Harney County 4-H Fundraising Dinner
Harney County 4-H will host a fundraising dinner on Saturday, MARCH 7, 2009 at the
Elk’s Lodge. The Elks will prepare their famous chicken fried steak dinner with all the
trimmings. Dinner will start at 4 & 5:30 pm. Bingo, Button, Face Painting, Cakewalk
and silent auction will also take place.
4-H members are encouraged to sell raffle tickets for the Camcorder package. The
package is valued at $ 615.00 and includes; 40GB Hybrid Camcorder with 2000X
digital zoom, 2.7” wide LCD display, rechargeable battery, software, SD card & camera
case. Tickets are 50 cents each or 5 for $2. Tickets are due back into the Extension
Office by Friday, March 6th. The drawing for the Camcorder will occur on Saturday,
March 7th - during the dinner. 4-H members are to sell two books of tickets (40).
Participating in fundraising raffle sales, qualifies 4-H members for ½ registration fee for
4-H Camp, 4-H Summer Days at OSU, EOLR, and support for State Fair and other
leadership opportunities
Clubs are encouraged to donate a silent auction item. Items can be brought to the
Extension Office prior to the event. Items should be at the office by Friday, February
27th.
The 4-H Leaders Association will hold a table decorating contest at the 4-H Fundraising
Dinner. Clubs are encouraged to decorate around the Fair theme of “ Country Fun for
Everyone ”. The clubs with the best decorations will receive an ice cream sundae party
from the 4-H Leaders Association.
Every member and leader is encouraged to donate a cake or plate of cupcakes to the
Cakewalk. Remember to place cakes/cupcakes on a disposable plate and cover them
with plastic wrap.

4-H Enrollment Forms are Due February 27th
.
Every member and leader must fill out an enrollment form each year. Remember to fill
out your form and pay your $1 accident insurance fee by the February 27th deadline.
Leaders may pick up their packet at the 4-H Extension Office.
Remember that each year you need to complete the Large Animal Breeding
Project paperwork and turn it in by the June 15th deadline. 4-H Horse
Helmet rentals are now due as well. Take a moment and do all the 4-H
Paperwork NOW!
Trail Blazer 4-H Night
The Portland Trail Blazers are pleased to offer 4-H students and their friends and
families a special opportunity to come to the Rose Garden to see them play the Phoenix
Suns, Thursday March 26, 2009.
A select group of 20 students will have the chance to High Five the
players on the court before the game. Everyone will be invited
down on the court after the game to have their picture taken at
center court and have a chance to shoot free throws.

Congratulations
Sam & Crystal Armstrong welcomed their baby boy, Justin
Samuel at 8:06 pm on January 5th, 2009. Justin weighed 6 lbs.
2 oz. and was 19 ½ inches long. Mom reports he has lots of
black hair and is beautiful. They are both doing well and are
looking forward to some time together at home.

Market Steer Tagging
Saturday, March 14th all 4-H Market Steers will be tagged at the Harney County
Fairgrounds beginning at 10 am. This is the only day to tag steers .FFA steers will be
tagged at the same time. Plan ahead and be ready for the tagging.
Fair Livestock Committee
The committee will be meeting on January 21st, 6:00 p.m. at the Basement Meeting
Room in the Courthouse. We will be discussing the auction, fair classes and new
regulations for livestock.
Market Animal/Carcass of Merit Programs
The Carcass of Merit Program will be changing slightly this year to
better reflect industry standards and to improve the educational value of 4-H market
animal projects. The decision was the result of a discussion at the 4-H Leaders
Association Meeting held on November 14, 2007. Requirements for a Market Animal of
Merit will be adapted from the Washington State Steer, Hog and Lamb of Merit
Programs described in the Washington State University Extension Publications
EB1460E, EB1461E and EB1462E, respectively. These publications are available at
the Harney County Extension Office (450 N Buena Vista, Burns, OR) or via the internet

The Average Daily Gain criterion used as one of the standards for selecting a Market
Animal of Merit requires that all market animals of a particular species be tagged and
weighed in on the same day using an Oregon State Certified Scale. Participants that
are unable to take part in the initial tagging and weigh-in opportunities (see 4-H
calendar) are ineligible to participate in the Steer, Hog or Sheep of Merit Programs.
However, these participants WILL have the opportunity to participate in the Carcass of
Merit Programs. The Carcass of Merit Program is identical to the Market Animal of
Merit Program except Average Daily Gain is not included.
Neither the Market Animal of Merit nor Carcass of Merit Programs have been designed
to rank carcasses. Instead, these programs award a superior level of achievement in
producing high cut ability and quality carcasses. The purpose of the Carcass of Merit
Program is to:

Recognize exhibitors for producing high-value carcasses.

