R:\status\working\admin\omin\cwcm110706.doc 2 ITEM 1. ACTION Presentation by Young People from Hope High School on Global Links Project RESPONSIBLE - 2. Code of Conduct - The Chairman, V. Ivison, provided details of the ‘Code of Conduct’ operated by the Committee and, for the information of those individuals attending the meeting for the first time, drew particular attention to the following – 3. “In the first place, attendees at Community Committee will be permitted only one question or comment per agenda item. If time permits and there are no other questions or comments forthcoming, attendees can make second, third, etc questions or comments.” Safer Neighbourhoods’ Project F. James, Greater Manchester Police, addressed the Committee in respect of the ‘Safer Neighbourhoods’ Project. She provided details of the work being undertaken by the Greater Manchester Police, the Neighbourhood Management Team, New Prospect Housing Limited and groups from the local community, in developing the project. RESOLVED: THAT F. James be thanked for her attendance at the meeting and for her informative and interesting presentation. Housing Regeneration and Strategic Framework for Developments in Claremont / Weaste (a) Area Action Plan - Update M. Arnold, Housing and Planning, addressed the Committee in respect of work currently being undertaken to develop a Neighbourhood Planning process which would supersede the work undertaken to develop an Area Action Plan for the Weaste and Seedley area. He indicated that approval to begin a Neighbourhood Planning process had been given by the Regeneration Initiatives Cabinet Working Group at their meeting held on 26th June, 2006. He reported that a Steering Group would be established to oversee the management of the process. The composition and responsibility of the Steering Group The consultation process to be undertaken regarding the Neighbourhood Planning process RESOLVED: (1) THAT M. Arnold be thanked for his attendance at the meeting. (2) THAT an update report providing a more detailed schedule in M. Arnold respect of the Neighbourhood Planning process for Weaste and Seedley be submitted at the next meeting of this Committee (b) Block and Environmental Improvements Update and Priorities E. Sawford, S. McCoy and G. Finlay submitted a report in respect of proposals to undertake Block and Environmental Improvements in the Weaste and Seedley area. (A copy of the report can be found in Appendix 1 to these minutes) A number of questions and comments were raised, details of which can be found in Appendix 2 to these minutes. RESOLVED: (1) THAT E. Sawford, G. Finlay and S. McCoy be thanked for their attendance at the meeting. (2) THAT E. Sawford, G. Finlay and S. McCoy along with Councillor M. McHugh / M. Walbank Connor, Lead Member for Housing, be invited to attend a future meeting of this Committee, to provide a further update report in respect of work being undertaken within the area regarding Housing Market Renewal. Walbank above, the meeting be a single item agenda. Apologies for Absence 6. Apologies for absence were submitted on behalf of Councillor Owen and F. Butterworth, J. McManus and E. Sandler. Minutes of Proceedings The minutes of the meeting held on 13th June, 2006, were approved as a correct record. It was noted that a report from S. Healey entitled ‘Report from Hope’ had not been circulated at the meeting as requested. 7. A copy of the report can be found in Appendix 3 to these minutes. Matters Arising (a) Highways Sub-Committee M. Walbank submitted the minutes from the meeting of the Highways SubCommittee held on 28th June, 2006. He reported that the document detailed the schemes to be considered for funding from the £100,000 allocated to each Community Committee. RESOLVED: THAT, owing to tight deadlines, the Highways Sub-Committee be delegated to make recommendations to Urban Vision in respect of the schemes to be considered for funding from the £100,000 allocated to each Community Committee. Rowley seeking an update report in M. Walbank respect of the problems with the path at the Weaste Lane entrance of Buile Hill Park; and that an update report be submitted at the next meeting of this Committee. (c) Oakwood High School Site Councillor Ferrer reported that arrangements were being made to convene a meeting with representatives of the Salford Diocese and Children’s Services to discuss the future use of the Oakwood High School site. A request was made that a consultation process was undertaken with local residents regarding this matter. Councillor Ferrer undertook to present details of this request at the meeting. RESOLVED: THAT Councillor Ferrer submit an update report on the matter at the Councillor Ferrer next meeting of this Committee. (d) Budget Sub-Committee RESOLVED: THAT, owing to there being no meeting of the Claremont / Weaste M/ Walbank Community until Tuesday, 12th September, 2006, urgent decisions required in respect of Devolved Budget applications be taken by Members of the Claremont / Weaste Budget Sub-Committee.
