ADMINISTRATIVE AND PROFESSIONAL (NON-TEACHING) JOB DESCRIPTION
TITLE: Director, Purchasing
CODE: 0345
FUNCTION: Ensure timely procurement support to the University following the laws,
rules and regulations of the State, the UT-System and of the University.
DUTIES AND RESPONSIBILITIES: Approves all purchase orders. Manage and
supervise all assigned personnel. Amends purchase orders. Approves all invoices for
PBOs (small orders by departments)prior to payment. Reviews agreements/contracts and
work with vendors to ensure compliance with policies. Reviews all bids prior to
advertisement. Prepares specifications for complex bids and requests for proposals.
Prepare reports for management.
ACCOUNTABILITY
REPORTING RELATIONSHIPS
REPORTS TO: Assistant Vice President for Procurement Services
SUPERVISES: Senior Buyer (1) and Buyer IIs (4)
INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a
system of internal controls which provides reasonable assurance that department
operations are effective and efficient, department assets are safeguarded, department
financial information is reliable, and the department complies with applicable laws,
regulations, policies, and procedures.
WORKING CONDITIONS:
Physical tasks:
Repetitive use of a keyboard at a workstation.
REQUIRED QUALIFICATIONS: Bachelor's Degree in Business Administration or
related field. Five years experience within a Procurement department preferably in an
institution of higher education including three years of supervisory experience. Must have
excellent verbal and written communication skills. Equivalent combination of relevant
education and experience may be substituted as appropriate.
PREFERRED QUALIFICATIONS: C.P.M. or other professional purchasing
certification highly desirable.

positions allocated to this classification, may render the position security sensitive, and
thereby subject to the provisions of Section §51.215 Texas Education Code.