Identify selection, breeding, nutrition, and management practices that
result in desirable carcasses.
Promote and improve the educational value of market animal 4-H projects.
Malheur Livestock Symposium
The symposium will be held on February 21st at the Fairgrounds in Ontario. Registration
begins at 9:30 a.m. Presentations and lots of information are available. Leaders
reported that last year it was very interesting and well worth attending.
Eastern Oregon Leadership Retreat –
EOLR will be held in Union County on March 13th,14th,15th. EOLR Is
designed to enhance your leadership and communication skills. Is a
great way to make new friends and learn new skills in a very positive
environment? Emilee Reynolds & Julee Withee, are serving as
Governing Board members from Harney County. Registration
materials will be mailed to older youth in Harney County.
Registrations are due in the Extension Office by February 29th.
Remember the registration fee is ½ price or $20 if you sell
fundraising raffle tickets for the Harney County 4-H.
The Media & Know Your Government (KYG)
How does the media impact public policy making at local, state and
national levels? Do we analyze what we see and hear in the local and
national media? How does the media impact candidates, campaigns and
political messages?
Join teens from many counties in Oregon, March 5-7, 2009 to learn how
the media influences our civic involvement. The program will take place in Salem at the
Phoenix Grand Hotel and Capitol Building.
The teen Planning Team has proposed a fun and interactive KYG program. The KYG
program is designed for teens in grades 9-12 (8th graders are welcome with consent of
County 4-H Agent). Four-H members, their friends, and other interested teens are
invited to attend Oregon’s Know Your State Government program.
Educational goals for participants in Know Your Government program include:
- Understanding how local, state and national government works.
- Applying skills for civic engagement.
- Exploring and debating issues.
- Having fun, new experiences in a safe environment.
Registration fee of $140 and forms are due Wednesday, February 27th. Fee includes: all
program materials, lodging (4 teens per room), breakfast each morning, dinner
Thursday evening, entertainment Friday evening, snacks, and lunch on Saturday.
Camp Counselor Training Sessions
Older youth in grades 9 –12 are encouraged to attend Camp Counselor
Training sessions and become a 4-H Camp Counselor. Training sessions
for 4-H Camp Counselors will be held April 25th & 26th in Seneca. May
2nd & 3rd, this is an overnight session held in Seneca, and June 14th an
evening training will be held. 4-H campers and counselors will rock out
as Hippies at 4-H Camp July 6-10, 2009 in the beautiful Logan Valley at
Lake Creek Camp.
Counselors are selected on their attendance at trainings, teamwork,
willingness to work hard, dependability, trustworthiness, spirit, respect of
others, ability to follow directions and work with others, personal strengths and abilities,
and completing and turning in the appropriate forms in a timely manner
4-H Camp is Rockin and Rollin
Dress like your favorite Hippies, from the 60’s and join us at the Grant/Harney 4-H
Camp! Camp will be held July 6-10th at Lake Creek Camp in the
beautiful Logan Valley. 4-H Members in grades 4 – 6 are encouraged
to attend. Cost will be approximately $200. Registration materials will
be mailed in May. 4-H members who sell raffle tickets qualify for ½
the registration fee from the 4-H Leaders Association. Mark the
dates on your calendar and plan to attend.
4-H Summer Days at OSU
Looking for a fun summer experience on campus? Check out 4-H
Summer Conference to be held June 22-25th on Oregon State
University’s campus in Corvallis. Classes, activities, meeting new
friends, and a great experience are all part of 4-H Summer Days. Look
for registration materials in the mail this spring. In honor of celebrating
the 150th anniversary of Oregon’s statehood, our theme is “Looking
Back to Look Forward”. The registration fee for Summer Conference
2009 is $200 per individual. Plans are underway to take a tour bus across the state
and pick up 4-H members along the way. The bus ride was fantastic last year.
Remember the 4-H Leaders Association will pay ½ the registration fee if you sell 4-H
raffle tickets.
Submit your design for the 2009 OSU 4-H Summer Conference T-shirt contest and
if you are chosen the winner, you will receive a full scholarship to the 2009 OSU
Summer Conference. Design must be received by March 2, 2009. Contact the
Extension Office for all the guidelines.
National 4-H Congress, State 4-H Scholarship and 4-H
Award: Information on the State 4-H Recognition Program has been
streamlined for 2009. Over 15 scholarships valued at more than
$14,000 are available to college bound high school seniors. State
Resumes and Applications for State 4-H scholarships, National 4-H
Congress and State level awards in citizenship, leadership, communication and team
community service are due in the Harney County Extension Office February 25, 2009.

