CLASS TITLE: DIRECTOR RISK MANAGEMENT/ADA COORDINATOR
BASIC FUNCTION:
Under the direction of the Vice President, Business and Administrative Services, plan, organize,
control and implement all forms of safety and risk management techniques; assure protection for
the District's human, financial and physical resources against unreasonable loss by controlling
conditions that cause accidental losses, ,including administering the District insurance policies
and procedures relating to property, liability, Workers’ Compensation student accident;
coordination of claims submission and management; act as the District’s Americans with
Disabilities Act (ADA) Coordinator (under the direction of the Superintendent/President).
REPRESENTATIVE DUTIES:
1.
Act as District’s Americans with Disability Act (ADA) Coordinator including evaluation of
new and/or continuing employee accommodation needs; work with supervisors in
determining whether reasonable accommodation are feasible; assist Director, Facilities
with physical barrier removal requirements; work with Disabled Student Services
Coordinator/Enabler and Director, Human Resources on a variety of disabled student,
applicant and employee issues related to the ADA; advise, instruct and direct supervisors
and other administrative staff on ADA regulations, compliance problems and conflict
resolution; investigate and respond to discrimination and non-compliance complaints and
audits. Conduct and coordinate ergonomic evaluations and review identification of risk
factors, adjustments and simple modifications. [E]
2.
Responsible for management of and signature authority for ADA, insurance premium, and
ergonomic evaluation-related expenses, risk management accounts/budgets. Develop
and prepare the annual department budget including the District’s annual schedule of
insurance. [E]
3.
Responsible for loss control including development, revision and implementation of new
and existing policies, procedures and practices and enforcement . Communicate with
other administrators, District personnel and outside organizations to coordinate
activities and programs, resolve issues, conflicts and exchange information. Inspect
physical facilities and grounds to identify and evaluate factors affecting safety, health
and security; assure compliance with a variety of environmental laws; recommend
corrective action. [E]
4.
Develop and assist in the formulation and revision of District policies and procedures;
research, interpret and provide advice on applicable California Education Code sections
and other governmental regulations.
5.
Develop, maintain, administer, and assure compliance with laws, codes, regulations and
district policies and procedures including: Safety and Hazard Communication, Injury and
Illness Prevention, Blood Borne Pathogen and Right-to-Know programs; and cost
containment programs. Oversee development and coordination of training programs for
employees to meet all federal, state, and local safety laws and regulations including
Cal/OSHA compliance. [E]

Administer District’s property/liability, Workers’ Compensation and student/athletic accident

insurance programs including needs assessment; recommend specifications for insurance
purchases, submit insurance underwriting information and prepare a comparison of various
coverage proposals presented by carriers and brokers. Maintain current insurance values
for buildings, contents and equipment. Manage special insurance programs (i.e. nursing
professional liability, foreign liability, special events insurance, etc.) [E]
7.
Prepare incident reports, claims submission, investigation, and maintenance of required
District claim records. Act as the district’s representative at hearings and conferences with
limited authority to propose and/or accept settlement offers and attend court proceedings
related to liability and property issues. Act as mediator for and liaison with Human
Resources, administration, attorneys, employees, members of the public and outside
agencies in the effective resolution of various claims, situations and conflicts. Supervise
the reporting and processing of student accident reports and claims with the insurance
carrier. Assist on issues related to Workers’ Compensation claims adjusted through a third
party administrator.
8.
Review insurance and indemnification language in District contracts to control transfer of
risk; approve, provide, and exchange Certificates of Insurance with vendors, requestors
and facility users and maintain reference file. Assist with compliance guidelines, write
Waiver and Hold Harmless Agreements for District programs and review memoranda of
understanding. [E]
9.
Direct and coordinate air pollution control and monitoring activities to assure compliance
with federal, state, and local laws and regulations related to environmental protection and
air quality standards with air quality standards set by applicable regulatory agencies
including the County and State Health Departments, Environmental Protection Agency
(EPA), Air Pollution Control District, Cal OSHA in the areas of traffic abatement efforts;
investigation of complaints/concerns regarding indoor air quality and other environmental
issues.
10.
Maintain liaison to the San Diego County Office of Education County Risk Management
Office Program in the insurance underwriting, management and loss control including
coordination of District's participation in the pre-placement physical and hazard
communication programs; serve as District’s alternate representative on the San Diego
County Joint Powers Authority (JPA).
11.
Coordinate the work of the District’s fraud committee; Chair the District’s Health & Safety
Committee. Conduct and facilitate meetings, and participate on a variety of assigned
District committees.
12.
Administer the District's physical examination program for pre-placement and return to
work; evaluate temporary modified or alternative work duty as reasonable
accommodations; recommend fitness-for-duty exams - determine type of exam required;
advise administrative staff on when “non-routine” exams are appropriate; interact with
examining physicians; interpret outcome of such exams and recommend and/or take
required action thereon.
13.
Serve as resource person for administrative staff on various health/safety, ADA, risk
management and insurance issues including interfacing with legal counsel, both the
District’s and the opposition, and service as the District’s representative at hearings,

conferences, depositions and court appearances on an as-needed basis.
14.
Assess and evaluate the District’s exposure to risk: recommend, implement and monitor
risk avoidance, risk transfer, risk sharing and risk financing options for the District’s
Workers’ Compensation, property, casualty and general liability program. Review and
recommend the purchase of additional insurance for high risk and/or unusual activities,
events, or programs. [E]
15.
Assist as needed with a tracking program on hazardous substances used in the workplace
with verify that copies of the latest Material Safety Data Sheets and any other pertinent
information is obtained; develop procedures to keep the list current. Ensure that
employees are informed of provisions of the hazard communications standard and any
hazardous substances present in the work area.
16.
Function as the Safety Officer under mandated OSHA standards for all hazardous
materials incidents. For other incidents, the Safety Officer is responsible for monitoring
and assessing hazardous and unsafe situations and developing measures for assuring
personnel safety. Serve as the point of contact for coordinating the response and
deployment of counseling and psychology personnel for critical incident stress
management. Assist with business continuance scenarios and contingency plans to
maintain operations during downtime and/or major disasters. [E]
17.
Develop and implement measurable criteria for District driving privileges and coordinate
program with the Facilities and Fiscal Services Departments. Review employee Motor
Vehicle Driving Records, notifying supervisors of those employees whose driving records
are unacceptable and recommend appropriate action.
18.
Supervise and evaluate the performance of assigned staff; plan, coordinate and arrange
for appropriate training of subordinates.
19.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Education and experience equivalent to a Baccalaureate Degree and five years directly related
work experience.

occasional exposure to angry, disgruntled and abusive individuals; usual assignment worked
