DIRECTOR, FACILITIES
BASIC FUNCTION:
Under the direction of the Vice President, Business and Administrative Services, plan, organize
and direct the maintenance and operations functions and personnel within the Facilities
department; coordinate construction, alteration and maintenance services performed by
independent contractors, organize and direct the planning for the: 1) district’s facility capital
outlay program; 2) district bond measure facility program, and, 3) district scheduled maintenance
program, special repair program, and the hazardous materials program. Included is the
preparation of documentation for all projects, completion of all applications and reports such as
the Space Inventory, Facility Master Plan, Five-Year Construction Plan, and Initial and Final
Project Proposals. May obtain professional services to support various components of the
planning function. Coordinates participation from departments, disciplines, colleges and district
in the planning process.
Responsible for coordinating and implementing a variety of projects, programs and functions
related to the construction, modification, maintenance, and repair of district facilities including:
classrooms, laboratories, athletic and recreational areas, offices, and other facilities as well as
building maintenance, grounds, and custodial functions throughout the district.
REPRESENTATIVE DUTIES:
1.
Plan and coordinate district wide capital construction program. [E]
2.
Plan, coordinate and direct district maintenance, grounds and custodial services; provide
assistance in planning, developing and preparing for major capital projects for new
construction and reconstruction. [E]
3.
Plan and coordinate district transportation and vehicle/equipment repair functions.
Supervise control of vehicles and control availability of vehicles for use by district
personnel.
4.
Develop and direct ongoing facilities’ safety inspections of buildings and grounds to ensure
compliance with all building, fire and life safety codes; investigate accident reports
involving Facilities personnel.
5.
Develop and manage preventive maintenance program; prepare and submit five-year
deferred maintenance plan for district buildings, utilities, equipment and grounds; maintain
space utilization inventory of physical plant. [E]
6.
Prepare annual five-year capital construction plan and assist in the development of the
districts’ Facilities Master Plan. Develop and maintain energy conservation program. [E]
7.
Prepare and manage district wide storm water pollution prevention management and
recycling programs.
8.
Assist in the selection of Facilities personnel; train and evaluate the work of employees
within the Facilities department. [E]

9.
Prepare and manage annual budget for Facilities department; analyze and determine
current and future stock requirements; arrange for purchase of materials, supplies and
equipment; supervise evaluation of materials, supplies and equipment.
10.
Write and submit funding proposals for scheduled maintenance, hazardous substance
removal projects, capital construction projects and other state funded projects. [E]
11.
Develop and prepare specifications for construction contracts and deferred maintenance
projects; serve as contract administrator. [E]
12.
Develop and submit Initial Project Proposals (IPP) and Final Project Proposals (FPP) for
capital construction projects. Confer with district administration, faculty and staff regarding
operational requirements, planning, alteration and modification of district facilities; confer
with design professionals in developing and preparing preliminary and working drawings;
review contract documentation and specifications. [E]
13.
Handle permitting process and make necessary submittals to appropriate agencies related
to, but not limited to, underground storage tanks, elevators, generators and compressors.
14.
Conduct bid openings and pre-construction conferences associated with construction
projects; coordinate the work and services of independent contractors including
construction/project managers engaged in buildings and ground construction, alteration,
modification and repair. [E]
15.
Prepare cost estimates for maintenance and construction projects performed by
independent contractors and district personnel; inspect construction projects in progress
and approve progress payments as appropriate. [E]
16.
Act as district’s liaison with hazardous waste haulers, State and County Hazardous
Materials, Cal OSHA, Department of Transportation and other governmental agencies on
issues relating to hazardous waste generation, storage and disposal; attend meetings
related to hazardous material handling and disposal.
17.
Develop, prepare, and submit annual reports to the State of California regarding the
district’s hazardous waste generation, storage and disposal activities; coordinate, advise,
and monitor hazardous material inventory preparation and maintenance of both individual
department and Purchasing’s master MSDS records. Cradle-to-grave responsibility as the
district’s authorized signatory for disposal manifests. Coordinate all hazardous waste
disposal, select contractors and respond to spills and/or incidents; record maintenance and
maintain manifest logs; arrange for training of department personnel that generate and/or
handle hazardous waste in proper procedures. [E]
18.
Coordinate with ADA Coordinator on the removal of physical barriers.
19.
Conduct a variety of studies and investigations; prepare and present a wide variety of
statistical and narrative reports.
20.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination equivalent to Bachelor’s degree in Business Administration, Management,
Architecture, Engineering or related subjects and six years experience in the building trades.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver license.
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Maintenance, Grounds and Custodial staff.
CONTACTS:
Administrators, Governing Board members, faculty, staff, Chancellor’s office representatives,
colleagues at other colleges, and members of the public.
PHYSICAL EFFORT:
Moderate physical labor with frequent to constant standing and walking for extended periods of
time; walking over rough or uneven surfaces; frequent lifting, carrying, pushing and pulling of
objects weighing up to thirty-five pounds; frequent bending, kneeling and stooping; ability to
operate district vehicles including electric carts to travel to and from a variety of locations on and
off campus as needed to conduct district business.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving interactions and
communications personally, by phone and in writing with a variety of individuals and/or groups of
individuals from diverse backgrounds on a regular, on-going basis; ability to appropriately

WORKING CONDITIONS:
Busy, indoor and outdoor environments; intermittent exposure all weather conditions including
rain and extreme heat; may be required to work while using or wearing safety equipment such as
respirators, protective gloves, steel toed footwear; possible exposure to dust, oil/grease,
gasoline, diesel fuel, smoke and pollen, high voltage and/or hazardous materials such as
pesticides, herbicides, solvents and other toxic chemicals and fumes; subject to frequent
contacts and interruptions by individuals in person or by phone; work assignment may include
day and/or evening hours, weekends and/or holidays.
