For single people or unmarried couples, please consider allowing them to pass on personal retirement and social security benefits to their partners or other designee without it being taxed to the receiver. In the event of a death, all Americans should be allowed to allocate these funds without tax penalties to some other family member, domestic partner or other designee, if they do not have a spouse.
