COVER PAGE Response to Request for comments by the Federal Tax Reform Panel on Feb. 16, 2005 Robert H. Nuttall Charleston, South Carolina Date of Submission: March 7, 2005 Individual Submission to Federal Tax Reform Panel Page 1 of 2 Robert H. Nuttall The present Federal Tax Code has grown in to a completely uncomprehensible and unmanageable maze of over 10,000 pages, that not even the most astute accountants can completely decipher and understand. Businesses and individuals spend millions of dollars and thousands if not millions of lost productive hours in attempting to comply with the Federal Tax Code. The Federal Government spends billions of dollars maintaining the Internal Revenue Service facilities and paying thousands of IRS employees which, with a simplified tax code could be significantly reduced or eliminated altogether, freeing up much needed capital that could be used more productively by the Federal Government. Patching up the existing code is pointless. It is time for a fresh and fair approach. Page 2 of 2
