in exercise of the powers conferred on me by Paragraph H8 a) vii
of the Scheme of Delegation of the Council do hereby approve
(insert details, continuing overleaf if necessary)
That, subject to an annual review of progress with completed and proposed
programmes of work and of the success in reducing tripping claims, the release of
£22M prudential code borrowing be approved for investment in the highway network.
That, taken from the monies detailed above, Urban Vision be authorised to spend £2M
on capitalised highway improvements in order to ensure that a Section 58 defence is
introduced as soon as possible.
That, taken from the monies detailed above, Urban Vision be authorised to spend
approximately £1M on the footway works listed at para 2.9 above.
The reasons are to reduce highway tripping claims and improve BVPI
Options considered and rejected were: NONE
Assessment of Risk:
The implementation of the works that will be funded through these monies works will
contribute to reducing the cost of tripping accident claims within the City of Salford.
Additionally Best Value Performance Indicator (BVPI) figures for footway and carriageway will
be improved contributing to an overall improvement in the CPA score. There is a risk that the
reduction in the cost of tripping claims is insufficient to fund the capital financing costs of the
unsupported borrowing. Through the implementation of a stronger inspection and claims
handling regime this risk will be minimised and through annual reviews of progress the risk
will be monitored.
The source of funding is Unsupported borrowing funded through reduced tripping
claims payouts on an invest to save basis.
