General Position Description:
Primary job responsibilities of this full-time position include educational program planning and delivery, budget
and facilities management, and day-to-day supervision of staff. Will coordinate programming in agriculture and
natural resources, community and economic development, human sciences, and 4-H youth development in
cooperation with Iowa State University Extension and Outreach Program Specialists. Individual is also
responsible for marketing and public relations efforts including working in a team atmosphere and networking
with other community organizations and agencies. Position reports to Tama County Extension and Outreach
Council.
Major Responsibilities:
A. Program Planning, Coordination, Development and Delivery
1. Provide program planning leadership, facilitation and collaboration.
i.
Organize and maintain an effective needs assessment and program evaluation plan to ensure
a comprehensive, representative county extension program which meets the needs of all
clientele without regard to race, color, religion, national origin, age, sex, handicap or
veteran status.
ii.
Address issues created by rural/urban interface.
iii.
Balance programming between rural/urban clientele.
2. Insure under-served and under-represented audience program needs are addressed.
3. Conduct educational programs utilizing Iowa State University Extension and Outreach and
other research-based resources.
B. Supervision and Administration
1. Supervise, manage and coordinate resources including county-paid extension employees.
2. Provide human resource management, conduct annual performance reviews of county staff and
recommend employment of staff that reflects the county’s strategic plan.
3. Provide leadership and support to staff, council and volunteers that reflects the Tama County
Extension and Outreach Council’s strategic plan.
4. Seek and secure alternative funding sources including grants to leverage Tama County
Extension Council funding.
5. Prepare annual budget, provide monthly financial reports to the Tama County Extension and
Outreach Council, and assure that financial reporting and all transactions are conducted
according to legal requirements and county policy.
6. Maintain the physical office site to meet the needs of staff and maintain an efficient and
responsive county office.
7. Set goals related to reaching under-served and under-represented audiences.
8. Coordinate office procedures that promote excellent communication between and among all
office staff.
9. Initiate strategies to develop and manage volunteer networks.
10. Represent Tama County Extension and Outreach in a variety of diverse community settings (i.e.
Operation Threshold, United Way, community school districts, Northeast Iowa Area Agency on
Aging, health department, etc.).
11. Seek new and innovative ways for Iowa State University Extension and Outreach services to be
offered to citizens of Tama County in the area of Human Sciences, 4-H Youth Development,
Community and Economic Development, and Agriculture and Natural Resources.
12. Support Iowa State University Extension and Outreach state program specialists and county
program staff in specific work activities that meet identified needs in Tama County.
13. Market Iowa State University Extension and Outreach programs with initiatives toward print,
radio, website, social media, etc.
C. Council Relations
1. Identify emerging community needs and extension staff issues.
2. Maintain excellent relations with the Tama County Extension and Outreach Council.
3. Meet regularly with the Regional Director and County Extension Council Chairperson.
4. Prepare monthly written/oral reports to Tama County Extension Council and other
communications, as needed.
5. Recommend policy changes, as needed.
6. Attend all council meetings and committee meetings, as needed.
D. External Relations
1. Provide a positive public image for ISU Extension and Outreach.
2. Maintain working relationship with ISU Extension and Outreach.
3. Seek out and establish community partnerships that contribute to reaching Iowa State University
Extension and Outreach goals that align with Iowa State University Extension and Outreach
mission.
4. Participate in regional and/or state Iowa State University Extension and Outreach program
activities as appropriate and needed.
5. Foster and contribute to a positive work climate with colleagues, advisory group audiences and
partners.
6. Other duties as determined in conjunction with the Tama County Extension and Outreach
Council.
Required Skills:
1. Demonstrated proficiency in the management skills of planning, monitoring, budgeting, managing
finances and human resource management.
2. Good organizational skills.
3. Ability to communicate effectively through speaking, writing, and use of media.
4. Knowledge of community agency resources in Tama County.
5. Proficiency with Microsoft “Office” applications and knowledge of social media.
6. Demonstrated ability to organize, teach and lead an informal educational program.

programs.
2. Keen attention to detail and timeliness of work functions.
3. Ability to maintain strict client/office confidentiality.

Minimum Requirements:
1. Bachelor’s Degree or higher preferred.
2. Five (5) years of supervisory experience or equivalent.
3. Two (2) years of experience in coordinating delivery of educational services and programs or
equivalent.
4. Valid driver’s license and access to reliable transportation required (mileage is reimbursable).

Physical Requirements:
Ability to meet physical requirements of the position, including lifting/moving at least 35 pounds, use of office
equipment, able to work indoors and/or outdoors, sitting, walking and/or standing for 2 or more hours for
programs and meetings, able to climb and stand on 4 foot ladder.

3. Flexible hours, according to work demand and fulltime status. Evening and weekend work required.
4. Other duties as determined in conjunction with the County Extension and Outreach Council to meet the
mission of Tama County Extension and Outreach and ISU Extension and Outreach.
5. Employment pending approval of child protection screening process (including background check and
driver record check).
6. Ability to communicate in additional languages is an asset.
