Each authority reserves the right to undertake individual scrutiny of the Trust’s proposals or performance that specifically affects their local communities. To scrutinise mental health services provided by the Bolton, Salford and Trafford Mental Health Trust on a trustwide basis, relating to the health of the population in Bolton, Salford and Trafford and contribute to the development of policy to improve health and reduce health inequalities in respect of these services. To undertake all the necessary functions of the Joint Scrutiny Committee in accordance with section 7 and 8, of the Health and Social Care Act 2001 and associated regulations and guidance relating to reviewing and scrutinising health service matters provided by the Trust. Such matters may include:(a) Receipt and consideration of performance information relating to the Bolton, Salford & Trafford Mental Health Trust, e.g Standards for Better Health (b) Receipt and consideration of any annual reports of the Trust or outcome of official inspections e.g. Commission for Health Audit, The National Patients Safety Agency and the Commission for Patient and Public Involvement in Health; (c) Improving access to NHS services provided by the Trust; (d) Reviewing proposals for the implementation of new initiatives which affect people in Bolton, Salford & Trafford in respect of patient and public involvement. (e) Reviewing proposals for consideration or items relating to proposed substantial development/substantial variations to services provided by the Trust which affect more than one local authority area participating in the joint committee, e.g application for Foundation Trust status. 4. 5. 6. To review the procedural outcome of consultations referred to in (e) above particularly the rationale behind contested proposals To refer contested proposals to the Secretary of State where the joint committee considers that proposed changes would not be in the interests of the health service in the area or where it is not satisfied that consultation on any proposal referred to in (e) has been adequate in relation to content or time allowed. To take account of relevant information available and in particular relevant information provided by Patient and Public Involvement Forums under their power of referral. To maintain effective links with Patient and Public Involvement Forums and give consideration to the co-option onto the joint committee of appropriate patient representatives at the appropriate time. To co-opt people, if required/as necessary, onto the joint committee in order to provide appropriate expertise To promote the joint scrutiny function in the constituent authorities and raise public awareness. 2
