2007-08 System Budget: update by Erik Skinner
Erik Skinner reported that 58 of the 72 districts are showing a strong growth pattern. The growth
is a result of reduced fees, the Governor’s generosity and getting the word out that community
college is affordable. Mr. Skinner reported that the budget workgroup met last week, and spoke
about basic skills and launching another round of legislative visits.
Federal Legislation: update by Anne McKinney (2 handouts)
Anne McKinney gave an update on federal legislation. Ms. McKinney reported that the House
Education and Labor Committee held its first subcommittee hearing on college affordability and
access and that Senator Kennedy is supportive of eliminating tuition sensitivity.
ARCC Report Release: update by Tod Burnett and Denise Davis
Tod Burnett reported that the System Office was initiating a full court press on supporting and
branding community colleges. Mr. Burnett stated that the ARCC report is the true and correct
date that everyone should be looking at.
Denise Davis, a consultant hired by the System Office, reported that the System Office would
have a news conference on Monday, March 19, 2007 at 9:30 a.m. to answer questions about the
report. Senator George Runner and Senator Jack Scott were expected to attend.
State Legislation: update by Angelo Williams and Mike Magee (3 handouts)

Angelo Williams and Mike Magee went over state legislative program items. Mr. Williams and
Mr. Magee asked for suggestions and answered questions about state legislation.
Strategic Plan: update by Tod Burnett (2 handouts)
Tod Burnett gave an update on implementation of the System Office Strategic Plan specifically
goal areas B and D.
Board of Governors (BOG) Assessment Issues: update by Carole Bogue-Feinour (2 handouts)
Carole Bogue-Feinour gave a report on what was discussed at the BOG meeting regarding
assessment issues. Members of the Consultation Council expressed concern over the way the
assessment issue was handled by the BOG. Feed back from Consultation included comments that
the Strategic Plan doesn’t replace shared governance, the action by the BOG seemed to silence
the consultation process, and that the motion passed by the BOG didn’t have feed back from the
members of Consultation.
Consultation Council reached a consensus on creating an Assessment Task Force Group.

a. Student Senate Report: update by Elsa Garcia and Pia Oestlien
The representatives of the student senate gave an update on senate activities and invited
everyone to attend the student senate general assembly from April 27 – 29, 2007.
