ORDSALL AND LANGWORTHY EXECUTIVE GROUP: 5TH DECEMBER, 2006 SUMMARY OF MEETING The main points discussed at the meeting of the Ordsall and Langworthy Executive Group on 5th December, 2006, were as follows:(a) Possible Licensing of Unauthorised Car Parks in the Chapel Street Area This possibility could not be considered at present but could form part of future negotiations. (b) Feasibility of Cleaning Rainwater Gullies in Alleygating Schemes An assessment would be made of the feasibility of such requirements if details were submitted. (c) Role and Frequency of Groups Operating in the Langworthy/Seedley Area The Neighbourhood Manager to submit such details to a future meeting. (d) Police Issues The recent increase in juvenile nuisance and anti-social behaviour in the Ordsall area was discussed. The apparent poor response of the GMP to the incidents was being investigated. The Executive Group discussed factors (e.g. the bureaucracy involved) which might deter people from reporting incidents. Members noted also positive developments including the forthcoming introduction of an Alcohol Exclusion Zone and the serving of an ASBO on a youth who had disrupted proceedings at the Broadwalk Library. The Area Co-ordinator and Neighbourhood Manager agreed to liaise to discuss possible actions with a view to continuing the debate at the February meeting of the Executive Group. (e) Central Salford URC The Executive Group received a presentation on the role and activities of the Central Salford URC and report on current and forthcoming projects. No changes were currently scheduled for the Islington Estate and liaison with residents would be undertaken to determine their preferences. ALMO status was currently being sought and, if this bid was unsuccessful, alternatives included working in partnership with the English Cities Fund. A masterplan was to be developed to guide development along Chapel Street. The possibility of developing a public transport interchange at Salford Crescent Station was being examined but the scheme would have to be in accordance with proposals being formulated by Network Rail. D:\98941899.doc Proposals for the development of Salford Shopping City were delayed awaiting the outcome of the bid for the PFI funding. Concern over the time taken to determine this bid had been communicated to H.M. Government. The GMPTE were examining the effects of channelling traffic away from the roads around the Shopping City on to the less busy roads in the vicinity. The River Irwell Corridor had been shortlisted for Lottery funding. Members discussed the need to ensure that the development of the area was not restricted to physical improvements but had benefits also for the community in terms of public transport and beneficial impact upon people not in education or employment. (f) Schools Issues The Executive Group was given details of forthcoming developments in the area of relevance to schools. The new Ordsall Primary School/Children’s Centre was on schedule to open in September, 2007, and a headteacher had been appointed. Members were given details of the actions taken by the existing schools to establish positive connections with, and ensure a smooth transition of pupils to, the new school. It was proposed to replace Hope High School with an Academy sponsored by the Oasis Trust and based in a new building on land at the corner of Trafford Road/ Broadway on the site of the Broadway Industrial Estate. An application for planning permission had been submitted. As the consultation process on a proposal to close four primary schools in Langworthy/Seedley had not been positive the proposals had been revised. Following negotiations with the Roman Catholic Diocese it was now proposed to keep open St. Luke’s R.C. School, merge the St James and All Souls Primary Schools on a site on Langworthy Road and build a new school on the Glendinning Street site to replace the Tootill Drive and Langworthy / Seedley Schools. It was agreed that the Strategic Directors for Housing and Planning and for Children’s Services would liaise with regard to actions which might be taken to offset the effect of the proposed new school on the car parking available for the shops on Langworthy Road.
