ELECTION OF CHAIR
Roy Marsh was elected as Chair of the Community Committee for the municipal year 2005/06.

Ann Cosgrove was elected as Deputy Chair of the Community Committee for the municipal year
2005/06.
3.
APPOINTMENT OF BUDGET SUB-GROUP
Councillors Clague, Harold and Warmisham, Ann Cosgrove, Alan Cruddos, Jim Doyle, Joyce
Fitzpatrick, Roy Marsh, Barry Roberts and Audrey Stevenson were appointed as members of the
Budget Sub-Group for the municipal year 2005/06.

submitted to the Neighbourhood Manager.

6.
MATTERS ARISING
(a) 74 – Future Committee Agendas
The Neighbourhood Manager reported that the suggestion in relation to engaging with young
people, with a view to some young people being invited to attend part of a future meeting of the
Community Committee to share their issues and concerns, had been referred to the Youth Task
Group, who were looking at engaging with young people generally, and an update would be
provided at a future meeting.

The membership of the Local Executive Group was noted, as follows:Councillor Alan Clague, Councillor Andy Salmon, Malcolm Sykes (Area Co-ordinator), Ross

Manchester Police), Roy Marsh and Rachel Ross (Ordsall and Langworthy Community

(c) 80 – Future Meetings
It was noted that future meetings of the Community Committee were to be held at 7.00 p.m. on the

(d) 83 – Trees cut down by developer on Regent Road (northern side - between Oldfield Road and
M602 Roundabout)
The Area Co-ordinator reported that the applicant had agreed to replace some of the trees that
had been removed from the above area.
Jonathan Dale informed the Committee that further trees had been removed from the other side of
the development, and he referred to the importance of the Regent Road Corridor in relation to
butterflies.
Investigation to be undertaken regarding the possibility of Tree Preservation Orders being pursued
in respect of the above area and an update to be provided at the next meeting.

(e) 83 – Bass Construction - Complaints about snagging
Gill Finlay reported that (i) should Bass Construction fail to complete the outstanding works in
respect of Phases 1 and 2 by 30th June 2005, an alternative contractor would be employed by the
City Council to undertake the work, and (ii) with regard to Phases 3, 4 and 5, pressure was being
put on the contractor to carry out the required works, however, the City Council would have to wait
until the end of the defects liability period before action could be taken.
7.
CLOSURE OF COLGATE PALMOLIVE
Sara Noonan reported on the recent announcement regarding the closure of Colgate Palmolive which

would result in 400 redundancies in 2 years’ time, 83 of which would affect people from Salford.
Reference was made to (a) the possibility of the land being sold for residential development and (b)
the need to ensure that good quality residential accommodation was not provided at the cost of jobs
within in the City.
8.
PLANNING FOR REAL AT NURSERY STREET
Jez Hall presented a report with regard to the Nursery Street Estate Community Planning Study,
which had comprised a number of events aimed at building up shared ideas about how to improve the
estate and make it a better place to live.
It was noted that the results of the above study had been shared with those working on the Pendleton
Area Action Plan, and that the above study and the Action Plan would be complementary.
9.
HOW DOES THE LOWRY ENGAGE WITH LOCAL COMMUNITIES?
Graeme Urlwin informed the Community Committee of The Lowry’s commitment to engaging with the
communities of Salford and led a discussion regarding Committee members’ perceptions of The
Lowry and their ideas as to how links could be formed with the local community.
An update to be provided at a future meeting.

11.
SRB 5 UPDATE
Gill Finlay reported on progress in relation to the various developments that were underway, or that
were planned, within the SRB 5 area, during which reference was made to the following:– the refurbishment of the shops on Langworthy Road,
– the proposed new church on Langworthy Road, which would combine St. Ambrose Church and
Salford Community Methodist Church,
– the proposed new school, which would combine All Souls and St. James’ Primary Schools,
– the proposed Tesco site,
– the Urban Splash site – planning application expected to be submitted within the next few weeks,
– Chimney Pot Park – final of design competition to take place in the near future,
– a feasibility study that was being undertaken in Seedley South.
12.
PENDLETON AREA ACTION PLAN UPDATE
An update report was submitted by Chris Whitfield from the Housing Market Renewal Team and was
noted.
13.
ORDSALL DEVELOPMENT FRAMEWORK
Barry Whitmarsh provided an update regarding the various residential developments that were

underway or planned in the Ordsall area.
It was noted that LPC had agreed to provide sponsorship for activities for 5-11 year olds during the
summer holidays, and an event for Ordsall families which was to be held on Sunday 31 st July, 2005.
14.

The recommendations arising from the meetings of the Budget Sub-Group held on 4th and 25th May,

15.
GOOD NEWS/INFORMATION EXCHANGE
(a) Syd Cauldwell thanked the Community Committee, on behalf of Wrotham Senior Citizens
(Disabled) for the grant of £45 from the Devolved Budget, which had made it possible for members

of the group to go out for a meal.
(b) Committee members were encouraged to support Salford Community Radio – 106.4 FM.
(c) Central Salford Urban Regeneration Framework – consultation events to take place over the
summer.
(d) The Ghost Camp Exhibition at Salford Lads Club on 18/19 June, 25/26 June and 2/3 July, from
11.00 a.m. until 4.00 p.m.
(e) The Ghost Camp Radio Serial – Salford Community Radio, 106.4 FM - Episode 1 – Monday 13th
June.
(f) Citywide scheme regarding cycle parking facilities – Committee members were invited to inform
Councillor Salmon of any places in the area where it would be appropriate for cycle stands to be
located.
(g) Ordsall Community Café to open during the next 3-4 weeks.
(h) Seedley and Langworthy In Bloom – successful community planting event held at Chimney Pot
Park on 4th June – judging day to take place on 22nd July.
(i) Municipal Journal Local Government Awards – Salford nominated for five awards in total – three of
which relate to Seedley and Langworthy.
16.
ITEMS OF OTHER BUSINESS
(a) Ordsall Hall – report regarding proposed improvements to be submitted to the next meeting.

(b) Refurbishment of properties in South Ordsall – enquiries to be made as to whether the
redecoration allowance of £150 could be increased.

(c) Regent Square Park – investigation to be undertaken regarding a problem that had arisen
regarding the cost of safety checks and maintenance of equipment in relation to the proposed
refurbishment/new play area.

(d) Quad Bikes/Anti Social Behaviour – this item to be included on the agenda for the next meeting, to
which a representative from the local police be invited. (Information to be provided regarding (i)
the number of incidents involving quad bikes that had been reported to the police over the last few
months, and (ii) the action that was being taken to attempt to address this problem and anti social
behaviour in general.

(e) Section 30 (Anti Social Behaviour Act) Dispersal Order – obtained by Greater Manchester Police
and Salford City Council in respect of the Ashley Street area – to come into force on 14th July,
2005 for a period of four months.
(f) Trees removed from Ordsall Park – it was reported that dangerous stumps had been left where the Area Co-ordinator
trees had been removed. Information to be sought as to whether the trees were to be replaced.
(g) Water Hydrants having been set off by young people. Incidents involving turn-keys having been
stolen from development sites were reported. Suggestions that turn-keys be locked away and/or
anti vandal grids be fitted be investigated.
