The AESO is asking market participants and interested parties to participate in the AESO’s consultation regarding its 2014 Business Plan and
Budget.

Electric System Operator’s 2014 BRP.

ATCO Power thanks the AESO for the invitation
to participate in the 2014 BRP and accepts it.
Capital Power
Capital Power accepts the AESO’s invitation to
participate in the 2014 BRP and appreciates the
opportunity to participate in the review of the
forecasted budget; this process ensures we
have an accurate understanding of the AESO
priorities for the upcoming year and can
allocate our own internal resources accordingly.
The Market System Replacement (MSR)
Project is of particular interest to Capital Power,
and we look forward to receiving more
information about the project during the 2014
BRP stakeholder consultation, particularly the
next steps involved in the development of the
AESO Stakeholder Comment and AESO Replies Matrix
AESO Replies
The Alberta Electric System Operator (AESO)
thanks stakeholders for their commitment and
support to the process.
The AESO intends to provide summary
information regarding its major projects
including the MSR as part of the Own Costs
presentation.

MSR Project, associated timelines, and the
forecasted impact to the trading charge.
ENMAX Corporation
ENMAX accepts and appreciates the
opportunity to participate in this process.
Industrial Power Consumers Association of
Alberta (IPCAA)
Accepted. IPCAA will participate in the 2014
BRP.

Terms of Reference, and is supportive of the
AESO emphasizing this principle during the
stakeholder consultation process.
ENMAX Corporation
Yes.
IPCAA
No major comments. Similar to previous years.
The AESO could be willing to accept comments
from meetings as well as written comments,
instead of restricting the process to written
comments only.

Noted.
The BRP is a consultative process. Verbal
comments are encouraged as they provide
valuable input for discussion and
consideration. Written comments will continue
to be requested as they facilitate process
transparency and allow for the greatest
consideration of stakeholder viewpoints by
management and the AESO Board.

Capital Power generally has no concerns with
the steps identified in the 2014 BRP Process.
However, it would be helpful if the AESO
identified the timeline and dates associated with
Step 3 in the proposed calendar, as this step is
currently missing.
ENMAX Corporation
ENMAX has no issue with the Process steps
subject to the yet to be finalized timeline for
each step.
IPCAA
Similar to previous years. No comments.

Step 3.0 (AESO develops Own, Ancillary
Services and Transmission Line Losses Costs
Forecasts) is an internal process and timeline
and excluded from the external stakeholder
calendar.

Calendar and Schedule
Do stakeholders agree with the proposed BRP stakeholder calendar? Are there any comments regarding the meetings scheduled? Would
stakeholders attend the proposed own costs meeting in Edmonton?

Alberta Direct Connect
The ADC will participate either in person or via
conference call for the meetings. Note that the
September 5th meeting is in conflict with the
DoE session on Transmission Cost
Management Policy Development
The AESO will review the proposed calendar
revisions requested by stakeholders and will
consider alternative dates. The AESO will
follow up with stakeholders on any proposed
calendar changes to determine if the revised
dates are appropriate.
ATCO Electric
ATCO notes that the September 5 Business
Strategies/Initiatives meeting conflicts with
Alberta Energy’s Transmission Cost
Management Policy development Working
Group meeting (also on September 5) and the
September 23 & 24 technical meetings conflict
with the Alberta Power Symposium (September
23-25). Alternate dates for these meetings
would be more suitable. However, if other dates
cannot be arranged, ATCO will send an
alternative representative.

It would also be appreciated if participants could
have the options of participating via
teleconference or web conference for meetings
held in Calgary and vice versa.
The Alberta Electric System Operator will
ensure that meeting facilities support
teleconferencing.
ATCO intends to attend the proposed own costs
meeting in Edmonton.
ATCO Power
The schedule seems reasonable to ATCO
Power. ATCO Power would most likely not
attend any meetings in Edmonton.
Capital Power
Capital Power has no concerns with the
proposed BRP stakeholder calendar, and plans
on attending the stakeholder meetings identified
AESO Stakeholder Comment and AESO Replies Matrix

in the calendar.
ENMAX Corporation
ENMAX does not support the step 4 portion of
the calendar. Proceeding No. 2581 has an oral
hearing before the Alberta Utilities Commission
during this period. This will make providing
comprehensive comments at the same time
challenging. ENMAX suggests moving the
comment submission by 2 weeks.

Technical Meeting on September 23 is during
the Alberta Power Symposium Workshop.
Contingency date (September 24) is during the
Symposium itself. This may only impact IPCAA,
in which case, we can sort out alternative
representation.
IPCAA plans to attend in Calgary.
