Division Election/Appointment Process Last updated: Oct 29, 2015 Approved by IIE TVPs: October 12, 2012 Background on Elections Many of IIE’s divisions annually elect their board of directors, while others appoint new members to the board of directors. o The positions and their terms for each division are defined in their by-laws The purpose of this document is to define the election and appointment process and procedures. These policies and procedures must be followed by all divisions each year for all offices held. Process for Division Officer Elections/Appointments Each division has a specific time frame for officer elections/appointments. Terms either start April 1 or June 1 each year. The IIE staff contact for administering this process is Elaine Schwartz, eschwartz@iienet.org. Task Organize nominating committee Call for nominations Generate list of potential candidates (if not holding a call for nominations) Candidate selection Description Past-president typically chairs and forms the nominating committee (although another board member may be designated to perform this task). Nominating committee chair gives to Elaine to publicize and begins individual solicitation of candidates Alternately, pastpresident can generate a list of potential candidates and solicit them to complete nomination form Nominating committee reviews nominations and determines slate of candidates Time needed Applies to: 4 weeks to form Elected/appointed committee and review the standard nomination form and standard call for nominations, included in this packet. 2 weeks from time Elaine receives it to email broadcast date. Open for 4 weeks from email broadcast. Elected/appointed 2 weeks Elected/appointed 2 weeks Elected/appointed 1 Board votes Provide names to Elaine to prepare ballot Election opens Election closes Candidates notified Board notified of results Division members notified of results Elections complete Board votes to accept or reject the nominating committee’s selection(s) Elaine prepares electronic ballot, prepares email notification for members Election notice sent, 1 week later a reminder is sent Elaine validates election results and notifies nominating committee chair and president President notifies candidates. Contact those elected first, then those not elected in case any elected decline to serve. If someone declines, the candidate receiving the next highest number of votes (in the case of elections) is selected. President notifies the board once all candidates have been notified. President notifies Elaine that all candidates have been notified and prepares an announcement to send to Elaine to send to members. 1 month before term start 1 week Appointed 2 weeks to schedule and prepare Elected Election is open for 2 weeks Elected 1 week (At most. This is usually done within 1 day of election close.) Elected 1 week to actually connect with the candidates Elected/appointed 1 day Elected/appointed 2 weeks from time Elaine receives the announcement from the President Elected/appointed Elected: 20 weeks total time Appointed: 16 weeks total time 2 Rules for Division Officer Elections Divisions may have specific rules for their own elections that are specified in their by-laws. However, the following rules apply to all divisions: 1. For elections of all open officer positions, including President-elect, there must be multiple candidates for each officer position. For elections of open director positions, there must be more candidates than open director positions. For example, if there are three open (non-officer) director positions, there must be at least four candidates for director. 2. Candidates for President-elect must have served as a board member in the past 5 years. 3. Candidates can only run for office in one society/division at a time and can only serve on one society/division board at a time. 4. The standard nomination form must be used by all divisions. Refer to division by-laws for additional information and guidelines. It is important to ensure that the current practice of the division aligns with the Division Election/Appointment Process as well as the division’s by-laws. If not, the election/appointment process should be altered to match the by-laws and process described herein, or the division should modify the by-laws so that the by-laws then align with the desired practice. 3 Standard Call for Nominations *Note to division leaders: underlined areas must be filled in to reflect your division information.
