The System Office is having ongoing dialogue with districts on the budget impasse. Members of Consultation stated that it is a little too soon to tell how the budget impasse is affecting the district, however it does impact planning for the spring semester. 2008-09 System Budget: update by Erik Skinner Erik Skinner thanked the Budget Workgroup for all of the hard work. Consultation was presented with the budget recommendations for 2008-09. Erik stated that he thinks the budget workgroup is ok with the package and he would be surprised if any significant changes occur. Consultation went over every line of the 2008-09 budget and requested that a few changes be made. Erik Skinner accepted the request and will submit the revised recommendations to the Board of Governors at the September 2007 board meeting. Governmental Relations: update by Marlene Garcia, Anne McKinney and Michael Magee Marlene provided an overview of the State Legislative process and stated that Senator Perata has said the senate will not hear any non budget items until the Budget is approved. ____________________________ For further information, contact Njeri Griffin or (916) 445-8508. 1-2 219473908 Marlene gave the following update on state legislation. SB 890 (Scott) Early Education Commitment Program – This bill has been amended to delete the Board of Governors fee waiver. AB 1559 (Berryhill) Associate Degree Nursing Programs – This bill was amended to specify the multiple screening measures authorized in SB 139 (Scott). The latest amendment removed much of the opposition. AB 1548 (Solorio) College Textbook Transparency Act – AB 1548 has been amended significantly and failed in the Senate Education Committee. However this bill was granted reconsideration and will be heard again by the Committee. AB 668 (Portantino) California Community College Student Federal and State Financial Aid Opportunity Act – This bill expresses Legislative intent to increase the number of students of the California Community Colleges receiving awards from the federal Pell Grant, and requires the Chancellor’s Office of the California Community College to take various actions to inform community college students of opportunities to participate in the federal Pell Grant program. Michael Magee provided an update on the Radiological Tech issue, announcing that community college representatives are meeting with DPHS to address their concerns. Anne McKinney gave an update on federal legislation. Both S1762 and HR2669 eliminate tuition sensitivity. The System Office prefers HR2669 because it will eliminate tuition sensitivity once it is signed. Consultation Council Orientation: update by Diane Woodruff Diane went over the agenda for the Consultation Council Orientation scheduled for September 19th, 2007. It was recommended that the orientation be structured in an interactive way. Fred Harris will facilitate the orientation. Other: a. Lower Division Transfer Program (LDTP) Members of Consultation requested that this item be added to the agenda. Concerns were raised over the LDTP at CSUSD.
