Project Background
Parmly Billings Library
area per capita is
considerably smaller
than other Montana
cities, and has no
branches compared to
similarly sized areas in
the country
MSU-Billings College of Technology
library is completely inadequate for
growing campus
Parmly Billings Library and the College
of Technology have been meeting since
January 2003 to explore opportunities
for mutually beneficial cooperation

Vision, Mission, Values, Strategic
Directions, and Goals
Goal: To create, build, and operate a shared library facility to serve the students of
the COT and the rapidly growing community centered on the West End of Billings
•Larger collections
•Shared community meeting space
•Access to computer technology
•Cooperative acquisitions
•Significant less cost to each entity
•Relieve pressure of high use on the present downtown library
•Attract new library users who currently do not use library services
•Location for expanded community learning programs
•Dramatically improved facilities for COT students
Sustainability Goal: Create a low maintenance “green” building that 1) is
affordable to build and operate, and 2) demonstrates sustainability concepts
to community
