TITLE: Building Safer, Stronger, Confident Communities IN
Salford – Salford’s Anti-social Behaviour Protocol
RECOMMENDATIONS :
 That the housing cross tenure protocol for tackling antisocial behaviour in Salford outlined in this report, is
approved
 That the arrangements and the programme for the launch
event on 18/2/05, are noted.
EXECUTIVE SUMMARY :
This report outlines the cross tenure protocol for tackling antisocial behaviour, which has been developed and agreed by the
Salford Anti-Social Behaviour Partnership Group, which
consists of a number of housing providers including RSLs and
the Landlord Accreditation Scheme. This group, which was
formed in September 2004, has become a forum for sharing
good practice and facilitating a “joined up”approach to tackling
anti-social behaviour in our communities, regardless of tenure.
A launch event has been organised for Tuesday 18th February
2005 at the Digital World Centre and guest speakers include
Hazel Blears MP and Louise Casey of the Home Office.

DETAILS:
In September 2004, social housing providers in Salford began
to work together in order to produce their respective statements
of anti-social behaviour policy and procedure, required by 218A
of the Housing Act 1996 (as inserted by part 2, section 12 of
the ASB act 2003). Towards the end of the process, a
commitment was made by the partners to further develop and
build upon the partnership approach and to use the forum as a
mechanism for sharing good practice and to establish key
objectives.
Therefore a joint protocol has been produced (see Appendix 1)
which outlines the universal principles, which the partners are
committed to and includes a foreword by John Willis, Chief
Executive. These principles include:
 A customer focussed approach to tackling anti-social
behaviour
 To monitor the work done to tackle anti-social behaviour
and further develop multi agency partnership working

 To ensure that everyone can access their service
irrespective of their age, gender, disability, race or
sexuality.
The protocol document is to be printed into a leaflet for
dissemination to the partners and for promotional purposes.
A launch event is planned for Friday 18th February 2005 at the
Digital World Centre, Salford Quays that will include
presentations from Hazel Blears MP and Louise Casey, Head
of the ASBU, Home Office. (Please see attached draft
programme).
The event is intended to raise the profile of the innovative work
which is being undertaken in Salford and to give customers the
opportunity to participate in workshops and to have their say in
how services are delivered.
The presentations to be made by Hazel Blears MP and Louise
Casey will promote the Home Office “TOGETHER” campaign,
(which is a national campaign against ant-social behaviour that
puts the needs of the community first) and in particular, make
reference to Salford as one of 50 Action Areas.
Recommendations:
1. That Lead Member approves the Salford Anti-Social
Behaviour cross tenure protocol, entitled “Building safer,
Stronger, Confident Communities IN Salford”.
2. That Lead Member notes the arrangements for the launch
event on 18/2/2005.
