The heat dissipation device as claimed in claim 4, wherein each of the channels has a radial part and a circumferential part communicating with the radial part, the latch hooks being extended into the shroud through the radial parts of the channels and slidable along the circumferential parts of the channels. 6. The heat dissipation device as claimed in claim 3, further comprising a bracket mounted on the shroud, wherein the bracket comprises a protrusion received in a corresponding channel to abut against a corresponding latch hook, thereby preventing the latch hooks from sliding. 7. The heat dissipation device as claimed in claim 6, wherein the base and the bracket are located at two opposite sides of the shroud. 8. The heat dissipation device as claimed in claim 6, wherein the bracket comprises a chassis, a plurality of arms extending outwardly from the chassis and a post extending upwardly from the chassis, the protrusion extending downwardly from one arm. 9. The heat dissipation device as claimed in claim 8, further comprising an impeller rotatably mounted on the post of the bracket. 10. The heat dissipation device as claimed in claim 8, wherein the shroud comprises a bottom section defining an opening, another circular plate formed within the opening and a plurality of beams interconnecting the another circular plate to the bottom section. 11. The heat dissipation device as claimed in claim 10, wherein each of the beams defines a notch in a top thereof to receive a corresponding arm of the bracket therein, the channels being defined in the bottoms of the beams and communicating with the notches, respectively. 12. The heat dissipation device as claimed in claim 11, wherein the shroud comprises a plurality of ridges extending along a periphery of the another circular plate, and each of the ridges has an end connected to a corresponding beam and an opposite end curved inwardly to be spaced from an adjacent ridge, each of the arms of the bracket being received between two corresponding ridges. 13. The heat dissipation device as claimed in claim 10 further comprising a heat pipe, wherein the heat pipe has an end extending through the fin assembly and an opposite end sandwiched between the circular plate and the base. 14. The heat dissipation device as claimed in claim 10, wherein a thermal interface material is filled between the another circular plate and the base. 15. The heat dissipation device as claimed in claim 10, wherein the shroud comprises a sidewall partially surrounding a periphery of the bottom section, an end of the bottom section extending outside beyond the sidewall to form a bridge supporting the mounting of the fin assembly. 16. The heat dissipation device as claimed in claim 15 further comprising a cover mounted on the sidewall of the shroud, wherein the cover defines a window corresponding to the opening of the shroud. 17. A mobile device for handling data transmission associated with natural disaster notification in a network of a wireless communication system, the mobile device comprising: a processing means; a memory unit; and a program code, stored in the memory unit, for instructing the processing means to execute the following steps: activating a plurality of component carriers for data reception in a radio resource control connected mode; receiving segments of a natural disaster notification message via only one of the plurality of component carriers; and concatenating the received segments of the natural disaster notification message, wherein the natural disaster notification message is segmented into the segments by the network, and all of the segments are transmitted from the network to the mobile device on the only one component carrier. 附屬專利: 2. The mobile device of claim 7, wherein the step of receiving the natural disaster notification message via the only one of the plurality of component carriers comprises: starting natural disaster notification message reception of the only one of the plurality of component carriers when corresponding reception indication message is received on the component carrier. 9. The mobile device of claim 8, wherein the program code further instructs the processing means to execute the following step: when the natural disaster notification message reception of one of the plurality of component carriers is started, remaining deactivation of natural disaster notification message reception of the component carriers via which no reception indication messages are received. 10. The mobile device of claim 9, wherein the program code further instructs the processing means to execute the following steps: separately storing segments of the natural disaster notification message received via the component carriers whose natural disaster notification message receptions are started; concatenating the stored segments of the natural disaster notification message received via the same component carrier; and when the natural disaster notification message is completely received via one of the component carriers, stopping the natural disaster notification message reception of the component carriers. 11. The audio jack assembly defined in claim 9 wherein the tape comprises openings through which electrical contacts protrude. 11. The audio jack assembly defined in claim 6 wherein the transparent window structure is formed from molded clear plastic. 12. The audio jack assembly defined in claim 6 wherein the moisture indicator includes a wicking layer and a dye layer and wherein the moisture indicator is attached over the second end of the wall opening with adhesive. 14. The electronic device defined in claim 13 wherein the sealing structure comprises an adhesive gasket. 15. The electronic device defined in claim 14 wherein the second opening has opposing first and second ends and wherein the transparent window structure covers the second end. 16. The electronic device defined in claim 15 wherein the transparent window structure comprises a clear film. 17. The electronic device defined in claim 16 further comprising a plastic cap that is attached to the connector and that has a third opening, wherein the moisture indicator is attached over the third opening with adhesive. 18. The electronic device defined in claim 13 wherein the sealing structure comprises an elastomeric boot. 19. The electronic device defined in claim 18 wherein the connector comprises an audio jack housing, wherein the second opening has opposing first and second ends, and wherein the transparent window structure is interposed between the first and second ends within the second opening. 20.
