1. UPDATE ON NEIGHBOURHOOD PLAN

G. Clegg and M. Carey addressed the Committee: –

(a) providing details regarding the development of the Neighbourhood Plan for the

Neighbourhood Management Area;

(b) outlining details of the work undertaken to date in the development of the

Neighbourhood Plan Advisory Group;

(c) providing details of the areas to be examined by and included in the

Neighbourhood Plan, including

(i) Housing (including Housing Market Renewal)

(ii) Employment and Economic Development

(iii) Education and services for Children and Young People

(iv) Greenspace

(v) Transport

(vi) Health and Community

(d) providing details of the ‘Next Steps’ to be undertaken in the development and implementation of the Neighbourhood Plan.

The Chairman, on behalf of the members of the Committee, thanked G. Clegg and

M. Carey for their attendance at the meeting and also for their informative and interesting presentation.

RESOLVED: (1) THAT the report be noted.

(2) THAT arrangements be made for an update report regarding the

Neighbourhood Plan to be presented at meeting of this Committee in either March or

April, 2007.

4. MINUTES OF PROCEEDINGS

The minutes of the meeting held on 14 th November, 2006, were approved as a correct record.

5. MATTERS ARISING

(a) Participatory Budgeting Pilot

(Previous Minute 1 – 14 th November, 2006)

M. Walbank provided an update report regarding the work which had been undertaken by the Participatory Budgeting Sub-Committee.

He reported that a final meeting of the Group would be held following the local government elections which were to be held on Thursday, 3 rd May, 2007.

RESOLVED: THAT the report be noted.

(b) Lighting on Eccles Old Road

(Previous Minute 6(e)(i)

– 14 th November, 2006)

M. Walbank reported that a response had been received to the letter sent to B.

Taylor, the Managing Director of Urban Vision, following the last meeting of this Committee. This explained why repairs to lighting on this road were not effected as quickly as elsewhere.

Councillor Ainsworth reported that he had sent a copy of the letter to

Councillor Antrobus, Lead Member for Planning, seeking his assistance with this matter.

RESOLVED: THAT the matter be noted.

(c) Weaste Quarry

(Previous Minute 6(e)(ii) – 14 th November, 2006)

The Chairman reported that a letter had been sent to H. Blears, M.P., in respect of the matter, providing her with details of the planning permission and the associated concerns of this Committee.

RESOLVED: THAT the matter be noted.

(d) Community Action Plan

– Quarterly Update

M. Walbank submitted the Quarterly Update of the Claremont / Weaste

Community Action Plan.

Discussion ensued in respect of a number of issues, including –

(i) clarification regarding the number of Asylum Seekers and Refugees currently in residence within the Neighbourhood Management Area;

(ii) reduction of accidents within the Neighbourhood Management Area, specifically relating to the Bus Lanes on Eccles Old Road;

(iii) an Environment meeting to be held in either February or March, 2007, at which the issues of traffic and transportation would be considered;

(iv) the need for a traffic flow appraisal to be undertaken in the Eccles Old

Road area as part of the redevelopment work at Hope Hospital

RESOLVED: (1) THAT the report be noted.

(2) THAT a letter be sent to the Lead Member for Planning and the Strategic Director of Housing and Planning seeking a review of operational times of the Bus Lanes on Eccles Old Road with a request that they be made

6. REPORTS FROM LOCALITIES

(a) Weaste

It was reported that work relating to the Alleygating Scheme within the Willows

Area had been completed.

(b) Height / Claremont

M. Walbank reported that a he had received plans of the scheme to fund extra railings on Eccles Road in the vicinity of Hope High School. He requested that members speak to him at the end of the meeting if they wished to make any comments.

B. Downes reported on problems being experienced relating to the refurbishment work which was being undertaken at the Height Veterans

Bowling Club.

RESOLVED: THAT the reports be noted.

(c) Pendlebury

No report.

(d) Oakwood

No report.

(e) New Weaste

No report.

(f) Parks

P. Krinks reported on the continuing problems associated with the recycling

Centre at the Manor Road entrance of Buile Hill Park.

He reported that, following concerns raised at previous meetings of this

Committee and discussions between M. Walbank and D. Robinson, the area around the Recycling Centre had been tidied but had now returned to its previous state of unsightliness.

RESOLVED: THAT a request be made to the Strategic Director of

Environment that the Recycling Centre be relocated.

(g) Hope

Councillor Ainsworth reported on details of a report submitted at a meeting of the Cabinet which referred to (a) the statutory process to be undertaken for the closure of Hope High School and (b) the work being undertaken to progress the development of a new City Academy.

RESOLVED: THAT the report be noted.

(h) Hope Hospital

The Chairman reported on the decision taken by Greater Manchester

Strategic Health Authority regarding the provision of Maternity Services across the city.

Discussion ensued in respect of the possible consequences of the closure of the Maternity Unit at Hope Hospital.

RESOLVED: THAT a letter be sent, on behalf of the Members of this

Committee, to the Chairman of the Salford Royal Hospitals NHS Trust, outlining the support of this Committee for work to be undertaken to fight the decision to close the Maternity Unit at Hope Hospital.

7. ANY OTHER BUSINESS

(a) Community Tea

K. Fairhurst provided details of a Community Tea to be held on Monday, 18 th

December, 2006 at the Elmwood Church, Eccles Old Road, Salford, between

4.00p.m. and 8.00p.m.

RESOLVED: THAT the report be noted.

8. DATE AND TIME OF NEXT MEETING

RESOLVED: THAT the next meeting of this Committee be held on Tuesday, 13 th

February, 2007, at Hope High School, Prestwood Road, Salford at 7.00 p.m.
