1. APOLOGIES FOR ABSENCE

Apologies for absence were submitted on behalf of Councillors Cooke, Heywood and

Owen and J. Healey, S. Healey, E. Heywood, P. Mallinder, D. Terry and A.

Westwood.

2. PRESENTATION – REVIEW OF HERITAGE SERVICES

C. Horrocks, Salford Museum and Art Gallery, addressed the Committee in respect of work which was currently being undertaken to review the Salford Heritage Service.

She provided details of the main purpose of the Heritage Service which was to collect and preserve artefacts, memories, documents, books, maps and memorabilia relating to Salford's unique past to make them available for all ages to enjoy through exhibitions, events, educational work and outreach work across the city.

Members were shown a DVD presentation that had been produced to (a) outline the work of the Salford Heritage Service and (b) its new and developing role.

Discussion ensued in respect of a number of issues, including

–

(i) the future of Ordsall Hall, including details of proposals for the submission of a

Bid to the Heritage Lottery Fund for (a) building maintenance and (b) the development of community based programmes;

(ii) proposals to update Salford Museum and Art Gallery; and

(iii) proposals to update the Lark Hill Place exhibit at Salford Museum and Art

Gallery

C. Horrocks asked members to complete the questionnaire that had been circulated in respect of the Salford Heritage Service. She indicated that the views of the local community were essential in developing a new and improved Salford Heritage

Service.

The Chairman, on behalf of the Committee, thanked C. Horrocks for her attendance at the meeting and also for her informative and interesting presentation.

3. PRESENTATION – GREENSPACE STRATEGY

Submitted an extract, relating to the Claremont / Weaste Neighbourhood

Management area, of the Salford Greenspace Strategy Supplementary Planning

Document.

M. Walbank reported that at the meeting of this Committee held on 14 th March, 2006, a report had been submitted which detailed ten specific greenspaces which had been designated as priorities within the Claremont / Weaste Neighbourhood Management area.

Councillor P.M. Lea, Lead Member for Environment, assisted by B. Jassi, Strategic

Director of Environment, A. Rowley, Environment Directorate, presented a report entitled ‘Environment Directorate – Achievements and Future Proposals’.

Details were provided in respect of (a) work which had been undertaken in the 2005 /

2006 financial year and (b) work which was scheduled to be undertaken between

2006 and 2008, in the following locations –

(i) Lightoaks Park

(ii) Oakwood Park

(iii) Buile Hill Park

(iv) Weaste Cemetery

Councillor P.M. Lea also provided details of the potential use of funding resulting from Section 106 Agreements.

N. Lowther, Housing and Planning addressed the Committee regarding the Salford

Greenspace Strategy Supplementary Planning Document.

He indicated that ten priority greenspace areas had been identified within the

Claremont / Weaste Neighbourhood Management area, as follows

–

He reported that although these sites had been identified as the priorities for the area, this would not preclude the examination of other sites.

A number of questions and comments were raised and answered regarding (a) the presentation given by Councillor P.M. Lea, (b) the Salford Greenspace Strategy

Supplementary Planning Document and (c) the ten priority greenspace areas within the Claremont / Weaste Neighbourhood Management area, including

–

(a) how the acquisition of funding for the projects detailed within the Salford

Greenspace Strategy Supplementary Planning Document would be undertaken.

(b) the employment of Park Rangers which might facilitate a reduction in the instances of anti-social behaviour on the parks within the Neighbourhood

Management area

(c) areas within the Neighbourhood Management area which were not currently well provided with areas of greenspace, and the need to ensure improvement work at (i) Stott Lane Playing Fields, (ii) De la Salle Playing Fields and (iii)

Duncan Mathieson Playing Fields in order to address this issue

(d) c oncerns relating to ‘site amenity spaces’ on new Developments within the

Neighbourhood Management area

(e) proposals to use Oakwood Park by Langworthy Reds

(f) the future use of Buile Hill Mansion

(g) a request that the Bowling Greens and Tennis Courts be brought back into use at Buile Hill Park

(h) the need to extend the use by schools of the Ecology Trails and Heritage

Trails within the city

(i) issues regarding public transport across the city

(j) problems with the path at the Weaste Lane entrance of Buile Hill Park

RESOLVED: (1) THAT Councillor P.M. Lea, B. Jassi, A. Rowley, N. Lowther and I.

Heald be thanked for their attendance at the meeting, for their informative presentations and for the answers provided to the questions raised by Members of the Committee.

(2) THAT A. Rowley investigate the issue raised in respect of problems with the path at the Weaste Lane entrance of Buile Hill Park and provide Mick

Walbank with update report thereon for submission at the next meeting of this

Committee.

