ECU Police Department
ECU Values:
ECU’s Police adheres to the established “enduring values” outlined in ECU Tomorrow: A Vision for
Leadership and Service (2007), ECU’s long-range strategic plan and is aligned to the Strategic
Action Plan, 2010-13 and its corresponding Key Performance Indicators that advance our Mission.

Key Strategic Planning Principles:
Several key planning principles were established to develop this strategic plan:






Support for student success throughout the continuum of their college learning experience;
Adherence to ECU Tomorrow: A Vision for Leadership and Service, 2007 and the ECU
Strategic Action Plan, 2010-13;
Support for effective leadership and professional development;
Purposeful decision-making, moving towards clearly defined goals and measurable
objectives;
A commitment to institutional effectiveness; and,
Allocation of resources to ensure attainment of established priorities.

Goal 1:
Continue to support a safe and secure campus.
Outcome Objective: Increase access to crime prevention information and safety
awareness information.
 Measure: Implement new community oriented policing methodologies to include
researching FaceBook and other innovative ways to reach the student, staff and
faculty population. Average 750 visits per month
 Measure: Develop a Citizens' Police Academy for students, staff and faculty in an
effort to increase their knowledge of police officer and staff functions. The number
of participants of the Citizens Police Academy and assessment of the learning
objectives through a pre and posttest
 Measure: Increased number of COAD 1000 presentations. # of students in each
class and # of classes presented to this year versus last year. Pre and posttest before
and after presentations to measure learning outcomes
Goal 2:
Organizational Excellence.
Outcome Objective: Enhance recruitment efforts by enhancing and implementing a
recruitment plan.
 Measure: Develop a recruitment PowerPoint presentation that can be used at job
fairs, BLET visits, and other recruitment efforts
 Measure: Increased number of female and identified minority officer applicants.
 Measure: Increased number of employment interest cards from females and
minorities
Goal 3:
Leadership by design.
Outcome Objective: Increase accountability measures to support the Law Enforcement
Code of Ethics for sworn and civilian employees.
 Measure: 100% of employees will sign documents
Outcome Objective: Develop exemplary leadership.
 Measure: 100% of all commanders, lieutenants and sergeants shall complete an
advanced law enforcement leadership training course by 2014
 Measure: Submission of training completion to at least three media outlets

Goal 4:
Advance a culture of wellness in the ECU PD.
Outcome Objective: Implement a voluntary wellness program that includes fitness
assessments through the ECU Human Performance Lab, an annual physical abilities test,
and wellness education and skill development training for participating police officers.
 Measure: Number of sworn officers participating in program
