DISPLAY OF INFORMATION ABOUT THE PLANNED NEW OASIS ACADEMY
BUILDING
P. Ottley-O’Connor, Principal of Oasis Academy MediaCityUK, gave a presentation
on future proposals for Oasis Academy MediaCityUK.
He provided details of (i)
the opening of Oasis Academy MediaCityUK in September, 2008, to replace
Hope High School in the same premises.
(ii)
the Oasis Community Learning which sponsors the Academy as an all ability
school for 900 pupils between the ages of 11-16 years, specialising in the
media industry, with a focus on enterprise.
(iii)
details of the new site for the academy at Salford Quays which would
accommodate a sixth form for a further 250 students to provide education and
training for 16-18 year olds.
(iv)
links with MediaCityUK development which would be the new home of both
key departments of the BBC and a cluster of media and creative companies
(v)
that the proposals would create a school that was about much more than
activities in the classroom, and that it would be at the heart of the local
community.
(vi)
plans for extensive community engagement with the academy on the new site
at Salford Quays.
Discussion took place in respect of a number of issues, including -
current and proposed community engagement, including details of community
programmes.

plans for playing field facilities for the new site of the school.

roof design at the new site (further details at Appendix 1)

transportation of pupils to the new site
-
security at the new site, including fencing to the exterior of the building.

PRESENTATION - SALFORD ROYAL HOSPITAL NHS FOUNDATION TRUST
V. Ivison gave a presentation on (a)
her role as the elected governor for the Claremont, Weaste and Seedley
constituency within the Salford Royal Council of Governors, and

the role of a governor within the Trust, which included (i)

She provided details, including -
that Salford Royal is one of the most successful hospitals in the country in
terms of the quality of services provided

that as well as serving the population of Salford, specialist services were
provided in areas such as Neurology and Dermatology across the North West
Region
-
that the Hospital was dedicated to providing Safe, Clean and Personal care to
those that use its services, along with results from a recent inpatient survey,
which indicated that 96% of patients stated that they would recommend
Salford Royal to a friend or family member in the future.
She also provided details of a consultation exercise being undertaken, the comments
from which would form a part of the production of the Trust’s annual plan for
2011/2012, in respect of the following issues *
What are your priorities for the hospital’s future development plans?

How can the hospital improve the lives of people in your community?
*
How could patients’ and carers’ experience of the hospital and its staff be
improved?

How do you think the hospital can safely reduce its costs?

(2) THAT members of the local community be encouraged to complete
and return the questionnaire from the Salford Royal NHS Foundation Trust as part of
the consultation process for the production of the Annual Plan for 2011/2012.

MINUTES OF PROCEEDINGS
The minutes of the meeting held on 14 September, 2010, were approved as a correct
record.

MATTERS ARISING
(a)
St Luke’s CE Primary School
M. Walbank reported that this matter had been considered at the meeting of
the Claremont / Weaste Neighbourhood Partnership Board on 13 October,
2010, and that an update report would be submitted at the meeting to be held
on 8 December, 2010. He advised that Children’s Services were exploring
options for addressing the need for more primary places.
V. Ivison indicated that she had raised concerns relating to pupil attendance,
owing to distance to be travelled to the schools.
Councillor Ainsworth indicated that although recognition had taken place
relating to the issue of number of pupil places at St Luke’s Primary School,
Children’s Services needed to examine the quality of teaching environment
within the school.
V. Joseph indicated that the once the report from Children’s Services had
been submitted at the Neighbourhood Partnership Board, an update could be
presented at the next meeting of this Committee.

(b)
Former Weaste Cricket Club
M. Walbank reported that this matter had been considered at the meeting of
the Claremont / Weaste Neighbourhood Partnership Board on 13 October,
2010, and that an update report would be submitted at the meeting to be held
on 8 December, 2010.

It was reported by local residents that the hardcore had been removed from
the surface of the site, however that no work had been undertaken on the
problems caused by drainage.
It was noted that the matter was being actively pursued by the Neighbourhood
Partnership Board and also individually by Councillor Heywood.

(c)
Community Priorities Statement (Neighbourhood Business Plan)
M. Walbank reported that since the meeting held on 14 September, 2010, new
guidance had been issued on how Community Committees should feed local
priorities into the business planning processes of council directorates and
other partners.
He provided details of the process for developing and monitoring
Neighbourhood Business Plans, emphasising the key roles of Community
Committees and Neighbourhood Partnership Boards in the process.
He report that all Community Committees had been asked to adopt a
statement of Neighbourhood Community Priorities at their meetings in
November, 2010.
Details had been circulated with the Agenda for the meeting of a draft
statement of neighbourhood community priorities.

L. Rowbotham reported that Light Oaks Infant School had recently
gained the Eco-Schools status, an international award programme that
guides schools on their sustainable journey, providing a framework to
help embed these principles into the heart of school life.

Buile Hill Visual Arts College
W. O'Neill provided information on a charity fund-raising event being
undertaken in partnership with the Co-op at Irlams o’ th’ Height on
Bolton Road.
Students from the school were producing a range of products, including
Christmas cards, cups and jewellery which would be sold at the Co-op,
and the proceeds donated to charity.

P. Andrews provided details of the launch of a new youth club at the
Oasis Academy. He indicated that an event would be held on Friday, 19
November, 2010 in the Plaza at Oasis Academy, Prestwood Road
between 6.00 p.m. and 9.00 p.m.

D. Kenny provided an update in respect of work being undertaken at
the school, including the recent application made for a Parent
Partnering Award.

M. Ferrer reported on the poor quality of the work which had been

S. Healey reported that the recent resurfacing work on Orient Road was
causing a drainage problem and leaving lying water on the road.

Appendix 1
(Information provided by M. Hall - BSF Lead for Every Child Matters)
The flat roof construction at the two sample schools (Irlam and Cadishead College
and Walkden High School) is an inverted roof or upside down flat roof. The inverted
roof concept overcomes the problem of temperature fluctuations by placing thermal
insulation above the waterproof layer, maintaining it at an even temperature close to
that of the building interior and protecting it from the damaging effects of UV radiation
and from mechanical damage.

PCC paving slabs for walkways laid on proprietary spacers
The insulation protects the waterproof covering from wide temperature variations,
degradation from weathering and mechanical damage during construction, use and
maintenance. The waterproof layer acts as a total vapour control layer and, being on
the warm side of the insulation, is maintained above dew-point temperature so the
risk of condensation is eliminated.
This design associated with the maintenance regime that will be required within the
PFI contract will ensure that the flat roofs at both sample schools will perform their
required function and deliver a roofing solution that will last.
The Authority’s requirements within the PFI contract state that the roof structure will
have a minimum life expectancy of 60 years with the cladding expected to last
between 20 and 40 years depending on the exact specification.
