The Commission for the Transportation Disadvantaged ensures the availability of efficient, cost-effective, and quality transportation services for transportation disadvantaged persons. In Fiscal Year 2011-2012, Florida’s Coordinated Transportation System provided about 47.7 million trips to 667,000 people at a cost of $7.70 per trip. Ridership Ridership has decreased over the past three years. During Fiscal Year 2011-2012, the Coordinated Transportation System provided 47.7 million trips. This is a decrease of 3.9 million trips from Fiscal Year 2009-2010. Additionally, the System served 667,588 passengers in Fiscal Year 2011-2012, which is a decrease of 160,000 people since Fiscal Year 2009-2010. Not only has the number of trips and number of passengers decreased over the last three years, but the number of trips per paratransit passenger has also decreased from 48 in Fiscal Year 2009-2010 to 40 in Fiscal Year 2011-2012. There is one major reason for the reduction in trips and passengers served over the last three years. The cost of providing transportation, such as materials and supplies, and services, is the primary reason for the reduction in trips and passengers served in the last three years. Materials and supplies – primarily fuel – and supplies have increased by almost $12 million, or 27 percent, compelling Community Transportation Coordinators to limit the number of non-sponsored trips to stay within their budgets. To prevent further reductions of trips, Community Transportation Coordinators instituted efficiency measures that have reduced their costs in all other categories. Revenues and Expenditures Over the past three years, the Coordinated System has increased revenues by $7.3 million, or approximately two percent, while decreasing expenses $5.4 million, or 1.5 percent. Between Fiscal Year 2011-2012 and Fiscal Year 2010-2011, Community Transportation Coordinators reduced expenses by $16.3 million dollars. Some efficiency measures resulted in a reduction of labor costs by five percent, fringe benefits by twelve percent and insurance by sixteen percent. Also, the business friendly environment in Florida contributed to a reduction in taxes of eighteen percent for agencies within the Coordinated Transportation System. Trips by Trip Purpose Medical trips remained the top reason for people riding the Coordinated Transportation System. Medical trips accounted for 36 percent of all trips, followed by nutritional trips at 21 percent, education, training and day care trips at 20 percent, other lifesustaining activities at 14 percent, and employment accounting for the remaining nine percent of the trips. Since Fiscal Year 2009-2010, all trips have decreased except for nutritional trips. Medical trips have decreased four percent, education, training and day care trips by less than .3 percent, other life-sustaining activity trips by 51 percent, and employment by 37 percent. Nutritional trips have increased by 165 percent. 8|Page 2012 Annual Performance Report Trips by Type of Service Almost 70 percent of the rides taken by older adults, persons with disabilities, people with low incomes and at-risk children within the Coordinated System were on fixed-route and deviated fixed-route systems. Virtually all of the remaining trips are provided through paratransit services at an average cost of $23.22 per trip. and Human Service Agencies combined to purchase another 15 percent of the trips. The Coordinated Transportation System is a manifestation of the hard work and support of elected and appointed officials, transportation professionals, and local partners who dedicate themselves to serve those who are unable to serve themselves. The Commission looks forward to making a great system better! Paratransit services are the most expensive means of transportation for people served by the Coordinated System. Paratransit services are the predominant service in Florida’s rural areas. With the cost efficiency measures mentioned above, Community Transportation Coordinators have reduced the average cost per trip from $23.59 in Fiscal Year 2010-2011 to $23.22 in Fiscal Year 2011-2012. However, the cost per trip is still higher than the $19.18 from Fiscal Year 2009-2010 due to increased prices of materials/supplies and services. Many of the fixed-route and deviated fixed-route systems use funds from the Coordinated System to subsidize the purchase of bus passes through various bus pass programs offered by transit authorities. Bus passes are the most cost effective means of providing transportation for people who are in proximity to a fixed route and are able to ride bus. Purchasers of Trips The largest purchasers of trips from the Coordinating Transportation System were local government and local non-government organizations. These organizations purchased 56 percent of all trips within the System. The Commission purchased almost 7.1 million trips with funds from the Transportation