Rick Perry warned legislators Wednesday not to commit to new programs that one day could be unaffordable, though he urged more spending for college and university students. “Let us begin the work of tomorrow in this house today, and let us begin by improving higher education,” Perry said in his “State of the State” speech at the Texas Capitol. Before a joint session of the Texas Senate and House, Perry also advocated plans to improve the math skills of younger students and to help combat a teacher shortage.
