; Dr. Beth Hellwig, Vice Chancellor, Student Affairs; 50 Dr. Brian Carlisle, Dean of Students; Dr. Susan Harrison, Chair, 51 University Senate; Dr. Kevin Reilly, President, UW System; the 52 UW 53 Student Affairs and Academic Support Services Senior Academic 54 Planner; Nicole Juan, Executive Director of United Council; Kirk 55 Cychosz, 56 Government Relations Director of United Council.