Disadvantaged Trust Fund, which accounted for 15 percent of the total number of trips. Health 9|Page 2012 Annual Performance Report Introduction The 2012 Annual Performance Report for the Florida Commission for the Transportation Disadvantaged is published to meet the statutory requirements outlined in Section 427.013(12), Florida Statutes, and covers the time period of July 1, 2011 - June 30, 2012. This report provides an overview of the program and a summary of performance trends statewide. This information is compiled from each system’s Annual Operating Report, thereby providing the Governor, Legislature, Commission, Community Transportation Coordinators, planning agencies, Local Coordinating Boards, State Human Service agencies, advocacy groups and others information about coordinated transportation services. Mission To ensure the coordination of transportation services that enhance access to employment, health care, education, and other life-sustaining activities for older adults, persons with disabilities, people with low incomes and at risk children who are dependent upon others for transportation. Purpose of the Commission The authority of the Commission derives from Chapter 427.011-017, Florida Statutes, and Rule 41-2, Florida Administrative Code. The Commission also administers the Transportation Disadvantaged Trust Fund (TDTF), which provides for carrying out the statutory responsibilities of the Commission. The Commission is an independent agency located within the Department of Transportation for administrative and fiscal purposes. Otherwise, the Commission operates independently, with rule making and budget authority. The Commission employs staff in Tallahassee to administer and monitor the statutory requirements for the program. Floridians Being Served Florida’s transportation disadvantaged are defined in Chapter 427.011(1), F.S., as those persons who because of physical or mental disability, income status, or age, are unable to transport Florida’s transportation disadvantaged are defined in Chapter 427.011(1), F.S., as those persons who because of physical or mental disability, income status, or age, are unable to transport themselves or to purchase transportation and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities, or children who are handicapped or high-risk as defined in s. 411.202, F.S. The Florida Legislature created the Commission for the Transportation Disadvantaged (Commission) in 1989 to coordinate the transportation services provided to the transportation disadvantaged. Commission Membership The goal of this coordination is to ensure the cost-effective provision of transportation by qualified community transportation coordinators or transportation operators for the transportation disadvantaged. According to Chapter 427.012(1), F.S., the Commission shall consist of seven (7) voting members all appointed by the Governor, including 10 | P a g e 2012 Annual Performance Report five (5) Business Community Members; two (2) members who have a disability and use the Transportation Disadvantaged System. One of these members must be over 65 years of age. In addition, the Secretary of Transportation, the Secretary of Children and Families, the Director of the Agency for Workforce Innovation, the Executive Director of the Department of Veterans’ Affairs, the Secretary of the Agency for Health Care Administration, the Director of the Agency for Persons with Disabilities, and a county manager or administrator who is appointed by the Governor, or a senior management level of each, shall serve as ex officio non-voting advisors to the Commission. To assist with program implementation, the Commission contracts with a Community Transportation Coordinator (CTC) and planning agency in each county. The local CTC is responsible for the actual arrangement and/or delivery of transportation services for transportation disadvantaged persons. The CTC, through a competitive procurement process, may contract with local transportation operators to provide transportation for transportation disadvantaged persons. During Fiscal Year 20112012, 436 qualified transportation operators carried out the provision of services. The Local Coordinating Board (LCB), appointed and staffed by the planning agency, oversees and annually evaluates the CTC, which the Commission approves. Local Coordinating Boards also provide assistance to the CTCs by identifying local service needs and providing information, advice and direction to CTCs on the coordination of services. Each Local Coordinating Board is an advisory body to the CTC in its service area. Membership of each Local Coordinating Board includes the Chairperson of the Board, who is an elected official; representatives from the Departments of Transportation, Children and Families, Education, Elder Affairs, and Agency for Health Care Administration; a person over sixty representing the elderly; a person with a