TITLE :
REPORT OF THE INDEPENDENT PANEL TO SALFORD CITY COUNCIL
ON MEMBERS’ ALLOWANCES
RECOMMENDATIONS :
THAT Council consider the report of the Independent Panel on Members’ Allowances dated
August, 2003, and in particular paragraphs 8 to 16 contained therein.
EXECUTIVE SUMMARY :
The Independent Panel on Members’ Allowances was appointed by the Council to undertake
a review of Members’ Allowances in accordance with the Government’s statutory guidance.
The Panel comprises : David Compston CBE. (Chair), Alexandra Burslem and Peter
Heginbotham. The Panel’s first report was issued in May, 2001, and adopted by Council on
15th August, 2001. The Panel has now reconvened with a view to recommending a Scheme
of Allowances to Members in accordance with Regulation 17(2) etc., of the Local Authorities
(Members’ Allowances) (England) Regulations 2003 (SI 2003/1021).