4-H Ambassador:
4-H Ambassadors in Oregon are young people who are committed to 4-H and are ready
to give back to the program at both the local and state level. They are enthusiastic
about 4-H because of what they have received from 4-H. The Ambassador Program is
a fun and challenging way for youth to learn valuable leadership and life
skills. 4-H Ambassadors have proven to be enthusiastic leaders and
promoters of 4-H in their club, their county and/or their state. 4-H
Ambassadors in Oregon are young people who are committed to 4-H
and are ready to give back to the program at both the local and state
level. 4-H members in the 10th & 11th grade are encouraged to apply.
The application deadline for the 4-H Ambassador Program and the Statewide
Ambassador Team is May 1.
WRLF, Roundup in the Rockies
The Western Region 4-H Leader’s Forum will be held in Denver,
Colorado, February 25 – March 1, 2009. Get a rope around personal
skills you can use with 4-H’ers and gather up stray enthusiasm while
having fun sharing ideas and developing skills. Shana Withee , Julee
Withee and Meghann Gini will be attending and teaching a class on
Scrapbooking. To learn more about the WRLF workshops, speakers, networking and

WORLD CITIZENSHIP - Summer 2009 Programs
Delegates from Japan will arrive in Oregon in July of 2009. This is a wonderful
opportunity to share your home with another and learn about another culture. Many
opportunities are available to travel around the world with 4-H. 4-H’ers may choose
travel to Australia, Costa Rica, Finland, or Japan. Contact the Extension Office for
further information.
4-H’ers Donated to Local Food Bank
Harney County Food Bank will receive 62lbs of food from our local
4-Her’s. Members brought canned food to Achievement Night as part
of their community service. The Food Bank is always in need of
donations if you would like to donate.
4-H Contest Night
Start practicing your 4-H presentation now. 4-H Contest Night will be held
on Thursday, April 2nd at the Courthouse.
4-H Presentation
(demonstrations & illustrated talks) competition will take place in the
Courthouse Lobby. The 4-H Judging Card contest will be held in the
Basement Meeting Room. 4-H Recruitment Posters are due April 2nd.

schedule your presentation time. 4-H Contest Make-up Night is scheduled for April 23rd.
4-H Gold Medal Winners Announced
Harney County 4-H members received 4-H gold Medals for their outstanding project
work during their 4-H careers. Gold Medals were awarded on outstanding work as
recorded in Blue Ribbon Record Book, a letter of recommendation, and an interview
with a panel of judges. Receiving 4-H Gold Medals during the 4-H Achievement night

Gini, Lisa Otley, Katie Buermann, Dallen Davies, Brianna Tummonds,
Jessica Cronin, Emily Reynolds, Katee Withee, Josh Williams, Anna Reid,
Heather Read, Erin Swindlehurst, Kayleen Maycomber, and Alex Borelli. All learned
valuable leadership skills and real life experiences in helping others. Great Job!

New Requirements for All Auction Animals
Livestock Projects, New Requirement
September 30, 2008 United States Department of Agriculture initiated Country of Origin
Labeling (COOL). This is a federal law that requires retailers to notify their customers
of the country of origin of beef (including veal), lamb, pork, chicken, goat and some
other agricultural commodities. What does this have to do with 4-H? If you are
going to sell a lamb, goat, pig, chicken or steer you must provide documentation
to the packer that will prove where the animal was born and raised. Likewise,
breeding animals that are purchased off farm should also be accompanied with
an affidavit as these animals may at some point be sold for harvest. Here are
some tips to make sure you comply with the law:
1. IF you purchase your animal: Have the seller sign an affidavit that clearly states the
origin of the animal. Keep this document in you record book. It is a good idea to
make a 1-2 copies of this completed affidavit. The original should accompany the
animal at time of sale. Other documents that are helpful (NOT required): Change of
ownership document, bill of sale, birth record and health records.
2. AT time of Sale: You must sign an affidavit that clearly states the origin of the animal
and the countries in which it has been reared. Other documents that are helpful
(NOT required): Change of ownership document, bill of sale, birth record and health
records.