4. PRESENTATION – HIGHWAYS INVESTMENT PROGRAMME / BLOCK 3

TRANSPORT CAPITAL PROGRAMME 2006 / 2007

S. Lee, Director of Engineering at Urban Vision, submitted a report of the Lead

Member for Planning which indicated that, for the first time, Salford City Council would devolve a significant minor works budget to each Community Committee to be spent on highway schemes on condition that they were consistent with the objectives of the Greater Manchester Local Transport Plan (L.T.P.). Accordingly the report summarised the L.T.P. objectives and, as only capital schemes qualified for funding, clarified the type of scheme that could or could not be financed.

As it would be necessary to review the budget that had been devolved to the

Committee, in the light of future allocations from H.M. Government and the need for a formula for equitable grant distribution, the Committee were invited to comment on means of determining equitable distribution. In addition Members were asked to suggest how often they would like to be given updates on the Highways Programme.

S. Lee provided specific details of the highways investment schemes that were planned within the Claremont / Weaste Neighbourhood Management area from 2006 to 2010. The schedule included information regarding how the prioritisation of schemes had been undertaken, e.g. to tie in with the street lighting renewal programme.

A number of questions and comments were raised and answered regarding (a) the

Highways Investment Programme / Block 3 Transport Capital Programme 2006 /

2007, and (b) general highways issues within the Neighbourhood Management area, including –

(a) the need for a Sub-Committee to be established to consider and make recommendations to this Committee on how best to allocate the minor works budget within the Claremont / Weaste Neighbourhood Management area;

(b) a request for information relating to the development of the junctions at Eccles

Old Road, Stott Lane and Lancaster Road, arising from the redevelopment of

Hope Hospital;

(c) a request for information relating to the funding allocated to proposed work at the Gilda Brook Subway;

(d) a request for an update on progress relating to ‘Chain Brew’;

(e) a request to examine the possibility of introducing a Residents’ Parking

Scheme in the vicinity of The Willows (Salford Reds Rugby Ground);

(f) a request for an update relating to problems currently being experienced with pot holes on the Fairhope Estate;

RESOLVED: (1) THAT S. Lee be thanked for his attendance at the meeting, for his informative presentation and for the answers provided to the questions raised by

Members of the Committee.

(2) THAT a Highways Sub-Committee be established consider and make recommendations to this Committee on how best to allocate the minor works budget within the Claremont / Weaste Neighbourhood Management area.

7. MATTERS ARISING

(a) Former Oakwood High School

(Previous Minute 10(c) – 9 th May, 2006)

Councillor Ferrer reported on a number of meetings that had been scheduled to take place in respect of the future use of Oakwood High School that would involve Councillor Warmisham, Lead Members for Children’s Services, Jill

Baker, Strategic Director of Children’s Services and representatives of the

Salford Diocese.

RESOLVED: THAT Councillor Ferrer submit an update report in respect of this matter at the next meeting of this Committee.

(b) Local Primary Schools

(Previous Minute 10(d) – 9 th May, 2006)

K. Archer submitted an update report in respect of the consultation process taking place regarding the future of a number of local primary schools.

RESOLVED: THAT the matter be noted.

8. COMMUNITY ACTION PLAN

M. Walbank submitted an update report detailing progress in respect of the priorities contained within the Claremont / Weaste Community Action Plan.

Discussion ensued in respect of a number of issues, including –

(i) Priority 3.3 – ‘Develop Leisure Opportunities in the Area’;

(ii) Priority 3.4

– ‘Develop Underused Pieces of Land for Recreational Use’

(Develop Land where Meadowgate Canteen was sited)

(iii) Priority 3.5

– ‘Develop Underused Pieces of Land for Recreational Use’

(Develop Land where Weaste Cricket Ground was sited)

(iv) Priority 7.4 – ‘Improve Road Safety’ (Doveleys, Manor and Lullington Roads)

(v) Priority 7.28 – ‘Improve Buildings’

(vi) Priority 7.31

– ‘Sustain Local Shopping Facilities’ (Eccles Old Road / Hope

Village Shopping area)

RESOLVED: (1) THAT the report be noted.

(2) THAT P. Krinks contact Councillor Ferrer in order to provide further details of the issues relating to Priority 7.4 – ‘Improve Road Safety’ (Doveleys, Manor and Lullington Roads).

(3) THAT this Committee place on record its disapproval of the application for planning permission 06/52482, submitted by North West Energy Ltd, regarding land to rear of 189 Eccles Old Road, Salford for the erection of a two storey extension to the existing incinerator to provide storage of waste bins, as if approved, it would have a negative impact on Priority 7.31 – ‘Sustain Local Shopping

Facilities’ (Eccles Old Road / Hope Village Shopping area) detailed within the

Claremont / Weaste Community Action Plan.
