Salford City Council - Record of Decision I, Councillor Antrobus, Lead Member for Planning, in exercise of the powers conferred on me by Paragraph I 9(a) (ii) of the Scheme of Delegation of the Council, do hereby approve the implementation of a Shop Front Improvement Scheme and Footway Improvement Scheme on Liverpool Road, Eccles, between Mather Road and Milton Street. The reasons are that the physical appearance of Liverpool Road, Eccles, indicates a high level of decline and demonstrates that the area is suffering from a poor environment, including the footways, and that the shop frontages are extremely poor and unsightly. Options considered and rejected were to do nothing, which will not encourage investment into the area. The decline will continue, increasing vacancy levels and escalating social and economic costs. Assessment of Risk: Low-Medium. The source of funding is: NRF; Salford City Council Capital Receipts. Legal Advice obtained: Not Required. Financial Advice obtained from Group Accountant.
