23.
SAFER NEIGHBOURHOODS POLICING STRATEGY
Superintendent I. Palmer, along with Inspectors D. Errington and A. Smith gave a
presentation on the Safer Neighbourhoods Policing Strategy intended to deliver a
more accessible police service to the community and so contribute to improvements
to the quality of life in Salford.
The presentation included details of the population of Salford, the number of
incidents and of crimes, the percentage detection rates and the staffing resources
available to the GMP.
Details were given of the roles and responsibilities of the various divisions of the
GMP. Staff were deployed in a flexible manner so as to best meet need and the
Committee were advised of the procedure for transferring staff to tackle major crimes
or tactical problems.

A comparison was made between the boundaries of the Community Committees and
the areas covered by the Police Neighbourhood Teams. Particular attention had
been paid to the development of partnership working with, for example, council
directorates.
A Local Partnership Development Group (LPDG) comprising representatives from
relevant agencies was being developed to secure a consistent approach to issues
across the City.
The LPDG would be led jointly by the Neighbourhood Manager and Neighbourhood
Inspector and would devise action plans to tackle problems and report back to the
relevant Community Committee thus ensuring a rigorous, accountable procedure and
the communication of best practice.
It was hoped that the Safer Neighbourhoods Policing Strategy would result in a
clearer understanding of police structures, the prioritisation of concerns, the
development of uniform citywide practices and regular feedback. The officers
concluded their presentation by outlining how the Strategy would be promoted to the
general public.
The Community Committee was very appreciative of the presentation and Members
asked a number of questions to which the officers responded: 
Deployment of local police officers and a perception that those officers were
called to incidents outside the neighbourhood management area on a regular
basis.

The roles of the Prisoner Processing Unit and the Custody Unit.

The role undertaken by Police Community Support Officers within the
neighbourhood management area.

The role of the Local Partnership Development Group, including details of how
the local community should report issues into the process
The Chairman, on behalf of the Committee, thanked the officers for their attendance
at the meeting and also for their informative presentation.

MATTERS ARISING
(a)
Urban Regeneration Company Initiatives Update
(Previous Minute 14 - 12th June, 2007)
M. Walbank reported that he had attended a meeting at which the
development of Neighbourhood Environmental Improvements had been
considered.
Arising from that meeting, each Community Committee had been requested to
provide outline details of schemes to be included in the environmental
improvement work.
It was noted that Councillor Ainsworth and the Chairman had produced a list
of 29 possible areas of work from which schemes could be developed.
Members were asked to indicate their order of preference from the list of 29
areas of work.
It was noted that the top four choices would be submitted to the Urban
Regeneration Company and that work would be undertaken to draw up
detailed schemes.
Members requested that details of the schemes be considered at a future
meeting of this Committee prior to the commencement of any work.
RESOLVED: (1) THAT the matter be noted.
(2) THAT the top four choices as indicated by members were:
(a) environmental improvements at Hope Village shops, (b) a play area in
Hope, (c) upgraded street signage / furniture, (d) environmental improvements
at Bolton Road shops
(3) THAT update reports in respect of the issue be submitted at
future meetings of this Committee.
(b)
Participatory Budgeting Event
(Previous Minute 15(b) - 12th June, 2007)
M. Walbank reported that he had received a report from Urban Vision which
estimated that the costs associated with the closure of the Gilda Brook
Subway would be in the region of £200,000.
Members of Reclaiming Our Community (R.O.C) indicated that they would
wish to see the proposal to undertake a clean up of the Subway and for
increased lighting to be erected to be progressed and for consultation with
them about the detail of the scheme.
RESOLVED: THAT an update report in respect of this issue be submitted at
the next meeting of this Committee.

Consideration was given to a report of the Strategic Director of Environment
which provided an update in respect of issues raised at the last meeting of this
Group, including 

RESOLVED: THAT the report be noted.

Development of Neighbourhood Management
(Previous Minute 19(c) - 12th June, 2007)
M. Walbank reported that, following the request made at the last meeting of
this Committee, a decision had been taken by the Political Executive Group
that the Chairman and Deputy Chairman of the Claremont / Weaste
Community Committee should be invited to attend future meetings of the
Group on a quarterly basis.
RESOLVED: THAT the matter be noted.

Hope (Houses in Multiple Occupation)
(Previous Minute 20(c) - 12th June, 2007)
RESOLVED: THAT arrangements be made for an update report in respect of
this issue to be submitted at the next meeting of this Committee.

V. Ivison addressed the Committee in relation to issues affecting Hope
Hospital, including –
(i)
the new name for the hospital - “Salford Royal Hospitals”; and
(ii)
work being undertaken by the hospital governors; and
RESOLVED: THAT the report be noted.

Height / Claremont
Reference was made to the continuing good work being undertaken by
members of the Claremont Community Association.
B. Patten reported that the association had recently appointed C. Phillips as
the new Chairperson.
She also reported that the work of the association had been driven by the
previous Chairperson, Doreen Shaw.
Discussion took place regarding the possibility of other community groups
presenting details of the work which they are undertaking at future meetings of
this Committee.
RESOLVED: THAT Doreen Shaw be thanked for her hard work and
dedication whilst undertaking the role of Chairperson of the Claremont
Community Association.

PLANNING POLICY PRODUCTION PROGRAMME
M. Walbank submitted a report providing details of the production of the Planning
Policy Production Programme.
Members were requested to indicate which of the documents they wished to be
consulted upon at future meetings of the Community Committee.
RESOLVED: THAT Committee ask the Strategic Director of Housing and Planning to
inform the Claremont / Weaste Community Committee about all consultation
programmes relating to the Planning Policy Production Programme. Committee
would then make a decision about each case on its merits
29.
PATIENT AND PUBLIC INVOLVEMENT FORUMS
The Annual Reports for the Salford Primary Care Trust and the Salford Royal
Hospitals NHS Trust were submitted for the information of members.
RESOLVED: THAT the reports be noted.
30.
HEALTH QUESTIONNAIRE
RESOLVED: THAT this item be deferred for consideration at a future meeting of this
Committee.
31.
COMMUNITY TEA
K. Fairhurst provided details of the Community Tea scheduled to be held on
Tuesday, 17th July, 2007 at Buile Hill Park Hall between 6.00pm and 8.00pm.
Members wishing to attend the Community Tea were requested to inform K. Fairhurst
by telephone on 0161 789 4097.

ANY OTHER BUSINESS
(a)
All Hallows R.C Business and College
D. Kenny, All Hallows Business and Enterprise College, provided details of the
work of the school and indicated that there was scope for community use of
the facilities. He handed out the revised promotional leaflet. (Appendix 1)
RESOLVED: THAT the report be noted.
(b)
Road Markings
Councillor Ferrer placed on record her thanks to G. Hodgin from Urban Vision
for the work he had undertaken in ensuring the replacement of road markings
in the neighbourhood management area.
