The types of contribution available through S106 Agreements

S106 contributions in the Claremont / Weaste Neighbourhood Management
Area, including (i) examples of funded projects to date, and (ii) funding
scheduled to be received in respect of current and future S106 Agreements

Work undertaken to revise the S106 funding allocation process

Work being undertaken to make information relating to S106 Agreements
available on the Council website.
Discussion took place in respect of a number of issues, including -
timescales for the receipt of S106 funding, including whether planning
permission was determinate upon the receipt of this funding
-
the use of local priority plans, such as the Community Action Plan and the
Neighbourhood Plan in determining priority areas for use of S106 funding
-
the issue of proximity of the use of S106 funding to the development which
had provided the funding
RESOLVED: THAT the presentation be noted.

SALFORD ROYAL NHS FOUNDATION TRUST
J. Sharp, Salford Royal NHS Foundation Trust, gave a presentation on the work
being undertaken by the Trust in engaging with the local community to assist in
‘Helping to shape our future’. Details included 

(a)
The minutes of the meeting held on 8 September, 2009, were approved as a
correct record, subject to the inclusion of V. Ivison and E. Heywood on the list
of attendees.

The minutes of the meeting held on 13 October, 2009, were approved as a
correct record, subject to the name ‘Beryl Pattyson’ being amended to read ‘B.
Patten’ on the list of attendees.
MATTERS ARISING
(a)
Duncan Matheson Playing Fields
Councillor Owen undertook to contact Mr Kelly of the Greater Manchester
Federation of Clubs for Young People in respect of Duncan Matheson Playing
Fields; and that he would provide an update at the next meeting of this
Committee.
(b)
Former Weaste Cricket Club
It was reported that the Planning Enforcement Team was currently
investigating this matter.
RESOLVED: THAT update reports in respect of this matter be submitted in
due course.
(c)
Memorial Benches Buile Hill Park
P. Krinks reported that the memorial benches funded by Community
Committee had been unveiled at a ceremony held in Buile Hill Park on 10
November, 2009.
The Chairman thanked P. Krinks for the work he had undertaken on this
project.
RESOLVED: THAT the report be noted.
(d)
Consultation with Young People
M. Walbank submitted a report, following a request at the last meeting of this
Committee, providing details of the results of the consultation which had been
undertaken with young people as part of the development of the
Neighbourhood Plan.
Discussion took place in respect of a number of issues, including -
which, if any of the issues raised had been actioned.

Community Priorities
M. Walbank presented details of the draft Claremont / Weaste and Seedley
Neighbourhood Priorities Business Planning Statement for November 2009.
He requested that, subject to any amendments, the document be approved.
Discussion took place in respect of a number of issues.
RESOLVED: THAT, subject to the following amendments, the document be
approved 1)
“Limit the proportion of HMOs in a given area”
being amended to “Limit the proportion and effects thereof, of HMOs in a given area.”
2)
the addition within the “Headlines” section of
“Need for development strategies for the (i) Stapleton Street area (ii)
Fairfield Street area and (iii) Cholmondeley Road area.”

ENVIRONMENT TASK GROUP - 20 OCTOBER, 2009
RESOLVED: (1) THAT the minutes of the meeting of the Environment Task Group
held on 20 October, 2009, be noted.
(2) THAT the recommendations to Committee, made by the
Environment Task Group, be approved.
7.
REPORT FROM NEIGHBOURHOOD PARTNERSHIP BOARD
Councillor Heywood provided information regarding the re-launch of, and also
confirmation of the role of, the Claremont / Weaste Neighbourhood Partnership
Board.
She indicated that update reports in respect of the matter would be submitted at
future meetings of this Committee.
RESOLVED: THAT the report be noted.

REPORT BACK FROM TRAVEL CONFERENCE
V. Ivison submitted a report in respect of her attendance at a recent Travel
Conference.
RESOLVED: THAT the report be noted.

REPORT BACK FROM ANTI-SOCIAL BEHAVIOUR DAY
L. Rowbotham submitted a report in respect of work which had been undertaken in
the area relating to Operation Treacle.

B. Downes provided information relating to funding obtained by the Salford
Homewatch Co-ordinators Group for Home Safety within the city.
