Civil Rights Laws and Requirements Laws which govern Cooperative Extension and the requirements mandated by the laws: * Full text of the laws can be found on ISUEO Human Resources Diversity website: http://www.extension.iastate.edu/hr/diversity/ Civil Rights Act of 1964 (Title VI) “No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.” Title VI of the Civil Rights Act requires • Advisory committees • Training • Non discrimination of groups receiving Extension services • Staffing pattern • Compliance monitoring Periodic Secretaries Memorandum #1662 and Supplements (to Civil Rights) • Collection of data about the population of potential clientele and participation data • Establishment of criteria for equitable participation • Public Notification Plans by unit Title VII of the Civil Rights Act of 1964 • Act prohibits discrimination in employment practices on the basis of race, color, national origin, sex, and religion and provides the right to court redress. • The Equal Employment Opportunity Commission (EEO) is the agency charged with interpreting and enforcing Title VII. Secretaries’ Memorandum #1894 (Civil Rights of 1964) • Establishment of employment goals • Implementation of a system of compliance reviews or audits • Development of standards for making “all reasonable efforts” TITLE IX of the Education Amendments of 1972 • The Act prohibits sex discrimination in federally-assisted education program activities Americans with Disabilities Act (ADA) of 1990 • Prohibits discrimination against qualified individuals with disabilities. • Requires reasonable accommodation • Handicapped accessible locations • Requires accommodation in programming publications, video tape, Braille, etc. Section 503 and 504 of the Rehabilitation Act of 1973 • Prohibits discrimination based on physical or mental disabilities on the national level in employment by federally supported entities Questions ?