disability representing persons with disabilities; two (2) citizen advocate representatives (one who must be a user of the system); a representative of the local public education system; a person who is recognized by the Florida Department of Veterans’ Affairs, (representing the veterans of the county); a person who is recognized by the Florida Association for Community Action representing the economically disadvantaged; a representative of the local private for profit transportation industry; a representative for children at risk; a person representing the Regional Workforce Board; a representative of the local medical community; and where available, a representative of a local public transit system. Non Emergency Medicaid Transportation There are tens of thousands of people statewide who depend upon their Medicaid coverage to provide transportation to and from essential medical services. Non Emergency Medicaid Transportation (NEMT) services ensure access to medical care for those people who are either unable to drive, cannot afford to own or maintain a vehicle and do not have access to affordable transportation. Non Emergency Medicaid Transportation services are particularly crucial in rural areas where distances to medical providers are often greater than in urban areas and where public transit alternatives are frequently non-existent. Medicaid funding is critical to Transportation providers who ensure Medicaid recipients have access to non-emergency health care. In Florida, the Agency for Health Care Administration (AHCA) administers the state’s Medicaid program which consists of both mandated and optional programs to carry out its mission. Transportation is a federally mandated service. This service is 12 | P a g e 2012 Annual Performance Report designed to be purchased through Florida’s coordinated transportation system (Chapter 427, F.S.) in an effort to obtain maximum efficiencies and ensure the safety and well-being of riders. The Commission has been providing transportation for AHCA under a fixed fee basis since 2004. The current multi-year contract between AHCA and the Commission was executed in December, 2008. Each month, the Commission receives a fixed amount of funding to provide all Non Emergency Medicaid Transportation services to eligible Medicaid beneficiaries. The Commission contracts with Community Transportation Coordinators (CTCs) to administer the Transportation Disadvantaged Trust Fund and the Non Emergency Medicaid Transportation Program in their service areas. There are eleven (11) counties where the designated Community Transportation Coordinator has declined to participate in the Non Emergency Medicaid Transportation Program. These areas include: Brevard, Broward, Duval, Hillsborough, Manatee, Miami-Dade, Palm Beach, Pinellas St. Lucie, Sarasota and Volusia. These areas are operated by Subcontracted Transportation Providers (STPs) who were procured through a Request for Proposal (RFP) process. Pinellas County was the last area to change providers which occurred January 1, 2012. Commission Staff establishes policies for program implementation, provides technical assistance regarding program requirements, collects and analyzes operational data from Community Transportation Coordinators or Subcontracted Transportation Providers, and develops and submits statewide reports to AHCA. Staff also operates an Ombudsman program which provides assistance to Medicaid beneficiaries who request information regarding the Medicaid transportation services or experience transportation problems. The statewide allocation for transportation services in Fiscal Year 2011-2012 was $60,945,828.96, which is a decrease of $3,483,593 from Fiscal Year 2010-2011. During Fiscal Year 2011-2012, there were about 2.6 million Non Emergency Medicaid Transportation trips provided to 73,755 Medicaid beneficiaries. Florida’s Medicaid Managed Care Program is comprised of two separate programs. They are: 1. The Florida Long-Term Care Managed Care Program and 2. The Florida Managed Medical Assistance Program 13 | P a g e 2012 Annual Performance Report In an effort to ensure AHCA has adequate opportunity to provide beneficiary outreach and education, AHCA will “phase in” implementation of Medicaid Managed Care. The first program to be implemented will be the Long-Term Care Program. On June 28, 2012, AHCA issued Invitations to Negotiate for those who were interested in providing services under the Long-Term Care Program. It is anticipated that this Program will be implemented by October, 2013. AHCA is scheduled to begin its procurement process for the Florida Managed Medical Assistance Program in January, 2013. It is anticipated that this Program will be implemented by October, 2014. The Commission will continue to work closely with all stakeholders in an effort to ensure a seamless transition for those beneficiaries who depend on Non Emergency Medicaid Transportation services.
