DECLARATIONS OF INTEREST
There were no declarations of interest.

COUNCIL TAX, BUSINESS RATES, BENEFIT PROCESSING AND ARREARS UPDATE
John Tanner gave an update in relation to Council Tax, Business Rates, Benefit
Processing and Arrears.
4.
FILLING OF VACANT POST – HEAD OF SERVICE – COMPLEX NEEDS (SPECIAL
EDUCATIONAL NEEDS)
RESOLVED: THAT approval be given to the filling and necessary advertisement for
the post of Head of Service – Complex Needs (Special Educational Needs).
5.
FILLING OF VACANT POSTS – SPECIALIST SERVICES – TEAM MANAGER AND
PRINCIPAL MANAGER POSTS
RESOLVED: THAT pending agreement of the new Specialist Services structure,
approval be given to the filling and necessary advertisement for the posts of Team
and Principal Managers within Children’s Specialist Services that are currently filled
by Agency Staff.

CHILDREN’S SERVICES SOCIAL CARE AGENCY AND ADMINISTRATION
A\GENCY/FIXED TERM CONTRACTS STAFF
RESOLVED(1): THAT the update on Social Care Agency Staff be noted; and
approval given to the extension of Children’s Services Social Care Agency Contracts
until 31st march 2011, or until the appointment of a permanent Member of Staff.
(2): THAT the approach outlined with regard to the extension of
administrative Agency Contracts within the Children’s Services Directorate be noted;
and the following proposals be approved –

the 3 posts of Administrator to be absorbed within existing resources with a
maximum end date of 31st March 2011.

the post of Senior Admin Officer, Safeguarding to continue to March 2011.

the Receptionist/Administrator posts fixed term contracts to be finalised and posts
to continue to 31st March 2011 pending the outcome of the service and
administrative review.
(3): THAT a monthly update report be submitted by the Acting Deputy
Director for Children’s Services to the Lead Member.
7.
EXCLUSION OF THE PUBLIC
RESOLVED: THAT, under section 100A(4) of the Local Government Act 1972, the
public be excluded from the meeting for the following items of business on the
grounds that they involve the likely disclosure of exempt information as specified in
the relevant paragraphs of Part 1 of Schedule 12A to the Act.
8.
VOLUNTARY EARLY RETIREMENTS
RESOLVED: THAT the application from a member of staff in the Environment
Directorate for Voluntary Early Retirement be approved.
9.
WILLOWS ROAD CAR PARK REDEVELOPMENT, WILLOWS ROAD, WEASTE,
SALFORD
RESOLVED: THAT the report containing details regarding Willows Road Car park
redevelopment, Willows Road, Salford, be noted.
10.
THINK EFFICIENCY ICT AS A COMMON FUNCTION – CONSOLIDATION OF THE
SYSTEMS SUPPORT TEAM COMMUNITY, HEALTH AND SOCIAL CARE WITHIN T
HE CUSTOMER AND SUPPORT SERVICES ICT.
RESOLVED : THAT the following proposals be approved –

(a) the proposed transfer of full ICT responsibility from the existing System Support
Team to Corporate ICT Services, as part of the ICT Common Function
consolidation programme.
(b) the proposed efficiency savings of £87,883 to meet Council savings targets
allocated to Community, Health and Social Care under the Think Efficiency Phase
2, Management Savings Programme.
(c) the development of joint working arrangements including standards of service and
support.
