Sealed Tenders are invited (Only from Ladies Bidders) for allotment of following shops
in BPS Mahila Vishwavidyalaya Shop No.-4, Shop No.-5 for a period of 12 months (extendable
further based on satisfactory performance).
1. For further details/ terms and conditions/tender documents please visit out website .
2. The tender will be received on or before 20th March 2012 from 09.30 AM upto 02.00P.M.
and will be opened on next working day at 11.00 am in Conference Hall of the
Administrative Block.
3. The undersigned reserves the right to accept/reject any or all the tenders without
assigning any reason thereof.

Procedure

1. Tenders are hereby invited on behalf of the Registrar, BPSMV, Khanpur Kalan.
2. Contract
Documents
can
be
downloaded
from
the
University
website
www.bpswomenuniversity.ac.in. and the form shall be submitted in this case along with
Demand Draft of Rs 1000/-(non refundable) in favour of Registrar, BPSMV,Khanpur Kalan,
Sonipat.
3. Last date for submission of tenders is 20.03.2012 upto 02.00 p.m. and will be opened on next
working day at 11.00 A.M. in Conference Hall of Administrative Block.
4. Earnest Money Deposit (EMD) as shown in the NIT in the form of the demand draft in favour of
Registrar, BPSMV,Khanpur Kalan, payable at Khanpur Kalan. The demand draft shall be put
in a separate sealed cover superscibed ËMD for 25,000/-( Rs twenty five thousand only) at
Khanpur Kalan and shall accompany with the tender bid.
5. Only for shortlisted technical bids the financial bids would be opened.
6. All rates shall be written in the column meant for Price Bid Properly. The tenders should quote
the rates in figures as well as in capital words, neatly and cleanly. In case of any discrepancy
between the rates quoted in figures and words shall be taken as in-correct.
7. The tender documents should comprise not only the price bid but alos EMD, in a separate
envelops duly superscribed in capital letter. All the envelops then will be placed one envelop
duly addressed to Registrar, BPSMV, Khanpur Kalan, Sonipat.
8. In complete/telegraphic/conditional/ tenders without EMD are liable to be rejected.
9. Canvassing in connection with tenders is strictly prohibited and the tender submitted by the
person(s) who report to canvassing will be liable to rejection.
10. The contract period shall be of 12 months extendable for next terms with an increase in licence
fee @ 10% of the proceeding year.
INSTRUCTIONS FOR FILLING THE TENDER
1. The following documents will comprise of a set of tender documents :--- Notice Inviting Tender
--- Technical Bid.
--- Financial Bid.
The tender documents shall be submitted back in completer shape to be filled in and signed by the
tenderer/ the authorized representative on all pages. The tender should be submitted in three sealed
envelops duly super scribed in capital letters. The full name, postal address and telegraphic address
of the tenderer shall be written on the bottom left hand corner of each of the sealed envelops. The
Earnest money shall be deposited in form of demand draft only in favour of Registrar, BPSMV,
Khanpur Kalan, payable at Khanpur Kalan.
Envelop No.1 shall contain EMD 25,000/- and Envelop No.2, the tender documents and
Envelop No.3 The Financial Bid (monthly rent not less than Rs 15000/ Rupees Fifteen thousand
only). All the three sealed envelops are to be put in the main envelops addressed to :
The Registrar, Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan, Sonipat.
2. Validity of Tender
The tender shall remain open for acceptance for a period of 90 days from the date of opening of
tenders. The Earnest money will be forfeited in case of person withdraws his bid during the
validity period.
3. Acceptance of Tender
The Registrar of the University reserves the authority to accept or reject any or all the tenders
received without assigning any reason.
4. Signing of Agreement :
The successful tenderes shall completer all the formalities on allotment and sign the contract
Agreement with in 15 days from the issue date of allotment letter, in case, the contractor does not
sign the Agreement with in 20 days of the allotment letter, his Earnest Money Deposit ( EMD) will
be liable to be forfeited and consequently allotment will stand withdrawn.
5. Only One shop is to be allotted to a family which would include self/husband, dependant father,
mother, and dependent son, daughter-in-law, unmarried daughter and that members of same
family would not be allowed to secure any subsequent allotment of shops through any other
business transactions such as partnership or purchase etc.
Technical Bid along with Terms & Conditions
1. It is also made clear that only Female Bidders can apply for this bid and ladies are to be
deployed for sale purpose also.
