EMAHSN initial expression of interest form
Igniting innovation: bringing together the NHS, universities, industry and social care to
transform the health of our 4.5m East Midlands residents and stimulate wealth creation.
The EMAHSN is looking to support innovative projects and initiatives which:

are clinically proven

have an established health economics business case

are not yet wide deployed or used across the East Midlands’ healthcare economy but
have the potential to be diffused across the region at scale and pace

will deliver major improvements to healthcare outcomes, patient experiences and
services

demonstrate patient / service user / carer involvement and/or provide improved
services to currently underserved communities (e.g. black and minority ethnic
communities).
Of particularly interest are those which can delivery significant improvements in our priority
areas of frailty, stroke, obesity and mental health but proposals with the potential of having a
major impact in other areas are also of interest.
Any project or initiative which can contribute towards wealth creation in the East Midlands,
for example supporting the growth of SME healthcare companies, employment creation,
attracting inward investment will also be of particular interest.
The EMAHSN is unlikely to be able to support or fund:







Primary research e.g. drug trials.
The sale of existing products e.g. project management systems.
Product or market development e.g. product prototyping or marketing support.
Initial piloting of early stage ideas which have not yet demonstrated their efficacy.
Small scale initiatives which have a low impact on a small patient group.
Small scale initiatives which have limited spread potential due them only being
applicable in one geographic location or organisation.
Activities or initiatives that organisations should fund internally as part of their ongoing organisational costs e.g. staff training or service audits.
To help our decision making complete this form as fully as possible. We will provide initial
feedback on whether we may be able to support your proposal. If it progresses to the next
stage we will work with you to prepare a more detailed proposal. A final decision will be
made by our projects board. If not successful, whenever possible we will signpost or

introduce you to other groups within the NHS and elsewhere who may find your proposal of
interest.

1. Describe your proposal for innovation in the provision of healthcare in the East
Midlands and how it will deliver a major improvement in patient care. Include a
brief summary of support required from EMAHSN and other organisations for
the initial stage of the project (250 words maximum).
2. EMAHSN can only support innovations shown to work in practice and/or those
with a research evidence base. Have evidence based studies been published to
confirm the effectiveness of the proposed innovative service / product /
procedure / process in improving patient care and/or the efficiency of
healthcare delivery? If so please provide a short summary of results and any
available references (100 words maximum). Note: if you are not aware of studies
undertaken in the setting(s) or environment(s) proposed for the project then
reference any studies in other healthcare settings.

3. IMPACT
EMAHSN is seeking proposals for proven innovations which, when adopted at
pace and scale across relevant target East Midlands communities, have
potential to deliver major improvements to patient care and wealth creation.
It is recognised that the initial stage of the project may focus on deployment in
a smaller area or to a specific target patient group. However, it is also
important for EMAHSN to understand the full potential impact of your proposal
once it has been diffused throughout target areas across the East Midlands.
We are particularly interested in innovations in these clinical priority areas:
- Frail Older People
- Stroke Rehabilitation
- Mental health support services
- Obesity related illnesses
- People with Diabetes.
However, innovations in other areas which can delivery major improvements in
patient care and/or add to significant wealth creation in the East Midlands may
also be supported.
3a: PATIENT CARE
Describe the improvement in patient experience, patient safety and/or patient
outcomes which will be delivered by the uptake of the proposed innovation
and the relevant importance to typical target patients. This may include the
delivery of existing level of patient care and outcome in a more efficient or
timely way (100 words maximum).

3b. TARGET PATIENT POPULATION FOR INITIAL STAGE OF PROJECT:
Who are the target patient population (e.g. people with type II diabetes) and, if
known, which demographic and geographical areas will be covered in the
initial stage of the project (e.g. NHS Southern Derby CCG population).
Where available please provide approximate number of patient in the target
patient group (or target per annum number of patients expected to benefit from
this intervention where applicable). Also provide information on how
accessibility to a completion cross section of population and patient groups
can be achieved (100 words maximum).
Note: Where the innovation relates to the more efficient or timely delivery of existing
patient care then please estimate approximate numbers of patients currently
receiving the relevant care or procedure. If known, please also state the NHS Trusts,
local authorities, CCGs, research groups, companies or other collaborators which it is
envisaged will be involved in the initial stage project.
3c. TARGET PATIENT POPULATION ONCE INNOVATION DIFFUSED TO
RELEVANT TARGET POPULATIONS THROUGHOUT EAST MIDLANDS:
Who are the target patient population in the East Midlands (e.g. all surgical
patients in all acute hospitals) (100 words maximum). Where available provide
approximate number of patients in the target group (or target per annum
number of patients undergoing this treatment or procedure where applicable).
Note: If appropriate please also provide comments on the application of the
innovation throughout the wider NHS and in international healthcare markets.

3d. WEALTH CREATION:
Describe how rollout of the proposed innovation might contribute towards
wealth creation in the East Midlands region (150 words maximum), including:

Innovative goods or services which will be procured from commercial
organisations operating in the East Midlands

Intellectual property (i.e. new patented or licensed devices, medicines or
processes) created by East Midlands based organisations (including NHS
organisations) which will be utilised in the project

Self-sustaining East Midlands employment opportunities created by the
project or continued employment enabled by the project (especially in
groups in which there is high under-employment)
4. CHALLENGES & BARRIERS TO SUCCESSFUL DIFFUSION THROUGHOUT
TARGET POPULATION:
4a. What are the challenges and barriers to successful adoption of the
innovation throughout the East Midlands? Besides ensuring that the
innovation is effective, what other factors do you consider are stopping or
slowing down the use and uptake of the innovation throughout the East
Midlands? (150 words maximum).

4b. What techniques and activities are proposed to ensure diffusion
throughout the East Midlands target population and to overcome the
challenges and barriers identified in 4a? (100 words maximum).
Note: If the plans for diffusion are currently unclear then state UNKNOWN and where
appropriate the EMAHSN will assist in identifying the key challenges and barriers.
