Early Years Single Funding Formula
As explained in the background information, this consultation document is on the Single Funding
Formula that will fund the free entitlement of 15 hours of early education for 3 and 4 year olds in
maintained nurseries and nursery classes, private, voluntary and independent early years
providers and network childminders
The aim of this reform will address the inconsistencies in how funding is currently distributed to
the maintained sector compared to the non-maintained. The Single Funding Formula will ensure
that the same elements are taken into consideration when allocating funding, ensuring it is fair
and transparent, recognising the different costs to sectors and populations of children. The
government has set key recommendations and advice that it expects local authorities to adopt in
the development of the single funding formula. Salford has followed these recommendations
and has produced a draft formula which has been endorsed by both the Early Years Funding
Reform Group and the Schools Forum. It is this draft formula on which we are consulting with
you now.