2. Each Tenderer shall have to deposit Earnest Money of Rs 25,000/-(Rupees twenty five thousand
only ) through bank draft/ Pay Order in favour of Registrar, BPSMV Khanpur Kalan. The Earnest
Money will be forfeited in case the successful tenderer fails to take the possession of the
premise as per the procedure with in the stipulated period of 15 days after the issue of the offer
letter and fresh tender shall be invited.
3. Each Tenderer shall have to produce an affidavit on a stamp paper worth of Rs 25/- giving the
local as well as the permanent home address along with recent passport size photograph(s).
Character certificate attested by a Magistrate I-class with tender form to be submitted. Also
provide attested copy of the PAN Card failing which the tender will not be entertained.
4. The tender will be for grant of license for shops (, Medical Store, Vita Booth) for a period of One
year. Further the renewal shall be the discretion of the university by raising the license fee as
applicable at the time of renewal. .
5. The tenderer whose offer has been accepted will have to deposit Security Money equivalent to
Rs 50,000/-(Rs fifty thousand only) in form of fix deposit receipt or Bank Draft from any
scheduled bank valid for a period of 18 months ( Eighteenth months) from the date of
acceptance of allotment. The entire amount of security money will be liable to be forfeited in
case of failure of the successful tenderer to abide by the terms and conditions of the
tender/agreement.
6. The tendere will have to attach attested photocopies of the distributorship/agency given to him
by the company for running the particular business with tender documents.
7. All tenders in whom any of the prescribed conditions are not fulfilled or incomplete in any
respect are liable to be rejected. Conditional tenders shall not be considered for acceptance.
8. The licence fee would be payable every month in advance by the 7th of each month. The use of
licensed premises would be allowed to the successful tendered after she has paid one month
license fee in advance in addition to security money stated in Para-3 above and after she has
signed the agreement.
9. The licensee cannot make any adjustment against the Security Deposit. The Security Deposits
will be returned to the licensee without any interest after handing over the possession of the
shop or counter peacefully and settlement of all the dues.
10. The electricity, water, Sanitation and other charges will be paid by the license separately as
applicable.
11. In the event of license fee being not paid by the due date along with electricity and water
charges, the licensee shall be liable to pay interest @ 18 % per annum on the amount remaining
unpaid.
12. The forfeiture of security money under any of the circumstances as stated in paragraph-4 shall
be without prejudice to any other remedies available in respect of ant loss or damage which
may be caused to BPSMV by the license.
13. The tendere shall execute the agreement (License Deed) at his own cost for grant of license in
the prescribed form on a stamp paper if requisite value. It should be clearly understood that no
right would be conferred on the licensee unless he duly executes the agreement for grant of all
license, as mentioned above.
14. The BPSMV Khanpur Kalan does not bind itself to accept the highest or any other tender and
reserve the right to reject any or all tenders without assigning any reason therefore and without
being answerable to the tenders in any manner whatsoever. BPSMV also reserves the right to
re-notify or withdraw from the tender any of the shop. The license granted can be revoked in
public interest and the licensee can be asked to vacate the site on one month notice for which
no damage shall be liable to be paid by the BPSMV.
15. The licensee shall have to obtain requisite permission/license/ registration, if required from the
Municipal or other authorities concerned before commencing his business.
16. That the licensor shall have the right to revoke the license in the event of breach of any of the
terms and conditions of this license or any instruction issued there under any the licensor shall
forfeit the security deposit in part or in full in its sole discretion.
17. That the licensor shall have the right to terminate the license after giving one month notice
without assigning any reason thereof.
18. In addition to these terms and conditions, the licensee shall abide by all the terms and
conditions which will be specified in the attached agreement (License Deed) form.
19. All or any of the Power and rights exercisable by the BPSMV in respect of tender shall be
exercised by the Registrar, BPSMV, Khanpur Kalan and the tenderer shall not have objection
whatsoever in respect thereof.
20. No additional space shall be allowed and licensee keeps their goods inside the shop and there
will be no encroachment/additions and alternation in any manner whatsoever.
21. The successful tenderer shall abide by the provision of all local laws and laws of land, any failure
to fulfill this agreement shall attract the penal provision of relevant well as panel provision of
agreement.
22. That the shops shall be subject to inspection at any time without any notice to the contractor by
the Registrar or any other authority authorized by him.
23. Time to time the feedback reports will be taken from students/staff/ faculty in terms of rates,
quality, hygienic cleanliness, availability of items, conduct of allottee and its staff. The overall
performance will be accessed by shop allotment committee.
24. The sale of Narcotics is strictly prohibited in shop.
