Update from Neighbourhood Manager.
1. Local Partnership Delivery Group
The Local Partnership Delivery Group is the multi-agency forum for helping to address crime and anti-social behaviour in the Eccles
Service Delivery area.

Moore, Pearson and Tooley Houses on Barton Lane.
Calls to GMP are still at a low level. Repair work has been completed. A quote has been received regarding fobbed gate
access which is prohibitive at this time. There is a programme of repairs due to the blocks as part of City West Housing Trust’s
first improvement phase.

Brookhouse
This area remains on the LPDG as a standing item as sometimes issues can flare quite quickly. Tenancy and other actions
remain in place on the estate. Trippier Rd has given some cause for recent concern and partners are working together to
respond to this.

Atherton Way.
The Dispersal Order in the area expired in September after being successful in the area. Individual action plans are in place where
necessary in relation to the perpetrators of anti-social behaviour in the area. Similarly tenancy actions are in place and a private
landlord is being supported in taking private possession proceedings to assist with the work being done locally.

Naughton House.
Intensive estate management is being carried out in the area of Naughton House, resulting in some possession proceedings. A
local lettings policy has been implemented in order to try and prevent or add to some of the problems being encountered by
neighbouring residents.

Partnership activity in relation to crime and disorder.
At present there are 28 individuals under discussion by partners. These individuals are receiving input from a range of support
from agencies, including Youth Offending Service, Children’s Services and ASSFAM. In addition enforcement actions are either
being taken or are being planned for a number of these individuals.
Of the current number, 19 are from the Winton Ward, 2 are from the Eccles Ward and 7 are from the Barton Ward.
In terms of actions being taken with current cases, the following have been put in place over the last 2 months.







One possession granted in respect of a tenancy on Brookhouse
Two cour hearing arranged. 2 CRASBOs prepared.
3 ASBO warnings arranged.
2 Acceptable Behaviour inteviews undertaken.,
1 case with full agency support and MARAC intervention
ASSFAM are involvement
Other tenancy actions including warnings and injunctions.
The following table outlines actions taken within Local Partnership Business Groups to tackle perpetrators of anti-social behaviour.
The table summarises key actions taken and notified to the Crime & Disorder Legal Team, from 1ST JANUARY 2000 up to and
including 30TH SEPTEMBER 2008, Neighbourhood Managers, Sector Sergeants, Anti-Social Behaviour Team, and the Crime and
Disorder Solicitor, working in Partnership with other public agencies
2. Neighbourhood Partnership Board.
The next NPB met on 26th November. Updates on crime and disorder in the area were given and the Board are keen to ensure
that this is a key area of work which retains focus.
Worklessness and the impact of welfare reform were discussed at length. The Board discussed Working Neighbourhoods and
identified a number of actions to take forward in relation to this. Work is ongoing and further updates will be given.

3. Feedback from Eccles Task Groups.

Environment and Transport.
The Group met on 10th December 2008 October at Eccles Town Hall.





The group discussed traffic problems on Chadwick Rd and at Grasmere Crescent.
An update on the Block 3 group was given.
Details of problems with lighting on street signs was raised.
Updates were given on Friends of Eccles Rec and the Eccles Festival Committee
Progress on environmental hotspots and dog fouling was also discussed.
Youth Task Group
The format of the Youth Task Group is changing following discussion with the Chair of the group and appropriate officers. This is in
order to try and engage young people in the group and ensure that the task group is responding accurately to the needs and
aspirations of local young people. It is proposed that the meetings will be held at Eccles Youth Centre in the evening in order to
facilitate this. Meetings are due to commence in this style in January.
Eccles Senior Task Group.
The Senior Task Group met on 3rd November 2008 and an update was given the last time. The next meeting is due to be held on
26th January and be hosted by the Yemeni Community Association at the Embrace Centre on Liverpool Rd.
Cohesion Task Group.
The Task Group met on Tuesday, 4th November and an update was given last time. Since then, Churches Together in Eccles
invited members of the task group and other groups to attend some of the activities that they were holding over the Christmas

period. The next meeting will take place in January where plans for a local democracy event will be discussed in addition to
progressing the work of the Multicultural Women’s Association.
Community Safety Task Group
This group met on 8th January 2009 at Eccles Town Hall.
 Updates were given on the latest crime statistics for the area.
 Updates were also given by the Fire Service.
 The Police highlighted work being done to address the burglary problem in the area and also the operations undertaken over
the Christmas period..
4. Eccles Town Centre.
The Eccles Christmas Continental Market and Lights Switch On event was held over three days from Friday 21st November to
Sunday 23rd November. Locally feedback from this has been very positive, including comments regarding an outside market. The
Continental Market itself was well received with the traders confirming that they would be willing to return to the area.
5. Barton Fairshare.


Patricroft Rec. Work is continuing to progress this project.
Regular Steering Group meetings are being held to progress the Lowry on Walkabout Project in Barton with many ideas
being put forward. Sessions and venues are now in place for the initial phase of the project.
6. Safer Stronger Communities Fund
Brookhouse Drop-In Centre is currently being used by a number of agencies/groups including, Youth Services who are working
with young people from the area on specific targeted issues. The User Group meeting scheduled for 11th December was cancelled
and a further meeting is being arranged for late January 09. Discussions are ongoing between GMP and City West regarding the
lease.

The Youth Centre on Brookhouse is due to re-open following the Christmas break on Monday 12th January 2009 with Salford Reds
offering ‘Street Light Urban Rugby’ sessions for 11-16 year olds. Salford Community Leisure is providing sessions in other sports
and Salford Youth Services is continuing to support the sessions by providing alternative activities. A meeting with relevant service
providers will be taking place mid February to plan an event aimed at developing local volunteering opportunities.
The next round of SSCF Small Grants Budget Group will take place on 22nd January 2009 to allocate the remaining funds.
The Lowry on Walkabout worker is continuing to meet with local representatives to plan a project which will focus on the changes to
the area over the years, culminating in a video showing at the Lowry – date to be confirmed.
7. Sustainable Neighbourhood Action Partnership (SNAP)
The first SNAP is due to take place in Winton during the week of 2 nd February. Partners are currently in the process of finalising
actions and then residents will be informed. Activity is likely to include:






High profile policing and activity.
Home and Business Fire Risk Assessments.
Additional detached youth work sessions
Activity from Salford Reds Rugby League Club
Activities in community venues
Additional environmental services.

Community Action Plan
The revised format has now been implemented and a copy of the plan has been attached for approval.
