Salford City Council - Record of Decision I ,Councillor John Warmisham ,Lead Member for Children and Youth,in exercise of the powers conferred on me by Paragraph J(1) of Section 2, of the Scheme of Delegation of the Council do hereby Approve the award of a contract for the supply and delivery of PE and Games Equipment to schools in Bolton, Oldham, Salford, Stockport, Tameside and Trafford for the period 1st March 2006 to 29th February 2008 (with the option to extend to 28th February 2009). The Reasons are Aggregated spend by schools on PE and Games Equipment over the years has consistently required the Procurement discipline to advertise such contracts in compliance with the EU Public Supply Directive (recently amended to the EU Consolidated Public Sector Directive). We have fully complied with the legislation, however, it is particularly disappointing that there appears to be a dearth of companies interested in submitted tenders for this supply arrangement. Although Maudesport Ltd is the only tenderer to evaluate, their unit prices continue to be competitive, and this current tender exercise has resulted in an approximate overall reduction in costs of 3.22% on current rates, equating to £6,843.61 per annum (£20,530.83 over three years).. Options considered and rejected were The option to allow individual schools to source their specific requirements does not represent best value considerations. Disaggregation undoubtedly places the supplier/service provider in a strong position as the benefit and leverage that bulk purchasing power creates, simply does not exist and consequential increased unit costs would be applied. .
