TITLE: IRWELL RIVER PARK – SALFORD ROUTEWAY IMPROVEMENT PLAN

RECOMMENDATION:
That the Lead Member:
1. Approve the appointment of Morrison Construction Limited for the works
within the Irwell River Park – Salford Routeway Improvement Plan.
2. Note that the Target Cost submission received from Morrison Construction
Limited will be reported verbally at or before the Lead Member Briefing, and
that the priced tender is lower than the works budget of £614,583 approved by
Lead Member on 17 August 2010.

EXECUTIVE SUMMARY:
At your meeting on 17 August 2010 approval was given to invite tenders for this
work.
During September 2010, a formal tender process with Salford City Council’s three
Partner Contractors was undertaken to obtain a Target Cost for the Irwell River Park
- Salford Routeway Improvement Plan. Two tenders were received on Wednesday
6th October 2010. The lowest submission was from Morrison Construction. The
tenders are however still subject to full checking and so the evaluation of the
submitted tenders and the confirmed final price will be presented at or before the
Lead Member briefing on 19th October. Tarmac National Contracting declined to
tender.
This report seeks approval for the tendered contract value and the proposed
appointment of Morrison Construction Limited as Principal Contractor to undertake
the tendered works.

Background
1.1
Lead Member will recall that at your meeting on 17 August 2010, approval
was given to invite tenders for this work. During September 2010, a formal
tender process with Salford City Council’s three Partner Contractors was
undertaken to obtain a Target Cost for the works. Two tenders were
received. A Tender Evaluation Report will be presented on or before your
Briefing on 19th October. Tarmac National Contracting declined to tender.

The works have been designed and will be implemented within a budget of
£614,583. The scheme will be funded by Salford City Council through
funding secured for Irwell River Park.
1.3
This report seeks approval for the proposed appointment of Morrison
Construction Limited as Principal Contractor to undertake the tendered
works, subject to a detailed review and clarification of the tendered
submissions.

Details
2.1
The tendered Target Costs were received in the form of the Engineering
and Construction Contract (EEC) Option D, Target Cost with Bill of
Quantities.

Tendered submissions were received from:

Birse Civils Limited.

Morrison Construction Ltd.
3.0
Cost Summary
3.1
The Target Cost submission received from Morrison Construction Limited
will be submitted at or before the Lead Member Briefing, however the
priced tender is lower than the maximum allocated construction budget of
£614,583.
3.2
At Lead Member on 17 August a fee and subsequent drawdown of
£59,390 for Urban Vision was approved to progress all technical,

engineering, project management and supervision aspects of
implementing the Irwell River Park Routeway Plan. This fee is a maximum
based on agreed framework percentage rates and could reduce
depending upon the final construction cost.

Conclusion
4.1
It is recommended that approval be given to award the Irwell River Park
Salford Routeway Improvement Plan construction contract to Morrison
Construction Limited.
4.2
With the addition of Urban Vision staff design and site supervision fees,
the target scheme cost will be within the approved Routeway Improvement
Plan budget.
4.3
Note that the Target Cost submission received from Morrison Construction
Limited will be reported at or before the Lead Member Briefing. The priced
tender will be lower than the approved maximum construction budget of
£614,583.

EQUALITY IMPACT ASSESSMENT AND IMPLICATIONS:
The Routeway Improvement Plan has been designed to maximise the benefit of the
works to all sections of the community. The scheme will provide enhanced
pedestrian and cycling facilities through a combination of improvement maintenance
and sections of new lighting and paving. This will promote community cohesion by
improving sustainable and legible connections between the neighbourhoods of
Ordsall, Castlefield and Old Trafford and employment locations at the Quays and the
City Centre. The additional revenue funding will ensure that Salford’s primary
riverside route is well maintained, to protect the investment for the benefit of all users
of the Salford riverside route.
For the first time, the Irwell River Park route will be paved, lit and well maintained
between Trafford Road Bridge and Princes Bridge. This has always been a missing
link between Ordsall/Castlefield and the City Centre, where currently the unpaved
dirt track is not accessible to many users and not lit at night.
It should however be noted that this is a first phase of improvements aimed at
providing a continuous, safe and attractive route to effectively link communities,

economic drivers and cultural attractions. It has not been possible to provide a fully
accessible routeway for all users including those with disabilities at this stage, nor
has it been possible to provide the recommended width of route to safely
accommodate both pedestrians and cyclists. In order to secure these aspirations the
Irwell River Park team will continue to work towards the long term vision including a
widened riverside route between Ordsall and the City Centre, a new bridge at Woden
Street and a new bridge at Clippers Quay to effectively link the Salford and Trafford
sections of the park.

ASSESSMENT OF RISK:
Medium: There is a risk that if a Lead Member decision is delayed or funding cuts
are made then the required funding and timescales may not allow the delivery of the
Routeway Improvement Plan.

SOURCE OF FUNDING:
The capital programme allocation of £750,000 was approved by Council on 17 th
February 2010 for capital works associated with the routeway and public realm
improvements, and a significant proportion of this will support these works. Other
sources are also contributing to the works:

Salford City Council’s portion of the funds remaining from the Irwell River Park
Pre-Implementation phase of works; and
 Salford City Council’s revenue highway allocation for maintaining the riverside
and canal side routes across the City.

LEGAL IMPLICATIONS:

Where the Council does not own the property in question, consent needs to be
obtained from the owners to the creation of pedestrian and pedal cycle rights of way
and to the carrying out of the proposed works. These consents will need to be
obtained in advance of the commencement of any of the proposed works.

If ownership is not known, the Council has the option of compulsorily purchasing the
properties or risking a claim against the Council by simply proceeding with the
creation of the highway.

The cost of the Irwell River Park Salford Routeway Improvement Plan will be met
from Salford City Council’s Capital Programme. The scheme has approval for
£750,000 from the 2010/11 allocation and the remainder will come from the residual
pre-implementation budget from 2009/10.
There will be on-going maintenance costs as a result of this scheme. However there
is a budget of £55,000 per annum within the highway’s revenue works budget which
could be utilised for some of this but the additional maintenance costs will need to be
funded by the authority and could impact on mainstream budgets.
