THE UNIVERSITY OF TEXAS AT ARLINGTON ADMINISTRATIVE AND PROFESSIONAL (NON-TEACHING) JOB DESCRIPTION TITLE: Director, (The English Language Institute) CODE: 0345 FUNCTION: The primary purpose of the position is to provide leadership for the English Language Institute, including budgeting, personnel (hiring, supervising, evaluating), program planning, development and maintenance, recruitment, liaison with other university entities, e.g. Linguistics, Provost’s Office, International Office, and so on. DUTIES AND RESPONSIBILITIES: 1. Participates in long and short range planning processes. Examples include carrying out UTA’s Unit Effectiveness Planning for the ELI, the development of 5-year director’s goals for the ELI, leading semester planning meetings with other ELI administrators and staff, yearly budget forecasting and planning, leading the ELI to apply for intensive English program accreditation, etc. 2. Monitors and evaluates results and adjusts plans as necessary. Examples include informal 6-month reviews of the Unit Effectiveness Plans, reviews and step-bystep efforts to move the director’s 5-year goals along, changes made in activities, meeting times, and language testing to allow for more student time in class for instruction, working with people from UTA to adjust ELI budgeting, etc. 3. Organizes, coordinates, manages and directs the day-to-day operations of assigned areas. Examples include leading faculty meetings 2-3 times a semester, staff meetings 2-3 times a semester, administrator meetings 1-2 times a semester, ensuring communication flow from other meetings, e.g. the associate director’s meetings with coordinators, setting and implementing policies where needed, leading a special workgroup to improve testing – both long-term and short-term, etc. 4. Administers budgets. Does ELI budgeting, in association with the Director of the Linguistics program. Signs off of time sheet, various expenditures, etc. 5. Carries the full range of personnel management responsibilities for assigned employees. Examples include interviewing potential faculty and staff, setting up search procedures for hiring faculty coordinators, hiring, supervising training and orientation for new faculty, deciding on the renewal or non-renewal of faculty on a semester or annual basis evaluating staff, enduring that staff attend mandated university courses and comply with mandated university policies, encourage staff and faculty development, both within the university and in the profession, etc. 6. Develops and administers policies and procedures. Examples include developing new policies for the evaluation of international students seeking to become GTAs through ELI waiver interviews (before the establishment of a UTA committee on this issue), establishing an A/B block schedule – designed to decrease the workload of faculty, establishing a framework for elective courses at the ELI, etc. 7. Advises and consults with administration and management regarding plans, issues, and problems associated with assigned area. Consults with the Director of the Linguistics program for such matters as budget, space, personnel issues, university mandates and future linkages between the ELI and Linguistics. Consults with and seeks advice from the Provost’s office on such matters as budget, personnel issues, etc. Serves on university committees occasionally, e.g. English Proficiency Committee, headed by the Dean of the Graduate School. 8. Plans, attends and/or represents the University in meetings. Serves on university committees occasionally, e.g. English Proficiency Committee, headed by the Dean of the Graduate School. Attends and informally represents the university in professional conferences and conventions, e.g. TESOL and NAFSA. 9. Maintains effective relationship with external, regulatory, and funding bodies as required. Maintains membership and communicates, as needed, to AAIEP (American Association of Intensive English Programs.) Has initiated application for the ELI’s membership in UCIEP (University and College Intensive English Programs consortium.) Has initiated application for CEA accreditation (Commission on English Language Program Accreditation.) The present director also serves as a volunteer site reviewer for CEA. 10. Ensures compliance with applicable University policies and local, state and federal requirements. Supervises compliance with university policies on software compliance, safety and personnel policies, etc. ACCOUNTABILITY REPORTING RELATIONSHIPS REPORTS TO: The Director of the Linguistics program (associate professor and director.) & the Provost SUPERVISES: One database coordinator, one senior secretary, one administrative assistant, and 15-20 or more faculty, designated as “specialists.” INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies, and procedures. WORKING CONDITIONS: The position occasionally involves travel, usually to attend and participate in conferences, e.g. TESOL and NAFSA, or to recruit for the program, e.g. visiting embassies in Washington, D.C. or visiting consulting agencies and overseas advising offices in other countries. When such travel takes place, the workload is often intensified, involving much evening and weekend work. Other than travel, work hours are irregular sporadically. This happens when the ELI has some special activities or events in evenings or weekends or when important work is due, e.g. annual budgeting in March, end of semester grading of Developmental English videos, or beginning of semester registration activities. REQUIRED QUALIFICATIONS: Master’s degree in TESOL or related field (Ph.D. preferred), solid experience teaching in and administering in intensive English program in the U.S. (university setting preferred.)
