He previously applied on 28th February 2002, but his application was refused on the basis that he was not considered a fit and proper person. Under the Rehabilitation of Offenders Act 1974 none of the listed convictions will ever be spent because of convictions (2) and (6) which carried custodial sentences of 2½ years and 7 years respectively, and therefore carry all other convictions along with them. The applicant was released from prison on 3rd April 2000, subject to licence and under supervision of the probation service, who have provided a report available to members at this meeting. Also available to the Panel is a letter of support from a Member of Salford Council, compiled since his previous application. He has been convicted of three minor traffic offences involving the fixed penalty system after his release from custody, which has resulted in him accruing 9 penalty points on his driving licence.
