Request for Proposals for Candidates for Flagship Program Status

The President and Provost invite the dean of each college and the Director of the Honors
Program to submit for consideration a proposal of one or more select programs for
candidacy for Flagship Program status. Each proposal must address the criteria for
Flagship Program status, and clearly articulate the process by which the candidate
program expects to achieve the criteria. The proposal must identify: 1) the resources
required, both financial and human, to achieve success; 2) the expected timeline to
progress to Flagship Program status; 3) annual measurable benchmarks to permit the
evaluation of progress; 4) overall achievements necessary to determine the success to be
designated as a Flagship Program; and 5) how the program, once it achieves Flagship
Program status, will continue to meet resource requirements necessary to maintain overall
quality.
The Provost, with input from the University Flagship Committee, the college Deans and
the Associate Provost for Undergraduate Studies, shall recommend to the President
programs to be selected as a candidate for Flagship Program status. Final decision
authority rests with the President.
Programs selected for candidacy for Flagship Program status should demonstrate the
ability to meet the criteria within a reasonable period of time, e.g. five to seven years or
less. Candidate programs must submit annual progress reports to the Provost. Following
annual evaluation, the Provost recommends to the President that the program be
continued or discontinued in candidacy status. After a minimum of one year in
candidacy status, the Provost may recommend to the President that a candidate program
be designated as a Flagship Program of the University. Each Flagship Program must
submit annual reports to the Provost for evaluation. Flagship Program status is granted
for five years and is renewable based on the program’s demonstrated ability to continue
to achieve the criteria for Flagship Programs.
Criteria for Flagship Candidacy Status:
Each program applying for Flagship candidacy will demonstrate the following:
--The program is deeply committed to, embedded within, and enhances the ideals of
liberal education central to the University of North Florida’s mission and embodied in the
general education curriculum.
--The program is consistent with the college’s Strategic Plan and, moreover, is important
to the overall achievement of the college’s strategic goals.
--The program can effectively leverage the Flagship resources to attract outside funding
and/or resources appropriate to its discipline.
--The program is responsive to and engaged with significant issues within the various
communities--local, regional, national or international-- that the University of North
Florida serves
Timeline for 2006:
Friday, March 2, 2007 – proposals for Candidate Flagship Programs from each college
are submitted to the Provost’s office
March 5 - March 29, 2007 – proposals are reviewed by the Flagship Committee
March 30, 2007 – recommendations for candidate programs are submitted to the Provost
by the Flagship Committee
Spring 2007 – Candidate Flagship Programs are selected by the President
