SAGE Program Proposal Review & Ranking Instructions 2015 ELIGIBILITY CRITERIA: SAGE program proposals must: be completed fully; including signatures. be filed on/before the deadline date. include all the required attachments: course outline program itinerary, program provider proposal, Faculty Development transcript or SAPL Certificate copy. NOTE: Proposals not meeting these criteria will not be considered. PROCESS: Each proposal will be reviewed and scored using the SAGE Proposal Evaluation Rubric 2015 by three members of the Study Abroad Committee. Committee members will indicate in advance of any conflicts of interest and may have 3 to 6 proposals each depending upon the number of submissions. These scores will be averaged to a final proposal score. After the individual proposal review and scoring, all the programs will be awarded additional points based on the criteria listed below. The committee will consider the following the final point tally in making recommendations. PHASE II – Additional Point Scoring: All program proposals will be awarded or subtracted additional points based on the criteria listed below. NOTE: the Study Abroad Committee will consider the total of PHASE I and II points in making the final recommendations. RECOMMENDATIONS: The recommendations will be awarded based on the final proposal scores and using appropriate tie-breaking criteria. 1. Recommended and awarded scholarship funding 2. Waitlisted and awarded scholarship funding in the event of a cancellation (summer programs only) 3. Recommended but not awarded for scholarship funding* 4. Not recommended or awarded for scholarship funding FUNDING: Although funding levels are never guaranteed, the Study Abroad Committee will operate on previous budget history to make recommendations. Based on the budget history, the committee will recommend and fund 10 programs and waitlist 2 summer programs annually for funding in the event that there are cancellations. *Please note: Programs recommended, but not awarded scholarship dollars, will not have a SAGE printing budget. Contracts will not be negotiated with providers until after the application deadline date. +15 POINTS: Programs that are under a multi-year Memorandum of Understanding as long as the faculty program leader is rotated each year of the cycle. Program leaders that only have a one-year history. This does not count cancellations. Add an additional 5 points if enrollment reached 16 students or more. Please note: The additional points are only available for repeat program leaders up to three years. At that time, the program must rotate in new program leaders unless there is nobody to take over. Veteran program leaders who have taken three years off or more and have provided support for study abroad and/or mentored others during that time. This does not count cancellations. This does not count cancellations. Add an additional 5 points if enrollment reached 16 students or more. Please note: The additional points are only available for repeat program leaders up to three years. At that time, the program must rotate in new program leaders unless there is nobody to take over. Veteran program leaders who have taken two years off and have provided support for study abroad and/or mentored others during that time. This does not count cancellations. +5 POINTS: Program leaders that have a three-year history. This does not count cancellations. Add an additional 5 points if enrollment reached 16 students or more*. Veteran program leaders who have taken one year off and have provided support for study abroad and/or mentored others during that time. This does not count cancellations. -5 POINTS: The Request for International Travel form was not submitted by the deadline date. IN THE EVENT OF A TIE: The committee may use the following criteria to make final decisions: 1. The number of programs going to the same country. The goal is to provide students with a variety of destination options. 2. The number of programs being offered within the same discipline or the same course prefix. The goal is to provide students with a variety of course options across different disciplines. 3. The number of years that a program leader has been leading study abroad. The goal is to provide faculty who have only been leading 1-2 years and new faculty to cycle into the rotation. 4. The number of years that the veteran faculty member has taken off from study abroad and the service that they provided to support and/or mentor others during that time (i.e., serving on an international education committee, helping a program leader market his/her program to students, volunteering time to the SAGE Office to help promote study abroad, facilitating a SAGE Skillshop or Faculty Development workshop). 5. If the same program (country, course) is submitted two years in a row and cancels, it will not be reconsidered for funding for at least three years. 6. If a new proposal directly competes with an existing program in terms of course prefix or course content that has three years or less history, then preference will be given to the existing program. 7. The number of programs being offered at each Valencia campus. 8. Repeating program enrollment history. IN ADDITION: Faculty who sit on the Study Abroad Committee and plan to submit a proposal will not be permitted to vote on any of the proposals. Unless SAGE has received a funding increase, ten proposals will be selected for funding and two will be waitlisted. Faculty who have taken time off from study abroad, but who have not provided support for study abroad and/or mentored others during that time will not be given additional points. If the Study Abroad Committee needs clarification on an item in the proposal, an email will be sent to the faculty member via the SAGE Office to respond.
