As can be seen Mr. Sollinger has a record of extremely serious convictions. Under the
Rehabilitation of Offenders Act 1974 none of the listed convictions will ever be spent because of
convictions (2) and (6) which carried custodial sentences of 2.1/2 years and 7 years respectively,
and therefore carry all other convictions along with them.
The applicant was released from prison on 3rd April 2000, subject to licence and under
supervision of the Probation Service, who have provided a report available to members at this
meeting.
Since his release he has been convicted of two minor traffic offences involving the fixed penalty
system.
Members are asked to consider this application and decide whether or not they consider the
applicant to be a fit and proper person to hold a Private Hire driver’s licence.
