BT N3 SP COIN Service Option Update Overview of Typical NHS Data Flow High bandwidth locally required for clinical and admin apps. – Locally hosted clinical systems (eg. GP, Pathology, etc.) – Document archiving – Video conferencing – Desktop management and support – Financial systems / information systems – Voice – PACS What is a COIN? • Health Community sites sharing a Community Of Interest Network (COIN) • It is a “customised” service which differs from the national offering • Typically Acute Hospitals PCT’s – community sites and HQ’s Mental Health GP’s Dentists Customised Service CCN • Agreed Dec 2005 with CfH • Formalisation of structure to simplify process of delivering COIN (customised services). COIN vs. N3 Reference Architecture • Economical design (fewer, shorter circuits) • Performance of locally hosted apps. • Rationalises national and local requirements into a single network COIN Considerations • Local application requirements (VPN ?.) • Existing N3 catalogue services – possible charges for cessation (3 year terms). • Health community wide support for project • Local funding for COIN • CfH contributions • Site types and numbers • Compelling events / timing • Ongoing management of moves and changes Challenges faced initially faced • • • • Affordability Performance of locally hosted app’s e.g. PACS Security model not suited to local needs Leveraging local skills base Early adopter N3 COINS • The provision of N3 at each early adopter COIN site was identical to a catalogue service – SLA’s were same as catalogue services. – QoS 6 layer Quality of Service. – CPE same as cat service e.g. dual router. – Core N3 POP style topology routed based in BT exchanges. – Security Every site needed a firewall. Customised Services Types • CCN allows 2 types of Customised Service. • Type A customised service – Fully managed with national SLA availability maintained. • Type B customised service – Deviation from SLA’s Eg. Voice services, security, incorporating existing networks. COIN Variants – Benefits & Risks Type A Customised Service Benefits • Equivalent SLA’s to national offerings • Business risks devolved / mitigated • Inherent contractual & commercial safeguards • Potential to reduce overall business costs • Enables core business focus • Improved access to N3 skills & expertise • Predictability Risks • Perceived lack of local control • Affordability • Fitness for purpose Type B COIN Variants Typically • Fully Managed – minor variations to catalogue SLAs • Thin Wrap – Incumbent managed service provider transfers assets and ownership to N3SP. N3SP offers ‘like for like’ SLAs (where N3SP manages network services) • Wires only – N3SP acts as a buyer. Local IT team becomes managed service provider, taking on risk and penalties COIN Variants – Benefits & Risks Type B Customised Service – Fully Managed/Thin Wrap Benefits • • • • • • • • Improved affordability SLA variations to national offerings Agreed set of business risks devolved / mitigated Inherent contractual & commercial safeguards Potential to reduce overall business costs Enables core business focus Improved access to N3 skills & expertise Predictability Risks • Fitness for purpose COIN Variants – Benefits & Risks Type B Customised Service – Wires Only Benefits Risks • • • • Reduced Costs Local Ownership Local Knowledge • • • • • • Potentially Inferior SLA’s to N3 national offerings Business risks retained by the customer Limited contractual & commercial safeguards No opportunity to leverage N3 network expertise Potential increased business costs / reduced economies of scale Potential fragmented IT services approach Potential skills shortages & people churn Recent COIN Success (sample) • • • Type B – Fully Managed – Sussex HIS – Kent HIS – Surrey HIS – Peterborough – North Cumbria – Kent security solution Type B – Thin Wrap – Fylde Coast – Stockport Type B – Wires only – Lincoln PACS network – North Mersey – Portsmouth 213 sites 230 sites 202 sites 3 sites 30 sites 36 sites 71 sites 8 sites 148 sites 58 sites What Does This Mean? • The range of COIN services available enables organisations to determine the level of business risk accepted in return for reduced service costs • Enables new ways of delivering services and applications – – – – Flexible working Mobility IP voice services Rationalising costs • For more information contact your N3SP client engagement manager (0800 0850503 option 3) Thank you Offices worldwide Telecommunications services described are subject to availability and may be modified from time to time.
