Outcome Objective: Greater than 95% of all EPA employees disclosing. Measure(s): COI disclosures by ECU EPA employees. EPA employees will be reminded to disclose complete their annual COI disclosure online. The names of EPA employees that completed their annual disclosure will be compared to the HR list of EPA employees. Categories II and III COIs. Management plans for categories II and III COIs are matched with those that disclosed a category II or III COI. Category IV COI. Category IV COI does not exist at ECU. Goal 2: Export control screening and monitoring is part of the ECU export control management plan. Outcome Objective: 100% screenings of all exports and begin to develop an inventory of identified controlled items that are on campus. Measure(s): Identifying ECU exports. All shipments of packages to foreign countries will be screened for item and recipient prohibitions prior to shipment. Shipping department will only ship items to foreign countries with a documented email from ORCA confirming export control screen. Screening records kept by ORCA will match foreign shipping records. Identifying controlled items on campus. Development of an inventory of identified controlled items will be created through collaboration with Purchasing, EH&S, and Material Management. Meetings with collaborative parties will be initiated and milestones created. Outcome Objective: 100% of all NSF funded individuals to have received RCR training or documented that they’ve received training at another institution within a 3-year period. Measure(s): All NSF and NIH training grant funded individuals have documented training. Quarterly, a listing of NSF and NIH training grant-funded individuals will be developed by Banner operators. Individuals who have received or viewed the RCR training video will be checked against the Banner list. 100% of those funded by NSF or NIH training grant will have received RCR training. Develop RCR training program for graduate students. A RCR program will be developed for all graduate students. In conjunction with the Graduate School and the GSAB, a program consisting of multi-mode delivery of RCR education will be available for all graduate students to take if their specific graduate curriculum does not require or have ethics and professional responsibility courses. Goal 4: Compliance audits. Outcome Objective: Annually audit one ECU regulatory compliance committee. The audit consists of a desk audit of committee files for records required by regulations of these committees and results of federal or state agency inspections. Measure(s): IRB. University and Medical Institution Review Board. IRB records of meetings, investigations, and proceedings are in place. Major FDA or OHRP inspection findings and minor findings are addressed. IACUC. Institutional Animal Care and Use Committee. AAALAC accreditation is maintained. All reports to OLAW and USDA are current. IBC. Institutional Bio-safety Committee. IBC records of meetings and inspections are in place and in compliance with OBA guidelines. All reports to OBA are up to date. Radiation safety records of meetings are in place and in compliance with state and NRC guidelines. All uses of radiation in research are reviewed by the Radiation Safety Committee. Boating and Water Safety. Minutes of the Boating and Water Safety Committee are on file and committee concerns are addressed. Chemical Hygiene and Laboratory Safety. Records are available for laboratory inspections. Committee minutes are available and concerns raised in the minutes are addressed. Research facilities meet regulatory requirements. Goal 5: Policies, Rules, and Regulations (PRR). Outcome Objective: Policy migration. Current research policies for the Division of Research and Graduate studies will be migrated to the PRR website. Measure(s): Divisional research policies are found on the PRR website. Research policies in the faculty and business manual are to be migrated to the PRR website. PRR Review and Development. Divisional PRRs found on the PRR website address Division’s needs and activities, are up to date, and reviewed annually.
