Extension Council Meeting
September 10, 2008
Minutes
Present: Chad Baker, Brittani Hahn, Leslie Niebrugge, Lisa Rexroat, Rick Wendling, Amy
Nosbisch, Jeremy Pruemer, Kathleen Green, Carol Perkins, Charlie Voelker, Carolyn
Willenburg, County Director Rosie Gibbons, Natural Resource Educator Brenda Roedl, and
Effingham Center Youth Development Educator Dana Holmann.
Absent: Josh Perkins, Solomon Dzakuma, Rob Kiefer, Larry Riley, Bob Westendorf, Kent
Mellendorf, Jerry Pruemer, and Richard Stockman
Charlie Voelker made a motion seconded by Kathleen Green that the minutes have the wording
“matched by state” added to 100, 85 & 0%. Motion carried.
Guest Speaker Dana Holmann, Effingham Center Youth Educator, was introduced to the council
members. She gave a presentation on her role with 4-H.
County Director Rosie Gibbons presented the financial report. The 85% budget was approved.
Carolyn Willenburg motioned to accept the fiscal report. Lisa Rexroat seconded. Motion
carried. A list of established charge accounts was presented. They are as follows: AT & T,
American Income, Cooke Business Systems, Danka, Illinois Consolidated, J & J Venture, Kmart,
Martin’s IGA, National 4-H Supply, Reliable, Roberts, Tele-a-pair, U. S. Postmaster, Viking,
Wal Mart. Unit staff members are the only individuals authorized to charge. If a charge needs to
be made on an account not listed, approval must be received from the County Director. A
motion to approve the charge accounts was made by Carolyn Willenburg and seconded by
Charlie Voelker. Motion carried.
Rosie Gibbons presented the council orientation information and the organizational chart.
The election of officers was held. They are as follows:
President – Lisa Rexroat
Vice – Bob Westendorf
Secretary – Amy Nosbisch
Financial Reporter- Chad Baker

Elected officers as well as the County Director and County Educator will be signatories on the
in/out checking account.
Kathleen Green reported on the In/Out account audit. A motion to accept was made by Carolyn
Willenburg and seconded by Charlie Voelker Motion carried.
Brenda Roedl reported on Ag and Natural Resource programming. She discussed the need for
volunteers for fishing with 5th graders and the CSI camps from the summer. Brenda also showed
the new butterfly curriculum binders.
Rosie reported on the Community and Economic Development, Family and Consumer Science
and Youth Development programming.
Future meetings will be held on November 18th, February 17th, and June 16th. Extension Board
members meeting will be on January 20th.
A motion to adjourn the meeting was made at 9:53 p.m. by Chad Baker. Jeremy Pruemer
seconded. Motion carried.
The next meeting will be held on November 18, 7:00 p.m.
